Organization and Project Background

The World Rehabilitation Fund, Inc. (WRF) is an international humanitarian non-profit organization headquartered in New York with a mission “To enable individuals around the world with functional limitations and participation restrictions achieve community and social integration through physical and socio-economic rehabilitation and advocacy and to prevent disability and reduce disadvantage.”

In Lebanon, the programs of WRF started in the early 1980s with the provision of training and material and technical assistance to concerned national (governmental and non-governmental) organizations, academic institutions, professional groups, and community-based rehabilitation institutions.

WRF/Lebanon is preparing to launch a one-year Project (September 30, 2022 to September 29, 2023) titled “FILLING ASSISTANCE GAPS IN BASIC REHABILITATION SERVICES FOR REFUGEES FROM SYRIA WITH DISABILITIES AND THEIR PEERS IN HOST COMMUNITIES IN LEBANON”.

 
Job Purpose

The Administrative & Operations Support Officer (AOSO) will devote 100% of her/his time to provide support to the Operations Director and the Administrative and Operations Officer (AOO) of the Project. Responsibilities include: (i) communicating and coordinating with the Project Regional Focal Points / Persons (RFPs) all over Lebanon; (ii) assisting with beneficiaries’ Data and Information processing through the KOBO platform or other data collection and processing tools; (iii) supporting in completing, sorting, and preparing beneficiaries files for assistance decision-making; (iv) assisting in the management and administration of the beneficiaries’ database; (v) supporting pertinent Monitoring and Evaluation (M&E) and Communication Learning and Adapting (CLA) activities that relate to the operations of the RFPs; (vi) supporting the referral system adopted by the Project; (vii) supporting in office management; and (vii) performing any other Project support tasks as required.

 

Key Tasks:

The AOSO will be responsible for the following tasks:

Assessment and planning:

  • Support in desk review of available assessments, surveys, and reports on Persons with Disabilities (PWDs) among refugees from Syria and in host communities in Lebanon.
  • Assist the Project Administrative and Operations Officer (AOO) in developing Project implementation plans based on the Project’s targets, deliverables, priorities, selection criteria, and referral system.
  • Assist in designing and adapting the tools and materials needed for the implementation of the Project.

Project Implementation:

  • Coordinate with the Project Regional Focal Points / Persons (RFPs) (N=5) operating in the different Lebanese Governorates and ensure the needed follow-up to optimize their work related to the identification of potential beneficiaries and provision of assistance services.
  • Assist in optimizing the operations of the KOBO (or other) platform, data collection, entry, and analysis; and management of the database (hard and soft copies) of Project beneficiaries.
  • Support in receiving, managing, and following-up on feedbacks and complaints received from beneficiaries, caregivers, and other stakeholders.
  • Be involved in field visits that are related to the role, and provide the necessary support.
  • Monitor Project deadlines as related to role and report on implementation challenges and potential delays.
  • Identify potential issues, conflicts or risks that could affect the proper implementation of the Project, or that could do harm to beneficiaries, and report accordingly.
  • Maintain professional ethics and respect the confidentiality of information and data about the Project and its beneficiaries.
  • Support, to the extent possible, in awareness and advocacy activities in the field.
  • Carry out other duties as needed and as may be appropriate.

 

Project Monitoring and Evaluation (M&E) and Reporting:

  • Assist the Project M&E team as appropriate and necessary.
  • Provide timely and relevant information to the Project M&E team.
  • Report regularly and as needed on progress and challenges.

 

Qualifications:

Full Time

Period of employment: Up to 12 months ending by September 29, 2023

Education: A university degree in Social Work, Public Health, Community Development, or any relevant field of social studies.
