Legal Compliance Manager

Job Objective

Your role as a Legal Compliance Manager is to ensure that our financial institution operates in compliance with all applicable laws, regulations, circulars, and internal policies. Your primary responsibility will be to create and update the regulatory environment, assist the Head of Compliance in developing and implementing compliance programs, policies and procedures, and monitor compliance to ensure adherence to applicable laws, regulations, and industry standards specific to a Lebanese Financial Institution and eWallet service provider.


Main Tasks

  • Create and update the regulatory environment and stay up to date with changes in Lebanese and foreign applicable laws, regulations, and industry standards that may impact the Company.
  • Follow up any development in the laws and regulations in force and propose, in line with such development, the necessary amendments to the policies and procedures of the Company.
  • Conduct research as requested and provide information regarding regulations, regulatory changes, and potential procedural impact.
  • Develop and update, under the supervision of the Head of Compliance, compliance policies and procedures and ensure that internal policies align with current regulations and industry standards.
  • Review forms and documents for compliance with legal and regulatory requirements.
  • Collect, analyze, interpret, and document information which supports compliance monitoring results. Make recommendations regarding (1) internal controls and safeguards, (2) regulatory and legal compliance, and (3) changes to the company’s policies and procedures.
  • Identify and assess non-compliance risks associated to the activities of Company, particularly non-compliance risks linked to new products and activities.
  • Assess, from a compliance standpoint, the efficiency of the procedures adopted by Company to detect any violation or breach.
  • Monitor the effectiveness of regulatory compliance programs and make necessary adjustments.
  • Prepare and conduct compliance audit missions and report audit findings to Head of Compliance and Senior Management and suggest improvements.
  • Evaluate management responses to all compliance reports, track findings, and verify that remediation is implemented.
  • Work with the Internal Audit and Legal Department in functions involving compliance related issues and verify that the required corrective procedures are applied upon the detection of any violation resulting from non-compliance.
  • Assist various departments in evaluating policies and procedures for compliance with laws and regulations.
  • Assist in developing and presenting compliance training sessions for the Board of Directors, Management and Employees.
  • Assist colleagues in the Compliance Department as directed by the Head of Compliance based on the business needs.


Qualifications

  • 5 to 8 years of experience as a legal compliance officer in a bank or a financial institution in Lebanon.
  • Bachelor’s degree in law.
  • Master’s degree is a plus.
  • Lebanese Financial Regulations and Banking Ethics Certificates.
  • Professional proficiency in Arabic and English is required. Additional language is a plus.
  • In-depth knowledge of Lebanese and foreign applicable laws and regulations, best practices, and industry standards relevant to a financial institution and eWallet provider operating in Lebanon.
  • Relevant product knowledge in lending, digital payments, e-wallets, e-money, merchant acquiring and online money transfer.
  • Proficient in leading compliance initiatives with minimal direction and handling tight deadlines with ease.
  • Capable of efficiently managing multiple tasks simultaneously and determining priorities effectively.
  • Proficient in Microsoft Office Suite (Excel, Word, Project, and PowerPoint).
  • Excellent analytical, problem-solving, and decision-making skills.
  • Ability to work independently and contribute successfully to cross-functional teams.
