Terms of Reference

Position: ME Officer

Location: Based in Jabal Mohsen.

Starting Date: ASAP immediately

Contract Duration: From September 2020 till 9 of January 2021 with a part time employment.

Reports to: Program Manager – AICA

Purpose: AICA is seeking a ME officer working on Part-time basis, where he/she will contribute in the staff training during 10 days in order to create ME tools within relation to curriculum content for the 5 classes (lasting for 14 weeks, 5 sessions per class per week) as well as introduce ME tools and its appropriate application.

The ME Officer will be in charge of monitoring YWC and caregivers’ activities, relative results and indicators.

Referring to the expected results and curriculum content, ME Officer will define ME tools to be used with Advisor and project manager PM, supported by Baladi-Cap team upon needs. At the end of training, the ME officer will introduce ME tools - in coordination with the advisor.

The Organisation

The Alawite Islamic Charitable Association AICA, a non-profit non-governmental organization located mainly in Jabal Mohsen – Tripoli and Akkar, registered under the decree No. 4500/1950 , was founded in 1950 in order to claim the rights of the community through development and social projects as well as Health care and medical services.

AICA projects and activities aim to mitigate all forms of discrimination towards civil Rights access (medical, health, education, work opportunities, or any other additional required support), raise individual and collective awareness, mainstream protection and disseminate risks prevention.

The intervention strategy consists of holistic and sustainable community development, Advocacy and Peace Building, education and training, primary health care and medical services, religious services.

Project Overview

Solidarity project is a pilot program, supported by USAID BALADI CAP, targeting marginalized populations of Tripoli (Jabal Mohsen, Tebbaneh and Quobbeh) which aims to reintegrate young working children (YWC) aged 6-11 into the education system through a dual-track approach: providing educational and psycho-social support for 30 YWC, complemented by a dedicated program for their parents/caregivers in skills building, counseling and livelihoods support.

Solidarity project will implement a “Learning by Doing” approach, exclusively supported by “Makers Hub/Genius Kid”, where youngsters, through hands-on activities, discover their dexterity skills and develop them while learning about technology, manufacturing, and open source tools. Established in 2014, they have won numerous awards for their innovative approach to introducing a new generation to different technologies through hands-on projects that bring together what is taught theoretically in schools with how things are done practically. They focus on STEAM (science, technology, engineering, arts and mathematics) as well as woodworking, 3D design/printing and have five centers across Lebanon, including a woodworking workshop.

In Response To This Challenge And In Line With AICA’s Vision And Mission, AICA Will Pilot This “Solidarity” Project Utilizing The “4R Approach” (recruitment, Rehabilitation, Reintegration And Raising-awareness) To

  • Enhance the capacities of AICA staff to deliver programs for vulnerable youth.
  • Engage 30 young working children in a three-month program of daily classes including psycho-social support (STEAM), basic literacy and numeracy (BLN), and STEAM programs.
  • Provide 30 caregivers of young working children trainees with vocational training (VT) on home health care and handcrafts and enroll them in an internship program.
  • Provide case management/family rehabilitation counseling services aimed at reintegration of young working children into school and their caregivers into the job market.
  • Raise awareness on child rights and education through a social media campaign.

In order to respond to the reality of COVID-19, AICA will practice extra hygiene measures and safe physical distancing in all its program activities by (1) utilizing technology platforms for meetings that can be done remotely and (2) dividing participants into smaller groups to reduce the number of people gathering at one time within each classroom. AICA’s Center, located between Tebbeneh and Jabal Mohsen, has nine classrooms, enough space for them to manage the five parallel classes for children and the separate classes for the caregivers. Additionally, AICA’s child protection and confidentiality protocols will guide the work.

Goal: Build the resilience of the underprivileged population in Lebanon.

Project Overall objective: At risk children and their caregivers in Jabal Mohsen, Tebbaneh and Quobbeh are prepared for and enrolled in good quality inclusive basic education and vocational activities.

Specific Objective 1 (SO1): At risk children and caregivers in Jabal Mohsen, Tebbaneh and Quobbeh participating in Young Working Children workshops, Vocational Training sessions and Family Rehabilitation & Reintegration consultations.

Specific Objective 2 (SO2): Awareness is raised in target communities on rights to education for children.

Purpose Of The Assignment

Create the implementation tools of the project, monitor tools’ filling as well as evaluation in order to measure impact and notify indicators as well as project achievements. He will guide the facilitator of the evaluation workshop, in coordination and collaboration with the PM.

Content Delivery

Staff training and implementation:

Assist in creating related ME tools, introduce them and support when using them, collect them and analyze relative data.

Outputs: pre and post-tests for training; ME tools related to required quality and quantity of activities; check and control data filled; creating ME logframe track indicator for the whole project.

BLN/ PSS / STEAM content sessions/Graduation targeting 30 YWC

  • Completion and supervising ME tools related to each activity training (relative to each class, tools to be used by facilitator and groups, in coordination and supervision by ME officer) as well as completion of projects under STEAM classes

Family cases/caregivers support sessions/ family visit targeting 30 caregivers

Completion and supervising ME tools related to each activity training (relative to each group, tools to be used by facilitator and groups, in coordination and supervision by ME officer

Support to Reintegration targeting 30 YWC (education) and 30 caregivers (work)

Completion and supervising ME tools related to each activity training (relative to each group, tools to be used by facilitator and groups, in coordination and supervision by ME officer

Graduation ceremony targeting 30 YWC (BLN), 30 caregivers (VT), 40 community key people (could be divided into 2 ceremonies)

Completion and supervising ME tools related to each activity training (relative to YWC, caregivers, community feedback) as well as feedback about projects finalized under STEAM classes, in coordination and supervision by ME officer.

Evaluative workshop targeting 15 caregivers, 15 staff, 4 advisors, 16 Child Labour Network and community key people

Completion and supervising ME tools related to each activity training (relative to YWC, caregivers, community feedback) as well as feedback about projects finalized under STEAM classes, in coordination and supervision by ME officer.

Report of the workshop including Lessons learned from the whole project, success stories and challenges

Required Responsibilities And Tasks

Design ME tools related to the curriculum sessions, the sessions plan with the support and assistance of Project Manager and related advisors, in order to introduce them to all the project team, with referring to competences already specified to be acquired at the end of training;

Design template of placement test for each level accordingly;

Create ME tools related to all sessions targeting Young Working Children YWC during 5 classes (160 sessions of Puppet; 160 sessions of Sport; 160 sessions of Genius 1; 160 sessions of Genius 2; 240 sessions of Arabic/BLN; 240 sessions of French/BLN; 240 sessions of Math/BLN; and 60 hours of Home Care/VT; 60 hours for handcrafting and sales; 40 hours of internships for each caregiver) with being responsible of its filling, collecting, supervising and analyzing relative data;

Create ME tools related to all sessions targeting families and caregivers (family cases, caregivers workshops, selection process, internship, placement tests results, reintegration tracking for each YWC and caregiver) with being in charge of its filling, collecting, supervising and analyzing relative data

Support the team upon need

conduct and design the evaluation pocess, mainly through Lessons learned workshop with project team specifically;

collect a final reporting package from each team member (during the evaluation workshop), sorted in the end of the evaluative workshop.

The ME Officer will coordinate closely with the advisors and the Program Manager. He/She will collaborate with the team project all-over the process. He/She will adhere to AICA values and Code of Conduct.

Qualifications And Experience

The desired specifications and qualities of the trainer are:

Having a university diploma is a must, preferably in business or IT.

At least work experience in creating tools more than 2 years;

A commitment to promoting and supporting child rights and gender equality as well as AICA values.

A commitment to teamwork, punctuality and to AICA’s procedures.

Collaborative approach and open to feedback.

Maintains confidentiality and respect towards beneficiaries.
