Job Summary:

WatHab Engineer  plans, designs and implements engineering projects within the scope of the ICRC's water and habitat assistance objectives, with supervision and limited coaching. S/he carries out needs assessments and surveys and plans new projects. S/he is responsible for the implementation of all or part of the WatHab programme within their area of geographic responsibility, acts as a key interface with external stakeholders and reports to management on stakeholder relations and the general situation.

Objectives and Tasks:

• Draws up documents (drawings, bills of quantities, contracts, etc.) for engineering projects using approved formats; monitors project implementation for

compliance with project documents, ICRC standards, and the local building code/standards, ensuring corrective action is taken if necessary.

• Supervises the design work of staff under their responsibility and coaches them on their skills.

• Supervises contractors and on-site work for all project types and conducts quality control during the design and construction of infrastructure installed by the ICRC.

• Prepares implementation/progress reports at intervals set by the project manager and/or consolidates reports by staff under their responsibility.

• Creates project files in electronic databases and keeps them up to date.

• Manages tendering and project purchasing on labour and materials according to the delegation's logistical and financial rules.

• Networks with stakeholders, monitors security issues related to project sites and advises the Deputy WatHab Coordinator where necessary; provides regular information to supervisors on security, stakeholder issues and site progress.

• Carries out and analyses needs assessments and surveys and shares analysis with the Deputy WatHab Coordinator.

• Administers hand-over of infrastructure installed by the ICRC to end-users.

• Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC.

• Uses results-based management to evaluate project implementation and analyse data.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement;
  • Understands and adheres to the ICRC Code of Conduct;
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement;
  • Respects and observes staff regulations and security rules at all times;
  • Represents the ICRC in a professional manner at all times;
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers;
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC;
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

Job Details:

Job Location: Beirut, Lebanon

Working Schedule: Monday to Friday from 8am to 5 pm

Contract Type: Fixed Term, 3months

Salary Package: USD 2’897 – 4’816(As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).

Skills

Position Requirements:

Minimum Qualifications:

Years of experience required: 6-8 years' professional experience in a related field. 1–2 years' professional experience at the ICRC or an international NGO an asset.1–2 years' experience in emergency response an asset.Experience managing 4–6 technical support staff.

Level of education: University degree

Field of education: Architecture, mechanical, civil or structural engineering or similar. Field experience in projects supervision and management

Languages: Arabic (Native) English (Full Professional working), French is an asset.

Computer Literacy: Proficient in use of drawing software if working in construction and hydraulic engineering
