WASH & Shelter Technician

ROLE PURPOSE:


The role is required in order to ensure technical quality of the WASH & Shelter program implementation at field-level. The WASH & Shelter Technician will be responsible for conducting technical assessments, technical monitoring and supervision, and providing technical advice to contractors, beneficiaries and communities. 


In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.


CHILD SAFEGUARDING:


Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


SCOPE OF ROLE:


Reports to: WASH & Shelter Officer 


Staff reporting to this post: WASH & Shelter Volunteers


Role Dimensions: Communication with municipalities, union of municipalities, public administrations, suppliers, local committees other NGOs and stakeholders who are partners in the implementation of common projects.


KEY AREAS OF ACCOUNTABILITY:


Programme implementation/management:


  • Ensure WASH & Shelter activities (including water trucking and desludging) are implemented as per the work plan and as per donor requirements.
  • Conduct evaluation and assessment at field level (externally with partners or internally to Save the Children International on hygiene promotion, water sanitation, or multi-disciplinary approach).
  • Conduct regular visits to beneficiaries, collective shelters, and informal tented settlements (ITs) to supervise, monitor, and ensure the quality and progress of ongoing work.
  • Conduct service assessments and coordination to provide required services abiding within Save the Children International (SCI) and WASH & Shelter policies.
  • Planning and implementation of community events, working with community committees and key stakeholders.
  • Actively present during service provision to ensure policies and safety measures are being applied and obtain signatures/ feedback from service providers and/or beneficiaries. 
  • Prepare and maintain accurate monitoring, inspection, and reference records, including documenting inspection outcomes and submitting daily and weekly reports as required.
  • Contribute to monitoring, evaluation, and reporting by collecting data from selected beneficiaries using pre-designed tools and supporting data entry for activities such as hygiene promotion sessions, distributions, community events, and water trucking/desludging.
  • Conduct awareness sessions on Save the Children’s feedback mechanism system, and encourage its use.
  • Ensure appropriate monitoring for WASH & Shelter activities and evaluation systems are in place, support 
  • Prepare bills of quantities (BoQs) and technical drawings, where required.
  • Support regular quality assessments on all incoming services and materials & kits from suppliers reject & report all products and materials that fail to meet quality expectations & standards, and document inspection.
  • Contribute to the monitoring and evaluation of activities by collecting appropriate data from selected beneficiaries, using pre-made questionnaires.
  • In collaboration with the WASH & Shelter Officer, identify capacity building requirements of WASH & Shelter  Volunteers and deliver technical trainings including for partner’s staff.
  • Support supervision, coaching and performance management of all WASH & Shelter Volunteers.

Team Technical Support


  • Conduct awareness sessions on Save the Children’s Feedback Mechanism System and encourage its use.
  • Conduct trainings for volunteers on project implementation and changes.
  • Check that volunteers are receiving the relevant trainings and refresher sessions.
  • Make sure that the volunteers are giving a good image of Save the Children Lebanon during their presence in the field.

Partnerships management


  • Frequent participation in meetings and group sessions between stakeholders and partners that are involved in the implementation of the same or similar projects.
  • Coordinate and communicate with other partners to implement common projects according to the scope of work and according to the satisfaction of stakeholders.

External relationships/Representation


  • Assure good representing of Save the Children Lebanon in isolation centers, shelters, municipalities, government administration or during the communication with any other party, when delegated to represent by WASH & Shelter Officer.

General


  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Perform other duties as agreed with the line manager.

QUALIFICATIONS:


  • Degree in Environmental, Civil or Mechanical engineering or similar field.
  • Minimum 2 years of experience in the WASH sector.

EXPERIENCE AND SKILLS:


Essential:


  • Shelter and/or WASH experience in humanitarian context
  • Familiarity with refugee communities (informal settlements) in areas of operation
  • Strength in interpersonal, communication and presentation skills 
  • Flexibility and willingness to change work practices and hours, and capability to work in insecure environment.
  • Computer skills (especially Excel and design software like Autocad)
  • Good in English and Arabic
  • Experience in field work and community mobilization
  • Experience in conducting training and sensitization sessions for communities and beneficiaries.
  • Experience in water quality test, collecting samples and reading water results.

Desirable:


  • Ability to take initiative where appropriate to deal with difficulties encountered in daily work.
  • Ability to adapt or change priorities according to the changing situation within a mission or the organization itself.
  • Excellent contact and diplomacy to manage relationships in tense situation.
