وصف الوظيفة:
الغرض من الوظيفة:
ضابط المشروع مسؤول عن ضمان التنفيذ الفعال والكفء لأنشطة المشروع والمنح. وهذا يشمل تنسيق عمليات المشروع، إدارة موظفين ميدانيين وعمال موسميين، الحفاظ على علاقات مثمرة مع الشركاء وأصحاب المصلحة، والإشراف على أنشطة الموقع اليومية. يضمن الدور أن جميع الأنشطة تُنفَّذ بما يتماشى مع سياسات المنظمة، ومتطلبات المانحين، ومبادئ الحماية، واحتياجات المجتمع. من خلال جمع البيانات الدقيقة، إدارة الوثائق، رصد التقدم، وضمان التواصل والتنسيق السلس، يلعب ضابط المشروع دورًا رئيسيًا في دعم نجاح تنفيذ المشاريع، تعزيز المساءلة، وتعزيز التعاون مع الشركاء والمجتمعات.
ضمان التنفيذ والتنسيق
- تنفيذ الأنشطة الموكلة بما يتماشى مع خطط العمل الأسبوعية والتوجيهات المقدمة من منسق المشروع.
- الإشراف على الأنشطة الميدانية ودعم الفرق لضمان تنفيذ العمليات بكفاءة وبسلامة وبطريقة منظمة.
- التأكد من الامتثال لسياسات المنظمة ومتطلبات المانحين ومعايير الحماية والإجراءات التشغيلية.
- تحديد ومعالجة التحديات التي تظهر أثناء التنفيذ وتصعيد القضايا عند الحاجة.
- دعم التنسيق مع الشركاء وأصحاب المصلحة والموردين وممثلي المجتمع لتسهيل التنفيذ السلس للأنشطة.
- المساعدة في الشراء والمتابعة اللوجستية لعناصر وخدمات بما يتماشى مع الميزانيات المعتمدة وإجراءات المنظمة.
- دعم جمع البيانات، والتوثيق، وعمليات الإبلاغ لضمان الدقة والمسؤولية.
- الحفاظ على اتصال فعّال مع منسق المشروع والفرق المعنية بشأن التقدم، والتحديات، وتحديثات الميدان.
إدارة العلاقات
- الحفاظ على تعزيز العلاقات مع الشركاء، لضمان التعاون والتواصل الفعّال.
- العمل كحلقة وصل بين المنظمة والشركاء خلال أنشطة الاستجابة.
الاتصال والتنسيق والدعم
- التنسيق والتواصل الفعّال مع العمال المؤقتين لضمان التوافق مع أهداف الاستجابة.
- تقديم تعليمات واضحة وحل أي مخاوف أو قضايا مطروحة.
- دعم التنسيق العام للأنشطة الممولة لضمان التنفيذ الفعّال وفي الوقت المحدد.
- المساهمة في إعداد التقارير والتحديثات والتقييمات.
- المساعدة في أي مهام أخرى كما يوجه المشرف لدعم نجاح الاستجابة الطارئة.
التعامل مع الإبلاغ والتسجيل وتطوير المقترحات
- تقديم تقارير يومية عالية الجودة ودقيقة وبوقت مناسب؛
- إرسال جميع الوثائق المتعلقة بالمشروع وفق متطلبات WV للتدقيق على المشروع؛
- تتبع تقدم المهام وفق نظام التتبع المعتمد؛
- التعامل مع المخزون (الأظرف وبطاقات الهوية) وفق سياسات WV؛
- إجراء جمع البيانات لتعديلات وخطط المشروع والمقترحات؛
جمع البيانات وإدارة الملفات
- جمع وتجميع البيانات المتعلقة بالتوزيعات وعمليات الموقع وأنشطة الشركاء.
- الحفاظ على سجلات دقيقة ومحدثة لغرض الإبلاغ والمساءلة.
- تحليل البيانات لتقديم رؤى وتوصيات لتحسين العمليات.
- تنظيم وإدارة الملفات المادية والرقمية المرتبطة بعمليات الاستجابة.
- التأكد من اكتمال الوثائق وتوافرها والالتزام بمعايير WV.
إدارة التوزيع
- التأكد من توقيع المستفيدين أو بصمتهم بجانب أسمائهم في قوائم المستفيدين كدليل على استلامهم الحزم.
- دعم قائد الفريق في التأكد من وجود جميع المستندات الداعمة للتوزيع (قائمة المستفيدين، إشعار الإصدار، إشعار العائد، تقرير التوزيع اليومي…).
- دعم منسق المشروع في إعداد تقارير التوزيع اليومية وفق القوالب المطلوبة من المانِح وWV.
- الإبلاغ عن أي مشاكل/تحديات تواجه الميدان إلى منسق المشروع.
- التأكد من إحالة أي حالة حماية إلى منسق المشروع.
أداء واجبات أخرى حسب الحاجة
- الحضور والمشاركة في رعاية WVL الروحية وغيرها من الفعاليات التنظيمية
- مسؤول عن أمنه الشخصي والمساهمة بنشاط في ثقافة أمن إيجابية
- الإبلاغ عن حوادث حماية الطفل وفق إرشادات سياسة الحماية.
- الالتزام بسياسات وإجراءات الأمن والإبلاغ عن أي حوادث أو اختراقات لمدير الخط/أو مدير الأمن
- أداء واجبات أخرى كما يكلفه مدير السطر
المتطلبات الأساسية:
- درجة بكالوريوس في إدارة الأعمال أو العلوم الاجتماعية أو أي مجال ذي صلة.
- خبرة لا تقل عن سنتين في برامج إنسانية أو تنموية، وخاصة في الاستجابة للطوارئ.
- خبرة في التوزيع وإدارة الشركاء وعمليات الموقع
- إتقان اللغة الإنجليزية والعربية كتابةً وتحدثًا
- الاستعداد للسفر حتى 70% إلى مواقع الميدان.
- مهارات تنظيمية وتنسيق قوية.
- مهارات تواصل وتفاعل شخصي مميزة.
- إتقان أدوات جمع البيانات ومجموعة Microsoft Office.
- القدرة على العمل تحت الضغط والتكيف مع أولويات متغيرة.

Job Description:
Job Purpose:
The Project Officer is responsible for ensuring the efficient and effective implementation of project and grant activities. This includes coordinating project operations, managing field staff and casual workers, maintaining productive relationships with partners and stakeholders, and overseeing day-to-day site activities. The role ensures that all activities are carried out in alignment with organizational policies, donor requirements, safeguarding principles, and community needs. By collecting accurate data, managing documentation, monitoring progress, and ensuring smooth communication and coordination, the Project Officer plays a key role in supporting the successful delivery of projects, promoting accountability, and fostering collaboration with partners and communities.
Ensure Implementation and Coordination
- Implement assigned activities in line with weekly work plans and guidance provided by the Project Coordinator.
- Supervise field activities and support teams to ensure operations are carried out efficiently, safely, and in an organized manner.
- Ensure compliance with organizational policies, donor requirements, safeguarding standards, and operational procedures.
- Identify and address challenges arising during implementation and escalate issues when needed.
- Support coordination with partners, stakeholders, suppliers, and community representatives to facilitate smooth implementation of activities.
- Assist in the procurement and logistical follow-up of items and services in line with approved budgets and organizational procedures.
- Support data collection, documentation, and reporting processes to ensure accuracy and accountability.
- Maintain effective communication with the Project Coordinator and relevant teams regarding progress, challenges, and field updates.
Relationship Management
- Maintain and strengthen relationships with partners, ensuring effective collaboration and communication.
- Act as a liaison between the organization and partners during response activities.
Communication, Coordination and support
- Coordinate and communicate effectively with casual workers to ensure alignment with response objectives.
- Provide clear instructions and resolve any concerns or issues raised.
- Support the overall coordination of grant activities to ensure timely and effective implementation.
- Contribute to the preparation of reports, updates, and evaluations.
- Assist in any other tasks as directed by the supervisor to support the success of the emergency response.
Handle Reporting, Recording and Proposal Development
- Deliver high quality, accurate and timely daily reports;
- File all relevant project documents in line with WV’s requirements for project auditing;
- Track task progress in line with the established tracking system;
- Handle stock (pins and cards) in line with WV’s policies;
- Conduct data gathering for project amendments and proposals;
Data Collection and File management
- Collect and compile data related to distributions, site operations, and partner activities.
- Maintain accurate and up-to-date records for reporting and accountability purposes.
- Analyse data to provide insights and recommendations for improved operations.
- Organize and manage both physical and digital files related to response operations.
- Ensure that documentation is complete, accessible and compliant with WV standards.
Handle distribution
- Ensure that beneficiaries sign or thumbprint against their names on the beneficiary lists as proof that they have been received kits.
- Support team leader in ensuring that all distribution-supporting documents are in place (Beneficiaries list, issuance note, return note, Daily distribution report…).
- Support Project Coordinator in preparing daily distribution reports as per donor and WV required templates.
- Report any issues/challenges faced at field level to Project Coordinator.
- Make sure to refer any protection case to Project Coordinator.
Perform other duties as required
- Attend and participate in WVL’s spiritual nurture and other organizational events
- Responsible of own security and actively contribute to a positive security culture
- Report CP incidents as per the safeguarding policy guidelines.
- Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager
- Perform other duties as assigned by Line Manager
Minimum Requirements:
- Bachelors’ degree in business administration, Social Sciences or any related field.
- A minimum of 2-years’ experience in humanitarian or development programs, particularly in emergency response.
- Experience in distribution, partner management and site operations
- Fluent in written and Spoken English & Arabic
- Willingness to travel up to 70% to field sites.
- Strong organizational and coordination skills.
- Excellent interpersonal and communication skills.
- Proficiency in data collection tools and Microsoft Office Suite.
- Ability to work under pressure and adapt to changing priorities.
