Infrastructure Programs Controller

Job Summary: We are seeking an experienced Infrastructure Integration Program/Projects Controller with a strong background in infrastructure development and program controls. The ideal candidate will be responsible for integrating multi-disciplinary engineering efforts, managing program controls, and ensuring the successful delivery of complex infrastructure projects. This role supports national mega-projects aligned with the country’s National Vision 2030.
This position is offered on a 2-year hybrid contract (50% Qatar/remote and 50% in KSA).
Key Responsibilities
• Lead integration of engineering disciplines across infrastructure programs to align with project goals and timelines.
• Oversee all aspects of project controls, including cost management, scheduling, risk management, scope, and change control.
• Coordinate efforts across various infrastructure sectors: water and wastewater, energy, telecom, transport, and industrial zones.
• Track and report program progress, risks, and issues using industry-standard tools and methodologies.
• Engage with key stakeholders, including government bodies, developers, consultants, and contractors.
• Ensure compliance with national regulations and infrastructure standards.
• Leverage data analytics tools (e.g., Power BI) for performance tracking, forecasting, and reporting.
• Support quality assurance and contribute to continuous improvement in program management practices.
Required Qualifications and Experience
• Mandatory: Bachelor’s degree in one of the following disciplines: Civil Engineering, Architecture, Construction Management, Mechanical or Electrical Engineering, or Industrial Engineering (with project controls focus)
• Preferred: Master’s degree in Project Management, Engineering Management, Construction Management, or Business Administration (MBA – with operations/infrastructure focus)
• Preferred Certifications: PMP, CCP, PMI-SP, PRINCE2 Practitioner, LEED AP or PMP with sustainability focus
• 5–10 years of experience managing infrastructure or capital projects with a focus on program controls and integration.
• Demonstrated success in delivering complex, multi-disciplinary projects in dynamic, fast-paced environments.
• Sector experience in one or more of the following: Transportation, Water/Wastewater, Energy and Utilities, Telecom, Industrial or Smart City Developments
• Proficiency in project management software (e.g., Primavera P6, MS Project)
• Strong knowledge of Microsoft Office Suite and data analytics tools (e.g., Power BI, Excel)
• Familiarity with BIM and digital project delivery platforms
• Understanding of NEOM and Saudi regulatory/compliance frameworks
• Strong analytical and problem-solving skills
• Effective stakeholder engagement and communication
• Ability to work collaboratively under pressure within multi-disciplinary teams
• Strategic mindset with practical, hands-on execution capability
• High cultural adaptability and regional awareness
