Job Summary:

Under the supervision and guidance of the EcoSec Coordinator (EcoSec Co) and in collaboration with the Head of Sub-delegation in Tyre, designs, plans, implements and monitors the ICRC Economic Security programmes in Lebanon, in addition to managing the ICRC-BRC-LRC flagship Program. (British Red Cross / Lebanese Red Cross)

Objectives and Tasks:

ACCOUNTABILITIES AND RESPONSIBILITIES

Responsibilities – ICRC-BRC-LRC flagship Programme: (25%):

  • In coordination with the LRC EcoSec Program Manager, designs, manages and maintains processes for grant and program monitoring, ensuring they remain applicable to institutional donor requirements
  • Supports and guides the design of evaluations/mid-term reviews in compliance with LRC’s and BRC’s evaluation policies, through all phases of any review/evaluation; supports the organization of internal reviews and learning events
  • Works with the ICRC EcoSec Coordinator to provide reporting updates
  • In coordination with ICRC FAD BEY team, proactively leads management of the grant and contract performance, reviewing consolidated spending and implementation, liaising to support the effective and compliant management of any institutional funding and working with colleagues to identify risks and to minimize them
  • Ensures quality information management related to grants including consolidation of data and any in-country documentation
  • Supports LRC to adapt donor, ICRC, IFRC and other A&E tools as needed, using approaches that are realistic and feasible. This will include promoting the use of mobile and other technology innovations that support and improve A&E, including digital data collection
  • Provides guidance on and ensures compliance with donor rules, regulations, and guidelines and raises issues affecting external/internal compliance
  • Ensures quality and timely submission of donor narrative and financial reports, ensuring compliance and leading on any (no-)cost extensions, amendments, top ups, reallocations
  • Supports and guides the design of evaluations/mid-term reviews in compliance with BRC’s evaluation policy, through all phases of any review/evaluation; supports the organization of internal reviews and learning events
  • Works with program teams to effectively generate learning and use it for decision-making at program level; shares relevant A&E findings with program teams and management to support organizational-wide program learning.

Responsibilities – ICRC EcoSec Programmes (75%):

  • Works with the EcoSec coordinator to set the delegation's strategic orientations for EcoSec issues in cooperation with the management, SubDelegation and other departments
  • As a blue line for EcoSec staff in SubDelegation TYR and blue and red line for EcoSec staff in BEY, evaluates, coaches, and guides them to improve their performance and increase their knowledge of project cycle management and to ensure adherence to ICRC EcoSec standards
  • Under the supervision of EcoSec Co and in collaboration with EcoSec staff, leads the design and implementation of emergency preparedness and response and livelihood programs and provides the necessary guidance to ensure adherence to all phases of the project cycle
  • Analyses security, socioeconomic, cultural and political environment and contributes to
  • operational plans and other strategic documents
  • Contributes to Ecosec Emergency Preparedness and response and liaises with LRC, to ensure a harmonized and coordinated response
  • In case of emergency, mobilizes and organises teams on the ground, in agreement with Head of Sub Delegations HoSD and EcoSec Co
  • Acts as focal point for ICRC / LRC OCA
  • In collaboration with EcoSec team members, designs and adjusts data-collection tools for assessments and programme monitoring and evaluation
  • Coordinates the works of teams of EcoSec staff and LRC volunteers (where necessary) to properly collect data using data-collection tools and devices
  • With the support of A&E Co, designs databases; supervises and carries out data entry in the survey database and ensures correct reporting
  • Develops the skills of EcoSec team to perform midlevel qualitative and quantitative analysis and improves their capacity to describe results and produce data visualizations
  • Leads market assessments and analyses and interprets the data collected to select and design response options
  • S/He is aware of the Household Economy Approach (HEA), market-based approach and ensures that EcoSec team members under her/his responsibility are applying the tools properly.
  • Works with EcoSec team and EcoSec Co to identify economic security gaps and develops scenarios for interventions.
  • S/He is aware of the EcoSec core components and identifies response options
  • Ensures that EcoSec staff has all the necessary tools to implement and monitor programmes efficiently
  • Designs a suitable method to register beneficiaries, involving EcoSec staff and ensuring Accountability to Affected Populations throughout programme cycle phases
  • Ensures regular and timely contributions to various internal reporting

RELATIONSHIPS

Internally: interacts with Delegation staff from all departments

Externally: interacts with the BRC and LRC DMS team in Beirut.

Interacts with a network of local/district-level contacts (members of the population, community leaders, authorities, NGOs, etc.)

SCOPE

  • Geographical remit: country-wide
  • Is responsible for the achievement of intended outcomes of multiple EcoSec activities within their geographical remit
  • Supports the EcoSec coordinator in the identification of humanitarian program in the priority areas, supervises and coordinates assessments, design, implementation, and monitoring and evaluation
  • In case of emergency, s/he is the focal point for the response on the ground, coordinating the work of different teams and ensuring the quality of response

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement

  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line manager
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC

Additional Duties:

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image

Job Details:

  • Job Location: Beirut, Lebanon.
  • Working Schedule: Monday till Friday, from 8 Am till 5 Pm.
  • Salary Package: 2,897 - 4,816 USD/Month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).

Skills

Minimum Qualifications:

Years of experience required: 6 years of overall professional experience including 3-5 years experience in a similar activity fields

Level of education: Bachelor’s Degree.

Field of education: Economics, Agronomy or any other job relevant field.

Languages: Fluency in Arabic and English, French is a strong asset.

Computer Literacy: Advanced computer skills.
