Job Summary:

Under the supervision of the line manager, functional manager and hierarchical superior, the Economic Security Generalist Field Officer plans, implement, assess, and monitor the ICRC economic security programs in the Area of Responsibility (AoR) of Tyre sub-delegation. This role has an area focus and ensures the programs are delivered to high quality and in compliance with ICRC procedures, guidelines and policies which are translated into action plans and day-to-day tasks. The qualified candidate should have a bachelor’s degree in Social Sciences, Economic Sciences, or any other job relevant field with 3 to 5 years of total work experience in a similar position at an International/Non-Governmental Organization.  

Objectives and Tasks:

Accountabilities and responsibilities:

  • Under direct supervision of TYR Head of Sub Delegation (HoSD) and technical supervision of the EcoSec Team Leader, leads and manages EcoSec program activities and autonomously conducts assessments, implements, monitors, and evaluates EcoSec interventions in accordance with the projects cycle management.
  • Understands the working context (security, socioeconomic, cultural, and political environment), follows its evolution, and contributes to define the relevant operational EcoSec response and strategies within Sub-delegation AoR regularly.
  • Designs projects and develops Concept Notes and Proposals, including budgets, with the technical supervision of EcoSec Team Leader.
  • Supports developing operation plan and project planner at the project kick-off and inception phase (budget forecast, workplan, procurement plan) – to be updated throughout the project period
  • Proactively identifies program related risks, supporting the identification and implementation of mitigation measures.
  • Oversees the activities budget lines and ensures proper management and tracking of the budget on monthly basis by monitoring financial commitments and expenditures against budget and provides timely feedback to the Team Leader on budget follow-up.
  • Provides regular feedback to the HoSD and EcoSec Team Leader on progress and achievements, lessons learned, gaps, budget, field challenges at the sub-delegation level.
  • Prepares relevant documents related to finance, procurement, and logistics, in line with project reporting requirements and ICRC internal procedures.
  • Writes field trip reports, Minutes of Meeting, assessment, monitoring, and evaluation reports and contributes to institutional reporting by autonomously collecting economic security data on households’ economy, nutrition, markets, etc., using data-collection tools and devices and performs basic qualitative and quantitative data analysis.
  • Supports identification or relevant stakeholders and interlocutors and maintains key relationships with humanitarian actors, private sector, and authorities, in agreement with hierarchical and technical supervisors.
  • In collaboration with EcoSec Team Leader modifies and adjusts data-collection tools for assessments and program monitoring whenever needed.

Data management:

  • Supports BEY Logistics and FAD to compile and verify data entered in the internal reporting system and information management system.
  • Maintains and organizes data on EcoSec, ensuring that all necessary EcoSec related files and logistics data (packing lists, ROs) are properly collected and achieved.
  • Contributes to the consolidation of contacts relevant to EcoSec for EcoSec interventions.

Additional duties:

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments.
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.

General duties:

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
  • Understands and adheres to the ICRC Code of Conduct.
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement.
  • Respects and observes staff regulations and security rules at all times.

Job Details:

Job Location: Tyr, South – Lebanon.

Working Schedule: Monday to Friday from 8 Am to 5 Pm

Contract Type: Fixed Term, until 31.03.2024 (renewable based on performance and need for position)

Salary Package: USD 2’037 – 3’518(As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).

Position Requirements:

Minimum Qualifications:

Years of experience required: 3 to 5 years of total work experience in a similar position at an International/Non-Governmental Organization.

Level of education: Bachelor’s degree.

Field of education: Social, Economic Sciences or any other job relevant field.

Languages: Arabic (Native), English (Full Professional working), French is a plus.

Computer Literacy: Advanced computer skills in MS Windows and MS Office Suite.
