COMPLIANCE / MLRO OFFICER

**Regulatory Function:** Compliance / AML-CFT / MLRO

### About the Company

Our client is a growing financial services and capital-markets institution headquartered in Beirut, Lebanon, operating within a regulated financial environment. The Company is strengthening its regulatory compliance, AML/CFT, governance and control framework and is seeking a qualified professional to lead its compliance and financial-crime risk management activities.

### Position Overview

The Compliance / MLRO Officer will be responsible for establishing, maintaining and monitoring an effective **regulatory compliance and AML/CFT framework** across the Company.

The role requires a high degree of independence and professional judgment. The MLRO will have direct access to the Board and relevant Board Committee and will be responsible for escalating material compliance, AML/CFT and regulatory matters without undue influence from business or operational management.

Key Responsibilities

Compliance

* Develop, maintain and monitor the Company's regulatory compliance framework.
* Monitor compliance with applicable **CMA requirements, AML/CFT legislation, regulatory instructions and internal policies**.
* Maintain and periodically update compliance policies, procedures and controls.
* Monitor regulatory developments and assess their impact on the Company.
* Provide compliance advice to management and the Board on new products, activities, clients and business arrangements.
* Maintain a regulatory obligations and compliance monitoring framework.
* Identify, document and escalate regulatory breaches and compliance deficiencies.
* Monitor implementation of corrective actions arising from compliance reviews, audits and regulatory findings.

AML/CFT & MLRO Responsibilities

* Act as the Company's **Money Laundering Reporting Officer (MLRO)**, subject to applicable regulatory requirements and approvals.
* Oversee the AML/CFT framework, including **KYC, CDD, EDD, PEP, sanctions and transaction-monitoring controls**.
* Review and challenge higher-risk client relationships and unusual or potentially suspicious transactions.
* Ensure appropriate escalation, investigation and documentation of suspicious activity.
* Maintain appropriate AML/CFT records and reporting.
* Coordinate with relevant authorities where legally required.
* Conduct periodic AML/CFT risk assessments and recommend enhancements to controls.
* Ensure appropriate AML/CFT training and awareness across the organization.
* Monitor the effectiveness of client onboarding and ongoing monitoring processes.

Board & Governance Responsibilities

* Prepare periodic compliance and AML/CFT reports for the Board and relevant Board Committee.
* Immediately escalate material regulatory breaches, suspicious activities, significant control failures and emerging compliance risks.
* Maintain appropriate independence from commercial and revenue-generating functions.
* Attend Board/Audit & Compliance Committee meetings when required.

Candidate Profile

* Bachelor's degree in Law, Finance, Accounting, Business Administration, Economics or a related discipline.
* Professional qualifications such as **CAMS, ICA, ACAMS, AML certification, CPA, CIA, ACCA or equivalent** are highly desirable.
* **5+ years** of relevant compliance, AML/CFT, regulatory, audit or financial-services experience.
* Previous experience within a brokerage, investment firm, bank, financial institution or other regulated environment is strongly preferred.
* Strong knowledge of AML/CFT, KYC, sanctions, PEP and regulatory compliance principles.
* Strong understanding of governance, regulatory reporting and compliance monitoring.
* Excellent communication, investigation, documentation and analytical skills.
* High level of integrity, confidentiality and independence.

Important Reporting Principle

The Compliance / MLRO Officer will have **direct access to the Board of Directors and relevant Board Committee** and shall be able to escalate material regulatory or AML/CFT matters independently of operational management. The role must not be subordinated to commercial objectives or revenue considerations
