Digital Economy Project Manager

Role Overview:

The Digital Economy Project Manager will be responsible for overseeing the planning, implementation, and tracking of digital projects aimed at activating and enhancing the digital economy department in a GCC public sector entity. This role requires a strategic thinker with a strong background in digital transformation, project management, and stakeholder engagement. The role is crucial to driving the initiatives outlined in the National Digital Agenda 2030, contributing to a booming digital economy, thriving digital innovation, and cutting-edge digital infrastructure.
This role is fulltime onsite based in Doha, Qatar.

Key Responsibilities:
1. Project Planning and Execution:
o Develop comprehensive project plans, including timelines, budgets, and resource allocation.
o Ensure projects are delivered on time, within scope, and within budget.
o Coordinate internal resources and third parties/vendors for flawless execution.
o Oversee projects that align with the National Digital Agenda 2030, particularly those aimed at digital economy growth, digital innovation, and infrastructure enhancement.

2. Stakeholder Management:
o Act as the primary point of contact for all project stakeholders.
o Facilitate regular meetings with stakeholders to update on project progress and address any issues.
o Manage stakeholder expectations and ensure alignment with project goals.
o Engage with various sectors to promote digital transformation and support the establishment of Priority Sectors Digital Transformation Offices.

3. Risk Management:
o Identify potential risks and develop mitigation strategies.
o Monitor project risks and implement necessary adjustments to plans.

4. Performance Tracking:
o Track project performance using appropriate systems, tools, and techniques.
o Report and escalate issues to management as needed.
o Conduct project evaluations and create detailed reports for management.

5. Digital Transformation:
o Drive digital transformation initiatives within the department.
o Collaborate with other departments to integrate digital solutions and improve processes.
o Stay up-to-date with the latest digital trends and technologies.
o Support the Advance SMEs & Enterprises Digital Transformation Programme and the Digital Export Support Programme.

6. Vendor Management:
o Develop and maintain strong relationships with vendors and third-party service providers.
o Negotiate contracts and ensure vendors meet their obligations and deliverables.
o Monitor vendor performance and address any issues or discrepancies.
o Evaluate vendor proposals and make recommendations for vendor selection.

7. Team Leadership:
o Lead and motivate project team members.
o Foster a collaborative and high-performance team environment.
o Provide training and support to team members as needed.

8. Strategic Alignment:
o Align projects with the strategic objectives of the Digital Agenda 2030, focusing on the booming digital economy, thriving digital innovation, and cutting-edge digital infrastructure.
o Implement initiatives to develop cross-border digital economy frameworks and support the commercialization of the country-based cloud capabilities.

Qualifications:
• Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field.
• Project Management Professional (PMP) certification or equivalent.
• Minimum of 5 years of experience in digital project management.
• Proven experience in managing digital transformation projects.
• Strong understanding of digital technologies and trends.
• Excellent communication, leadership, and organizational skills.
• Ability to work under pressure and manage multiple projects simultaneously.
• Proficiency in project management software tools.

Preferred Qualifications:
• Master’s degree in a related field.
• Experience working in the public sector or with government agencies.
• Knowledge of the digital economy and its impact on various industries.
• Bilingual in both English and Arabic.
• Experience working in the GCC.
