خلفية لبنان تقف عند منعطف حاسم في حوكمتها ومسار الإصلاح. على الرغم من سنوات من الأزمات المتراكبة، حقّقت البلاد تقدمًا بارزًا في بناء إطار للنزاهة ومكافحة الفساد؛ وهذا يشمل اعتماد وتنفيذ جزئي للاستراتيجية الوطنية لمكافحة الفساد، وتأسيس اللجنة الوطنية لمكافحة الفساد، وإصلاحات تشريعية كبرى تتعلق بالوصول إلى المعلومات، والإثراء غير المشروع، وحماية المبلغين عن الفساد، وإقرار الأصول، والمشتريات العامة. هذه المعالم وضعت الأساس لهندسة مساءلة أكثر اتساقًا في تاريخ لبنان الحديث، إلا أن هذه الإنجازات لا تزال هشة في ظل الانهيار الاقتصادي العميق، وضعف المؤسسات، وتآكل الثقة العامة. وبينما الأطر الاستراتيجية والقانونية إلى حد كبير قائمة، تظل آليات التنفيذ والإنفاذ غير متطورة، والتنسيق بين المؤسسات الرقابية محدودًا. أشارت تقييمات الاستراتيجية الوطنية لمكافحة الفساد إلى الحاجة الماسة لتثبيت التقدم من خلال تفعيل الآليات الوطنية، وتعزيز القدرات المؤسسية، وت embed إدارة مخاطر الفساد عبر المؤسسات العامة. في هذا السياق، أُنشئ مشروع النزاهة في العمل (Integrity in ACTion) بهدف تحسين تنفيذ نهج مؤسسي وموجه للوقاية من الفساد ومكافحته. سيُحقق ذلك من خلال تعزيز التنسيق، والرقابة التشغيلية، وتحسين آليات الوقاية والتنفيذ، وتوطين ممارسات النزاهة وإدارة المخاطر المؤسسية، وبالتالي تعزيز الشفافية والمساءلة والثقة العامة. صُمم المشروع لتحقيق هذا الهدف من خلال المخرجات الثلاث التالية: المخرجان 1: تقوية القدرات المؤسسية للتنسيق والمراقبة والتقييم للاستراتيجية الوطنية لمكافحة الفساد وتشغيلها من خلال آليات تشاركية وشاملة. المخرجان 2: تعزيز الأطر القانونية والمؤسسات الرقابية لمنع ومكافحة الفساد وتفعيلها بشكل فعال. المخرجان 3: تقوية آليات إدارة مخاطر الفساد على مستوى القطاعات وأنظمة النزاهة عبر القطاعات العامة الرئيسية. بناءً على التقدم المحقق في مشروع النزاهة في العمل عبر جميع المخرجات، تسعى برنامج الأمم المتحدة الإنمائي إلى التعاقد مع مستشار تطوير محتوى وإدارة أصحاب المصلحة. سيُساعد المستشار في التخطيط وتنفيذ أنشطة التواصل والظهور المرئي لاستراتيجيات مكافحة الفساد الوطنية، واللجنة الوطنية لمكافحة الفساد، ومبادرات إدارة مخاطر فساد القطاع. وهذا يتضمن تطوير مواد تواصل واضحة، ومحتوى رقمي وإعلامي، ومنتجات توعية عامة. نطاق العمل والمسؤوليات ووصف العمل التحليلي المقترح بموجب الإشراف العام من مدير مشروع النزاهة في العمل لدى برنامج الأمم المتحدة الإنمائي، سيكون المستشار مسؤولاً عن التالي: المهمة 1: دعم التواصل للاستراتيجية الوطنية لمكافحة الفساد • دعم تطوير وتنفيذ أنشطة التواصل والظهور المرئي المتعلقة باستراتيجية مكافحة الفساد الوطنية، بما في ذلك إطلاقها وأنشطة المتابعة. • إعداد مواد تواصل واضحة وميسرة تقدم أولويات الاستراتيجية وأنشطتها ونتائجها ورسائل الإصلاح لجماهير مختلفة. • دعم تنظيم وتوثيق وظهر الت consultations وورش العمل وفعاليات الإطلاق ونشاطات التوعية العامة المتعلقة بالاستراتيجية. المهمة 2: دعم التواصل للجنة الوطنية لمكافحة الفساد • دعم الاتصالات المؤسسية والرقمية ووسائل الإعلام للجنة، بما في ذلك وسائل التواصل الاجتماعي ومحتوى الموقع الإلكتروني والأخبار والمواد المعلوماتية العامة. • إعداد تقارير إعلامية نصف شهرية ومراجعة دورية لأداء وسائل التواصل الاجتماعي والموقع الإلكتروني وتفاعل الجمهور والوصول والتوصيات للتحسين. • دعم تطوير أدوات تواصل متسقة وقصص نجاح وأنشطة بناء القدرات لموظفي و متطوعي NACC. المهمة 3: دعم التواصل لإدارة مخاطر فساد القطاع • دعم التواصل والظهور المرئي لأنشطة إدارة مخاطر فساد القطاع والنتائج والإصلاحات المؤسسية والدروس المستفادة. • إعداد مواد تواصل ترجم الإنجازات التقنية إلى رسائل وقصص ومحتوى رقمي يسهل فهمه. • دعم تنظيم وتوثيق والتواصل للقاءات وورش العمل وجلسات التدريب والفعاليات العامة ذات الصلة. المخرجات المتوقعة والتسليمات يتوقع من المستشار إنجاز المهام والأنشطة المذكورة أعلاه. تبلغ مدة المهمة الإجمالية أربع أشهر كحد أقصى، وبحد أقصى 10 أيام عمل في الشهر. الترتيبات المؤسسية سيكون مدير المشروع المعين أو النقاط المحورية المؤسسية مسؤولين عن الإدارة اليومية للعقد. • ستوفر UNDP للمستشار جميع المواد المتعلقة بالمشروع في وقت مناسب وبشفافية. كما ستوفر التوضيحات اللازمة وتسهّل إكمال العمل. • النقل اليومي بين منزل المستشار ومكتبه سيدفعه المستشار من خُصُوصه. سيعتمد المستشار على وسائل الاتصال والتنقل الخاصة به. • حقوق العنوان وحقوق النشر وجميع الحقوق الأخرى المرتبطة بالمادة الناتجة عن هذه الشروط ستُمنح حصرياً لـ UNDP. ستحتفظ UNDP بحق الملكية الكاملة للنشاط ولمنتجاته النهائية. • أي إشارة عامة إلى النشاط، بما في ذلك عبر وسائل التواصل الاجتماعي، يجب أن تعترف بملكيتها لـ UNDP بوضوح. كما يجب تنسيق أي ظهور علني متعلق بالنشاط مع UNDP واعتماده.

BACKGROUND Lebanon stands at a pivotal juncture in its governance and reform trajectory. Despite years of overlapping crises, the country has made landmark progress in building an integrity and anti-corruption framework. This includes the adoption and partial implementation of the National Anti-Corruption Strategy , the establishment of the National Anti-Corruption Commission (NACC), and major legislative reforms concerning access to information, illicit enrichment, whistleblower protection, asset declaration, and public procurement. These milestones have laid the groundwork for the most coherent accountability architecture in Lebanon s recent history. However, these achievements remain fragile amid a deep economic collapse, weakened institutions, and eroded public trust. While the strategic and legal frameworks are largely in place, implementation and enforcement mechanisms remain underdeveloped, and coordination among oversight institutions remains limited. The evaluation of the National Anti-Corruption Strategy highlighted the urgent need to consolidate progress by operationalizing national mechanisms, strengthening institutional capacities, and embedding corruption-risk management practices across public institutions. In this context, the Integrity in ACTion Project was established with the objective of improving the implementation of an institutionalized and targeted approach to preventing and combating corruption. This will be achieved through improved coordination, operationalized oversight, enhanced preventive and enforcement mechanisms, and institutionalized integrity and risk-management practices, thereby advancing transparency, accountability, and public trust. The Project is designed to achieve this objective through the following three outputs: Output 1: Institutional capacities to coordinate, monitor, and evaluate the National Anti-Corruption Strategy are strengthened and operationalized through participatory and inclusive mechanisms. Output 2: Legal frameworks and oversight institutions for preventing and combating corruption are strengthened and effectively operationalized. Output 3: Sectoral Corruption Risk Management mechanisms and integrity systems are strengthened across key public sectors. Building on the progress achieved by the Integrity in ACTion Project across all outputs, UNDP is seeking to contract a Stakeholders Content Development and Management Consultant. The Consultant will support the planning and implementation of communication and visibility activities for the National Anti-Corruption Strategy , the National Anti-Corruption Commission, and Sectoral Corruption Risk Management initiatives. This will include developing clear communication materials, digital and media content, and public awareness products. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK Under the general supervision of the UNDP Integrity in ACTion Project Manager, the Stakeholders Content Development and Management Consultant will be responsible for the following: Task 1: Communication Support for the National Anti-Corruption Strategy • Support the development and implementation of communication and visibility activities related to the National Anti-Corruption Strategy , including its launch and follow-up activities. • Prepare clear and accessible communication materials presenting the Strategy s priorities, activities, results, and reform messages to different audiences. • Support the organization, documentation, and visibility of consultations, workshops, launch events, and public awareness activities related to the Strategy. Task 2: Communication Support for the National Anti-Corruption Commission • Support the Commission s institutional, digital, and media communications, including social media, website content, news items, and public information materials. • Prepare biweekly media round-ups and periodically review social media and website performance, audience engagement, reach, and interaction, with recommendations for improvement. • Support the development of consistent communication tools, success stories, and capacity-building activities for NACC staff and volunteers. Task 3: Communication Support for Sectoral Corruption Risk Management • Support the communication and visibility of Sectoral Corruption Risk Management activities, results, institutional reforms, and lessons learned. • Prepare communication materials that translate technical achievements into accessible messages, stories, and digital content. • Support the organization, documentation, and communication of related meetings, workshops, training sessions, and public events. EXPECTED OUTPUTS AND DELIVERABLES The Consultant is expected to complete the tasks and activities outlined above. The total duration of the assignment shall not exceed four months, with a maximum of 10 working days per month. INSTITUTIONAL ARRANGEMENTS The designated Project Manager or institutional focal points will be responsible for the day-to-day management of the contract. • UNDP will provide the Consultant with all necessary project-related materials in a timely, thorough, and transparent manner. UNDP will also provide the necessary clarifications and facilitate the completion of the work. • Daily transportation between the Consultant s home and office shall be covered by the Consultant s own means. The Consultant shall rely on their own means of communication and transportation. • Title rights, copyrights, and all other rights of any nature relating to materials produced under the provisions of these Terms of Reference shall be vested exclusively in UNDP. UNDP shall retain full ownership of the activity and its final products. • Any public reference to the activity, including through social media, must clearly acknowledge UNDP s ownership. Any public appearance related to the activity must also be coordinated with and approved by UNDP.
Desired Candidate Profile
Master's degree in communication, economics, social sciences, law, political science, international affairs or any related field.
Minimum six (6) years of experience in strategic content development, digital communications management, and institutional visibility within anti-corruption, governance, public administration, or development-related contexts.
Fluent in English and Arabic.
