Job Summary: We are seeking an experienced Senior Management Consultant to support our engagement with public sector entities in the GCC region. The ideal candidate will have a strong background in operations excellence, process improvement, and policy advisory within government institutions. The role requires expertise in consulting methodologies, problem-solving, stakeholder management, and delivering impactful recommendations to optimize government operations and service delivery.
This is a 5-month contract-based, fully onsite role based in Doha, Qatar.
Key Responsibilities:
Public Sector Strategy & Policy Advisory:
• Provide expert advisory on operational strategy, organizational transformation, and policy implementation within public sector entities.
• Align government initiatives with national strategic priorities and international best practices.
• Conduct in-depth research and analysis on public sector trends, policies, and regulatory frameworks to develop actionable recommendations.
Operations Excellence & Process Optimization:
• Assess, design, and implement process improvement initiatives to enhance government efficiency and service delivery.
• Develop performance measurement frameworks and KPIs to track and improve operational effectiveness.
• Support digital transformation efforts by evaluating current systems, identifying gaps, and recommending enhancements to optimize government operations.
Financial & Resource Planning:
• Assist in financial planning, resource allocation, and budget optimization for government programs and initiatives.
• Support data-driven decision-making through financial modeling, forecasting, and cost-benefit analysis.
Stakeholder Engagement & Governance:
• Engage with key government stakeholders to facilitate decision-making and ensure alignment with national objectives.
• Draft and review official reports, policy briefs, and operational guidelines in both Arabic and English.
• Develop high-quality presentations and briefing materials for senior officials and policymakers.
Consulting & Project Delivery:
• Lead and contribute to strategic public sector consulting projects, ensuring high-quality deliverables within set timelines.
• Apply problem-solving frameworks and structured methodologies to develop tailored solutions for clients.
• Support knowledge transfer initiatives, capacity building, and training programs for government employees.
Requirements:
Consulting Experience:
• Proven experience in management consulting, operations excellence, or public sector advisory within a Big Four firm or equivalent consultancy.
• Strong understanding of public sector governance structures, service delivery models, and policy frameworks in the GCC.
Operations & Performance Management:
• Experience in business process reengineering, organizational restructuring, and performance management within government entities.
• Familiarity with international best practices in public administration, digital government, and service excellence.
Analytical & Communication Skills:
• Strong problem-solving and analytical capabilities, with expertise in data-driven decision-making.
• Ability to develop executive-level reports, presentations, and strategy documents.
• Advanced Excel and PowerPoint skills.
Language & Regional Expertise:
• Excellent Arabic and English communication skills, both written and spoken.
• Prior experience working with government entities in the GCC is highly preferred.
Preferred Qualifications:
• Master’s degree in Public Administration, Business, Economics, or a related field.
• Professional certifications such as PMP, Lean Six Sigma, EFQM, or government-specific certifications.
• Experience in digital transformation projects, smart city initiatives, or public sector innovation.
