To effectively meet our program objectives, it is necessary to have an effective Security Risk Management approach in support of our activities given the complex, insecure operational environment. This consultancy would provide temporary security risk management support to:
- Conduct a comprehensive and participatory security risk assessment to identify current risks and mitigation measures. The assessment findings will likely add to this scope of work and deliverables.
- Review, update, and improve the existing security plan and develop and action a subsequent operationalization plan.
- Develop Contingency Plans (CPs) to include at a minimum: Evacuation Plan, Medical Emergency/ MEDEVAC, Kidnap, Arrets Detention.
- Develop Standard Operating Procedures relevant to the current context as identified in the participatory risk assessment exercises.
- Develop a security briefing package for new arrivals to the country and in country movement plans.
- Train existing team members where relevant.
- Work with distribution teams in selecting distribution sites train teams on risk management best practices in distributions. Review and/or develop business continuity plans and general internal preparedness measures, specifically associated with Lebanon.
- Work closely with program teams to outline “red lines” or triggers for specific programmatic actions (e.g. hibernate/suspend/evacuate).
- Work closely with country leadership and program team to determine future security staffing needs, including supporting the hiring process as needed. Ensure that hired security staff have a deep understanding of the local context.
- Undertake day-to-day security risk management tasks. For example, networking and coordinating with peer orgs security-focal point persons, UNDSS coordination, etc.
- Conduct daily security briefings and updates on regional dynamics.
- Where relevant and appropriate, carry out simulation to test the effectiveness of security and continuity measures in place.
At the conclusion of the consultancy, the consultant will provide:
- Formal security risk assessment
- Updated safety and security plan including all relevant annexes
- Trip report and debrief meeting
Skills
- Undergraduate degree in a related discipline and a minimum of six years of related work experience or a minimum of ten years of related work experience.
- A minimum of 3 years’ prior experience working in emergency, conflict, post-conflict, or post-disaster settings.
- Excellent communication skills, both written and verbal, including ability to effectively communicate across cultures and demonstrated ability to write required documents in a clear, concise, well-organized manner.
- Strong attention to detail and ability to prioritize in a fast-paced environment.
- Computer literacy, excellent knowledge of word processing, excel and PowerPoint is required. Experience working with remote management software and communication tools.
- Fluency in English, working knowledge of Arabic highly desirable.
