General Description:

The Movement Cooperation Officer contributes to developing and implementing the delegation objectives for cooperation with the International Red Cross and Red Crescent Movement (the Movement) in line with the ICRC’s Institutional Strategy, the Regional Strategic Framework (RSF), and the Movement policies. S/he contributes to supporting and documenting the analytical dimension of institutional and operational partnership and cooperation with the LRC and PRCS_L, including Movement partners and manages the institutional data system to bring more relevance and consistency in documenting the ICRC investment in Lebanon.

S/He will develop a good understanding of the LRC and PRCS_L with a special emphasis on their internal dynamics namely to monitor and anticipate arising off issues / problems (enhanced analysis). S/he will furthermore have an awareness of the general political and humanitarian environment in Lebanon that directly or indirectly affects the LRC and PRCS_L. and the overall Movement dimension.

ACCOUNTABILITIES AND RESPONSIBILITIES

  • Contributes actively to relationship building, enhancing trust and fostering mutual respect among the ICRC, the LRC, PRCS_L and other Movement Partners
  • Contributes to implementing partnerships between the ICRC, the LRC, PRCS_L and Movement partners by working closely with LRC & PRCS_L & ICRC colleagues and the relevant Movement partners to develop and /or support the implementation of joint procedures and partnership agreements,
  • Supports the development of the partnership skills and mindset of the ICRC colleagues
  • Contributes to analyzing and maintaining a constant overview of ICRC partnership investment, the Movement’s dynamics, trends, and developments within Lebanon.
  • Manages the documentation and analysis of the partnership investment file, country Movement architecture, structure and events organized by the IFRC, PNS and ICRC (i.e.: Statutory meetings, NS leadership, partnership meetings),
  • Contributes to promoting coherence of the ICRC regional strategy and approach on issues related to Movement cooperation and coordination, and general understanding and implementation of the decisions of the Movement Statutory meetings

SPECIFIC FILES UNDER HER/HIS RESPONSIBILITY:

a)   Cooperation, partnership management

•          Support the Cooperation Coordinator in fulfilling the roles and responsibilities of the ICRC as outlined in the different partnerships Agreements according to the development of the cooperation relationship with the NSs and Movement partners

•          Contributes to Identify, analyze the NS’s strengths and weaknesses to better set strategy, objectives, and background and perspective of investment in key Cooperation thematic areas (Partnership, SAF, NSD, SMCC, and other operational thematic)

•          Supports the LRC and ICRC coordinators in identifying medium and long term strategic and operational objectives in line with the NS strategic plan and ICRC strategic operational objectives

•          Supports the NSs in organsing joint annual planning process and assures that the LRC and PRCS_L complies with the Planning, Monitoring Evaluation and Reporting (PMER) tools and set procedures.

•          Develops and maintains briefing file as per audience and events and brief new resident and mobile staff on partnership, cooperation, and Movement dimension

b)   Operational partnership

•          Contributes identify, manage, and support the implementation of the operational partnership between the ICRC operational departments, field structure and the LRC and PRCS_L by assisting/ guiding further development of Emergency, Preparedness and Response (EPAR) joint procedures, project agreement and in line with the global or delegation policy / strategy on Movement cooperation.

•          Interacts, supports, and maintains an open line of communication with ICRC delegations’ operational departments and field teams and follow up on their support requests

•          Analyses, summaryses and documents information relevant to the operational partnership between the ICRC and the LRC and PRCS_L; identifies gaps in capacity in the field and contribute to propose solutions in consultation with the operational coordinators 

c)    Movement partners cooperation

•          Supports the Movement Cooperation Coordinator on issues related to coordination within the Movement and in organsing movement meetings

•          Maintains a constant overview of the LEB Movement’s activities, capacity, affairs and keep updated the contact’s database with the IFRC and PNS to build a constructive and coordinated action.

d)   Analysis and documentation

•          Assists in improving, developing & applying Cooperation data quality monitoring processes & tools

•          Monitors and consolidates institutional, programs, operational reports, database on a regular basis and according to established formats and procedures.

•          Analyzes and document the consistency of the delegation’s operational partnership investment in relation to the Institutional Strategy and the RSF

•          Manages the cooperation briefing notes/speaking points, and documentation and filing (TS and Red loop), of all relevant email, correspondence, all kind of reports, databases, etc.

Job Details:

Job Location: Beirut Delegation with regular field visits (30%)

Working Schedule: Monday till Friday, 8am to 5pm including 1h lunch break.

Contract Type: Fixed Term until 31/12/2024

Salary Package: USD 2’037 – 3’518(As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job)

Position Requirements:

Minimum Qualifications:

Years of experience required: 3-5 years of experience in a humanitarian / international field relevant to Movement Cooperation (inside or outside the ICRC, e.g., NGOs, INGO Civil Protection).

Level of education: Bachelor’s degree

Field of education: Social / Human Sciences (e.g., International Relations, Sociology, Education, Communication, etc.).

Languages: Arabic (Native) English (Full Professional Working)

Computer Literacy: Advanced
