Government Relations Officer

To ensure full compliance with Lebanese laws and regulations by managing all interactions with government entities. This role is critical for handling documentation, company and employee registration, and legal formalities—especially for non-Lebanese staff—and for supporting the company in its initial establishment or expansion in Lebanon.
Key Responsibilities
1. Government Liaison and Representation
• Serve as the official point of contact between the company and Lebanese government authorities including:
o Ministry of Finance
o National Social Security Fund (NSSF)
o General Directorate of General Security (Immigration)
o Ministry of Labor
o Ministry of Foreign Affairs
o Ministry of Interior and Municipalities
• Represent the company in government offices for document submission, meetings, inspections, and follow-up on pending matters.
• Build and maintain relationships with key government officers to facilitate smooth and timely processing of applications.
2. Company Registration, Licensing & Renewals
• Manage the company’s commercial registration and licensing with the Ministry of Economy and Trade and the relevant municipal authorities.
• Follow up on:
o Commercial registry updates
o Company trade license issuance and renewals
o Changes to company ownership or address
• Ensure all company records remain updated in government systems and with relevant authorities.
3. Immigration, Work Permits & Residency for Foreign Employees
• Oversee and manage:
o Issuance and renewal of work permits for expatriate staff.
o Residency permits for non-Lebanese staff and their family members.
o Entry visas and no-objection letters, coordinating with the Ministry of Foreign Affairs and General Security.
• Maintain accurate tracking of expiration dates and prepare all required documentation ahead of time.
• Support expatriates with legal requirements for family sponsorship, school letters, and driver’s license eligibility.
4. Social Security & Employee Compliance (NSSF and Labor Ministry)
• Register Lebanese and foreign employees with NSSF.
• Update NSSF with any changes (joining, exiting, salary amendments, etc.).
• Handle injury claims, maternity leaves, or other employee-related NSSF services.
• Ensure labor contracts comply with Lebanese Labor Law; file and follow up with the Ministry of Labor.
• Monitor changes in employment and social laws and advise management on compliance needs.
5. Taxation and Financial Compliance (Ministry of Finance)
• Register the company and employees for income tax and payroll tax.
• Coordinate with the finance department for:
o VAT registration
o Annual tax declarations
o Income tax clearance for expatriates before final exit
• Ensure company complies with withholding tax obligations and submit required reports.
6. Support for Market Entry, Expansion, and Cross-Border Compliance
• Assist in legal setup and expansion processes, including:
o Branch or representative office registration
o Opening bank accounts (support with legal documentation)
o Securing investment incentives or exemptions (where applicable)
• Coordinate with legal advisors or consultants for due diligence or registration abroad if the company is expanding to new countries.
• Provide advisory support on residency regulations, staffing quotas, and business visas in foreign countries.
• Prepare official correspondence and documentation for embassies, consulates, and free zone authorities if applicable.
Education & Qualifications
• Bachelor's degree in Law, Public Administration, Political Science, Business Administration, or related field
• Certification in labor law or immigration procedures (preferred)
• Driving License Active
Skills and Competencies
• Deep understanding of Lebanese labor, immigration, and commercial laws
• Excellent communication and negotiation skills in Arabic and English (French is a plus)
• Strong relationship-building skills with government officials and regulatory agencies
• Proficiency in Microsoft Office and document preparation
• High attention to detail and time-sensitive processing
• Problem-solving mindset and ability to work under pressure
