At the same time, the region exhibits significant heterogeneity in exchange rate regimes, from fixed pegs in GCC countries to managed or flexible regimes in several non-oil economies, underscoring the need for an analytical framework that can capture these structural differences while remaining policy-relevant. Macroeconomic dynamics in open economies are shaped by the interaction between exchange rate movements, price formation, and policy frameworks. In many Arab countries, these relationships are further influenced by the widespread use of foreign currency invoicing, particularly in US dollars and euros, and by differing pricing behaviors across markets. General Objective: Understanding how exchange rate fluctuations in small open-economy transmit to import prices, inflation, and output is essential for assessing economic performance and the effectiveness of policy responses under varying institutional settings. A Dynamic Stochastic General Equilibrium (DSGE) framework can be used to assess exchange rate pass-through (ERPT) to inflation in two selected Arab countries, with a particular focus on the role of currency pricing behavior and monetary policy design. The model will explicitly incorporate alternative pricing regimes, such as producer currency pricing (PCP) and local currency pricing (LCP), which are especially relevant in the region given the widespread use of foreign currency invoicing (notably the US dollar and the euro). By endogenizing the exchange rate, prices, and policy responses, the framework allows for a structural assessment of how exchange rate shocks transmit to import prices, consumer inflation, and output under different institutional settings. Duties and Responsibilities: The consultant will use and calibrate the DSGE framework using country-specific data, enabling the analysis of short-run and medium-run exchange rate pass-through, as well as its dependence on the nature of shocks (monetary, external demand, commodity price, or risk-premium shocks). Policy experiments will be conducted to compare alternative monetary policy regimes, including inflation targeting, exchange rate smoothing, and hybrid rules, and to assess how improvements in policy credibility can mitigate inflationary pressures stemming from exchange rate movements. For oil-exporting economy, the framework need to be adapted to account for hydrocarbon revenues and fiscal buffers, while for non-oil economies it focuses on vulnerabilities related to external financing and import costs. The results of this work will provide actionable policy insights for central banks and economic authorities in the Arab region, particularly in the context of ongoing or planned monetary reforms. The country has experienced multiple shocks, including an economic and financial collapse, the COVID-19 pandemic, the Beirut Port explosion, and, most recently, an armed conflict lasting more than a year that caused extensive damage and losses. These developments led to a severe economic contraction, depreciation of the Lebanese pound, soaring inflation, fiscal imbalances, and a sharp decline in the real value of income, particularly affecting public-sector employees. As a result, state institutions have struggled to fulfil their mandates due to a lack of financial resources and a significant loss of skilled public-sector professionals. Against this backdrop, the country s capacity for evidence-based policymaking, regulation, and the delivery of national priorities has been severely constrained. The State continues to face major resource and capacity constraints in responding to the crisis, supporting post-conflict recovery, and addressing structural challenges. At the same time, there is limited visibility regarding development aid directed to Lebanon. Since the economic collapse in 2019, most donors have made funding conditional upon the implementation of broad reforms and progress towards an agreement with the International Monetary Fund. Consequently, only a small proportion of aid has been channelled through government systems. Most grants and loans remain off-budget, creating a disconnect between aid inflows and national public financial management systems. To address the implications of these crises, UNDP has been supporting the Government of Lebanon in restoring its core functions, resuming its role in service delivery, and implementing priority reforms. This support links traditional public administration, civil service, and policy reforms with a digital transformation process, with the ultimate objective of reactivating the social contract. In response, the Office of the Minister of State for Administrative Reform (OMSAR) launched Reinventing Government 2030 , one of Lebanon s most ambitious initiatives to modernize the State and rebuild citizens trust in public institutions. The reform vision is structured around the following three phases: Phase 1: Stakeholder Aspirations Listen, Analyse and Prepare OMSAR engaged thousands of stakeholders, including citizens, young people, members of the diaspora, civil servants, municipalities, civil society organizations, unions, media representatives, and political and religious leaders. Engagement took place through surveys, workshops, town hall meetings, and interviews. This participatory phase produced a unified vision and validated national reform aspirations. Phase 2: Blueprint Design for Government Restructuring This phase aims to reorganize ministries and public agencies by: • Redefining institutional mandates; • Eliminating fragmentation and duplicated functions; • Designing a Target Operating Model tailored to Lebanon; • Benchmarking against international governance models; and • Ensuring alignment with stakeholder aspirations and the future needs of the State. Phase 3: Full Implementation 2030 This phase will involve implementing the restructuring plan, introducing digital and process reforms, reskilling human capital, and establishing performance-based management across government institutions. Following the completion of Phase 1, OMSAR launched Phase 2 of the reform programme. Central to this phase is a baseline assessment of the current state of affairs within the Government of Lebanon. The reform design is set out in the Conceptual Framework, which provides the basic outline for the baseline assessment. It envisages a functional analysis of the Government of Lebanon across horizontal and vertical axes. The horizontal axis establishes four universal government functions: • National direction and policy setting; • Licensing and regulation; • Service delivery; and • Delivery oversight and surveillance. The vertical axis provides a thematic and sectoral classification of the governance model. In particular, it identifies seven clusters, 28 sectors, and approximately 120 subsectors in which the Government of Lebanon has competencies under existing legislation. This classification represents a consolidated list of sectors derived from six international classification systems, including those of the United Nations Classification of the Functions of Government, the Organisation for Economic Co-operation and Development, the World Bank, and S&P Global, as well as governance benchmarks from Rwanda and Singapore. Following several rounds of consultations with OMSAR, UNDP Lebanon developed and validated a methodology for conducting the baseline assessment in line with the priorities established in the Conceptual Framework. Since the conclusion of the Uruguay round and the creation of the WTO, global trade had grown by higher rates than GDP. Most of developing countries had benefited from this trend; however, the effect in terms of employment generation and poverty reduction has been disappointing, particularly in the Arab region. One of the reasons behind this result is the nature of integration of Arab countries in the global economy. The economies of most Arab countries are typically dependent on a few commodities, with limited linkages to the rest of the economy and value addition. While commodity trade growth may increase productivity and output in the formal sector of the economy, the employment and poverty impacts are likely to be weak, given limited linkages with the local economy and the narrow range of opportunities for innovation and value addition upgrading. Economic integration widens the range of traded goods, enhances the local impact of trade and has a positive impact on employment, particularly among young people, who are the most likely to take up the challenges if equipped with adequate skills. In the context of a new global crisis marked by confrontation and disruption, most of Arab countries are either re-assessing the importance of regional markets for outward looking growth strategies while others are looking for optimal trade policies in terms of geographical focus on product coverage. Since many years, ESCWA was requested by most of its member states to assist them in better negotiating trade agreements, either within the region or with external partners. The objective is to help them benefit from regional integration schemes, both in the form of south-south and south-north trade integration. Assistance will be based on assessments of how strengthened regional economic strategies can contribute to economic and social development, and of ways to mainstream regional integration and trade reforms in national development strategies.
