GlobeMed Group, the largest Healthcare Benefits Management company in the MENA region is looking for an IT Director who will provide the leadership, vision, and direction for the Application Services team acting as a dynamic leader, excellent communicator, having demonstrable expertise in project management, and above all being customer and team focused. Manage and supervise assigned technical and support staff. work closely with stakeholders from across the College to define and implement technology enhancements and solutions. Responsible for planning, implementation, and programming of applications systems, including overall design, development, integration, and maintenance.

Duties & Responsibilities:
Implement enterprise application projects, directing requirements definition, development, validation, and ongoing maintenance activities.
Prepare, revise, finalize and submit the annual budget forecast for the Applications Services Department and related technologies.
Assesses institutional needs and provides analysis of computer information systems, processes and support.
Provides guidance, leadership and mentoring to a team of Application Services professionals.
Works with staff to develop plans and strategies so client services can be enhanced, user effectiveness improved and innovation encouraged.
Negotiates with suppliers of hardware and software to get the best deal, including external support, and is responsible for contracting consultants and making service agreements.
Supports and develops the technical expertise needed to meet long-term business needs. Manage staff by reviewing, approving and allocating work and work assignments among staff.
Plans project materials, labor, timelines and objectives.
Establishes, monitors, and ensures compliance with system standards and applicable regulations.
Develops procedures, structures, and contracts for support, maintenance, and security of systems.
Performs quality assurance at technical and procedural levels.
Explores innovations and trends in technology for institutional applicability.
Compiles data and performs analysis; provides written and oral reports and proposals to management.
Maintains accurate and complete system documentation and business records.
Serve as the primary liaison between third-party vendors, state and local regulatory and contract offices, college staff, and counterparts in other colleges.
Coordinates and manages outside vendors, contract negotiations, licensing, maintenance contracts and service level agreements.
Develops and documents application systems back-up and disaster recovery procedures and recourses.
Manages the deployment, development, monitoring, maintenance, upgrading and support of organizational IT systems. This will include operating systems, servers, PCs, software apps, telephones and peripherals.
Provides expert advice and support when systems are being upgraded or installed, or when there are conversions or file maintenance.
Oversees the development and enhancement of systems and integrating new systems with those existing.
Develops standard operating procedures allied to best practice, and ensuring written protocols and guidelines are provided for it staff and all end-users.
Ensures written documentation is created and maintained, to include user and system manuals, license agreements and all documentation relating to modifications and upgrades.
Keeps up-to-date with the most recent technologies and advising on what new technological solutions and their implementation will meet business and systems requirements.

Qualifications:
Bachelor Degree in engineering or computer science or equivalent
MBA or EMBA is plus
15+ years of experience in IT management field
