Role Purpose
The HR Officer will play a key role in supporting the organization's talent acquisition, employee development, and compliance. This includes managing full-cycle recruitment, enhancing employee experience through effective onboarding, learning and development initiatives and performance management. Additionally, the HR Officer will ensure adherence to DEI principles, local laws, and organizational policies.
The HR Officer will collaborate with cross-functional teams to foster a positive work environment, support staff well-being, and contribute to the continuous improvement of HR practices.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and adjust working hours as needed.
Child Safeguarding
Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore, a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).
Scope Of Role
Reports to: HR Coordinator
Recruitment Process
KEY AREAS OF ACCOUNTABILITY:
- Carry out the recruitment process of staff, volunteers and interns as requested by the HR Coordinator.
- Oversee preparation of interview questions and other hiring and selection materials
- Support in managing the onboarding process.
- Support delivering “hiring managers’ recruitment training”
- Represent SCI at external recruitment events and build strong talent networks.
- Maintain high standards of confidentiality of all employee records and information.
- Support the HR Coordinator in overseeing the Internship program, ensuring meaningful experiences for interns.
Talent Review
- Notify managers and employees of the performance review deadlines and emphasize the importance of timely submissions.
- Track and monitor submission of performance reviews, following up with managers and employees to ensure compliance with deadlines.
- Support in recording and following up on mandatory trainings completion
- Assist in the coordination of the annual training program, monitor its implementation, and track the effectiveness of training activities.
- Conduct performance management inductions and refreshers to staff
- Support in conducting exit interviews and gather feedback on employee experiences and reasons for leaving.
- Support the HR Coordinator in developing learning materials
HR Support
- Ensure legal compliance and SCI minimum standards in all HR processes.
- Ensure all HR policies and procedures are respected and explained to all staff.
- Make use of all available policies, practices, checklists and guidelines
- Ensure that all staff have a copy of the employee handbook and HR manual and understand all sections properly
- Always maintain confidentiality of all sensitive HR information.
- Support in promoting DEI principles in all HR processes, from recruitment to employee engagement.
- Support in reviewing partner files to ensure compliance with HR standards and organizational requirements.
- Support the Compensation and Benefits Officer and area HR teams as needed, assisting with payroll, benefits, and HR operations.
- Support during emergencies by responding faster to HR needs and deploy with the required set of skills as fast as possible.
Data Management And Reporting
- Maintain a database of candidate records, including active and passive prospects.
- Maintain an updated online recruitment tracker monthly.
- Ensure all job descriptions are updated by line managers and head of departments and are compliant with internal policies.
- Develop with support of hiring managers interview questions bank for each level and field of expertise.
- Ensure recruitment documents are updated and filed in hard and soft copies
Safe Human Resources Standards
- Incorporate Safer recruitment as part of the Quality Framework Essential Standards.
- Ensure recruitment and selection process respect the minimum standards of safe recruitment of Save the Children International.
- Make sure candidates are aware of the Safeguarding Policies and the Code of Conduct at interview stage.
- Ensure new joiners have submitted requested documents and signed all requested forms including the Child safeguarding policy, & the code of conduct.
Qualifications
- Degree in Business Administration or Human Resources Management or related field.
- Written and spoken fluency in English and Arabic.
Experience And Skills
- 2 to 4 years of professional experience in Human Resources, including recruitment and general HR operations.
- Knowledge of core HR functions, including onboarding, employee relations, and performance management.
- Familiarity with recruitment and HR systems (e.g., Oracle) and local employment laws.
- Strong organizational and time management skills with attention to detail.
- Effective interpersonal and communication skills, with the ability to build relationships across teams.
- Ability to maintain confidentiality and handle sensitive information professionally.
- Commitment to workplace diversity, inclusion, and safeguarding practices.
- Proactive problem-solving skills and adaptability to respond to HR needs during emergencies.
- Alignment with Save the Children’s values and humanitarian principles.
- Experience in supporting HR operations in dynamic or emergency contexts is an asset.
