About The Role

ARK's Corporate Services department provides general guidance, administrative and financial support services to all other departments, ensuring compliance with internal governance obligations and procedures.

As the Compliance Manager, you will be responsible for overseeing compliant implementation of a British Embassy funded programme in Lebanon. You will be instrumental in ensuring project funds are spent in accordance with both donor and ARK rules and regulations by providing guidance and training to project staff, carrying out routine checks on project expenses as part of internal controls and auditing project expense and procedures as necessary.

What you'll be doing

  • Ensure Lebanon based HMG funded project is implemented in compliance with donor rules and regulations.
  • Approve all project payment requests submitted by support services departments (HR and Procurement). This includes:
  • Recruitment files for consultants.
  • Procurement files for equipment and services purchases.
  • Travel documentation for air ticket and accommodation purchases.
  • Staff payroll.
  • Personnel travel reimbursements (ground transportation, communication expenses, subsistence claims etc.).
  • Reject incorrect payment requests and provide guidance on corrective action required.
  • Provide constructive feedback on re-occurring errors to eliminate future errors.
  • Provide recommendations for staff training and carry out training for project staff.
  • Review monthly financial reporting supporting documents prior to submission to ARK's client.
  • Identify policy and procedural violations, missing information, missing documents, approvals etc.
  • Stay current on client regulations and requirements.
  • Lead on annual project financial audit preparation.
  • Ensure compliance with all requirements related to ARK Lebanon branch office registration.
  • Serve as focal point for ARK Lebanon internal reporting of any incidents of fraud, corruption or bribery.
  • Perform internal ad-hoc reviews and scheduled internal audits on project expenditure.
  • Assist Head of Corporate Services in continuous monitoring on the effectiveness of organisational policies and procedures.

Technical Skills, Experience And Qualifications

Essential:  

  • A degree or vocational qualifications in a relevant field, or a commensurate level of experience for the role.
  • Experience working with international governmental donors, INGOs, or companies with public sector funding, familiar with donor/public sector compliance.
  • Demonstrable experience in audit or compliance.
  • Excellent written English.
  • Enjoy analytical tasks and identifying and rectifying issues.
  • Good numeracy and auditing skills.
  • Excellent Microsoft Office Excel skills.

Desirable:

  • Financial, audit or compliance qualifications
  • An English language qualification.
  • Relevant professional compliance or finance certifications.
