Government Budgeting & Financial Planning Consultant

We are seeking an experienced Budgeting & Financial Planning Consultant to support our Public Sector engagement in a GCC country. The ideal candidate will have strong expertise in budgeting, cash flow management, and financial planning within a public sector framework.
This role requires strong Arabic writing skills, as well as a consulting mindset, including independent problem-solving, client engagement, PowerPoint presentation development, and Excel proficiency.

This is a 5-month contract, fully onsite, based in Doha, Qatar.

Key Responsibilities
• Budgeting & Financial Planning:
o Provide expert advisory on budget development, cash flow planning, and financial forecasting for government clients.
o Ensure alignment with public sector budget structures and classifications across various public sector entities.
o Assess and recommend improvements to budget planning and execution processes in line with government regulations.
• Policy & Strategy Alignment:
o Analyze and interpret national development strategy priorities to align financial planning with the country’s national vision.
o Support stakeholders in understanding and implementing the National Planning Council’s frameworks and reporting requirements.
• Financial Analysis & Reporting:
o Prepare detailed financial reports, budget presentations, and policy recommendations.
o Develop data-driven insights using Excel and financial modeling techniques.
• Stakeholder Engagement:
o Draft and review official documents, policy briefs, and reports in Arabic to ensure clarity and compliance.
• Consulting & Project Delivery:
o Lead and contribute to strategic financial consulting projects within public sector entities.
o Develop high-quality PowerPoint slides for presentations to senior officials.
o Independently manage tasks and deliverables, ensuring high-quality outputs within set timelines.
Requirements:
• Government Budgeting & Cash Flow: Proven experience working with government budgeting and financial planning frameworks.
• Government Budget Chapters: Strong familiarity with national budget classifications and GPS financial structures.
• Financial Analysis & Reporting: Ability to perform financial modeling, forecasting, and scenario analysis.
• Consulting Experience: Prior experience in a management consulting or advisory firm is required.
• Independent Problem-Solving: Ability to work autonomously and manage multiple projects simultaneously.
• Strong PowerPoint skills to develop high-quality, executive-level presentations.
• Advanced Excel proficiency for data analysis and financial modeling.
• Arabic Proficiency: Excellent Arabic writing skills for formal documents, policy reports, and stakeholder communications.
• English Proficiency: Strong verbal and written communication in English is also required.
Preferred Qualifications:
• Professional certifications in finance, public policy, or budgeting (e.g., CFA, CIPA, PMP, or government finance-related certifications).
• Experience working with GCC public sector entities.
• Previous experience in strategy consulting or financial advisory projects within government institutions
