Roles & Responsibilities

We are looking to incorporate a Community Development Delegate in the Delegation of L bano based in Beirut and with monthly missions to Akkar, with the objective of managing the projects that are currently being implemented, ensuring the continuity of coordination of activities and the realization of final reports to the donor.

FUNCTIONS

  • Identify and formulate projects following the Logical Framework approach.
  • Coordinate with the Head of Delegation of the Spanish Red Cross, who will institutionally represent the Spanish Red Cross before the International Red Cross and Red Crescent Movement in Palestine (before IFRC, ICRC and other National Societies cooperating in Palestine) and other international institutions present in the country.
  • Ensure that project implementation is carried out according to the technical proposal and approved budgets, in accordance with the conditions required by donors (regulations), always in coordination and communication with their Head of Delegation and the Lebanese Red Cross, providing the necessary technical support.
  • Supervise procurement processes and service contracting (related to interventions under their responsibility) after having previously informed their Head of Delegation and with their approval, ensuring compliance with the CRE administrative management manual requirements and the regulations of the different funders. Support the Lebanese Red Cross in the closure and justification of projects in close communication and coordination with their Head of Delegation.
  • Submit technical follow-up reports (quarterly, interim, etc.) and financial reports of the projects being implemented to the Central Office in a timely manner, as well as final reports after approval by their Head of Delegation. Compliance with the deadlines established in the quality system of the Spanish Red Cross and the regulations of the funders applicable to the projects.
  • Ensure the production and archiving of expenditure justification documentation (contracts, invoices, receipts), as well as the technical sources of verification established in the formulation documents and their regular sending to the CRE Central Office (according to donor protocols and regulations).
  • In case of a humanitarian emergency, participate in possible extraordinary coordination meetings and follow up on them, thus supporting the head of delegation.
  • Collaborate with the CRE Head of Delegation in the application of the security plan, evacuation plan, and security regulations, in accordance with the recommendations issued by the Spanish Red Cross security referent and the ICRC.
  • Collaborate in the elaboration of the country strategy in coordination with their Head of Delegation, Central Office, and the Lebanese Red Cross.
  • Formulate the necessary changes and adaptations in the projects (without proceeding) to be presented for approval by the funders through the Central Office.
  • At all times, keep the Head of Delegation informed of the development of their work, who centralizes communications and must have their approval for purchases, fund requests, report submissions, sources of verification, invoices, among others.
  • Perform other tasks or functions that may arise and are considered by the Central Office to be part of the development of this mission.

Desired Candidate Profile

  • Degree, Diploma, Degree or equivalent experience in international cooperation.
  • Minimum of one and a half years of field experience in managing international cooperation projects.
  • At least 6 months of experience in project formulation.
  • Minimum of one and a half years of experience in International Cooperation in crisis and/or conflict contexts and in the technical and economic management of projects related to community development/social welfare, humanitarian aid.
  • Knowledge of the functioning and regulations of funders such as the EU, AECID, and the Spanish decentralized cooperation.
  • Driving license B1 and driving experience.
  • Training in international cooperation and sectoral/cross-cutting knowledge relevant to the position (health, Livelihoods/Cash Transfer).
  • C1 level of English, spoken and written (test will be conducted).
  • Windows environment (Microsoft Office, Internet, ...).
