<p>Under the supervision of UNICEF, the Biomedical Engineer Consultant will provide technical expertise to support the planning, procurement, installation, commissioning, and lifecycle management of medical equipment and related supplies for primary healthcare centres (PHCCs), hospitals, and other health facilities supported by UNICEF. <p>سيقدم مركز الاتصالات التقنية خبرة تقنية متخصصة في تنفيذ وإدارة ومراقبة وتحسين بنية تحتية سحابية ومنصات DevOps ضمن Microsoft Azure. سيكون المركز مسؤولاً عن ضمان التوافر والأمن والتوسع والأداء لأنظمة المؤسسات، وإدارة خطوط CI/CD، وكتابة البنية التحتية ككود (IaC). بشكل حاسم، سيعمل المركز بتنسيق وثيق مع فريق التطوير الداخلي لتحليل معماريات التطبيقات الموجودة على النطاق المحلي (on-premises)، وجمع متطلبات النشر، وترجمة مقاييس موارد أجهزة VM المحلية إلى تخصيصات موارد Azure سحابية أصلية محسّنة. كما سيقوم المركز أيضًا بتنفيذ الترحيل الفني التكتيكي للأنظمةLegacy من بيئة افتراضية Proxmox محلية إلى منصة سحابة Microsoft Azure.</p><p><strong>الخلفية:</strong> تشكل لجنة الأمم المتحدة الاقتصادية والاجتماعية لغربي آسيا (ESCWA) جزءًا من أمانة الأمم المتحدة، وبناءً عليه تعمل تحت إشراف مجلس الأمم المتحدة الاقتصادي والاجتماعي، وتضم ESCWA 21 دولة عربية في غرب آسيا وشمال أفريقيا. توفر ESCWA إطارًا لصياغة وت harmonization السياسات القطاعية للدول الأعضاء، ومنصة للمؤتمرات والتنسيق، ومكانًا للخبرة والمعرفة، ورصد معلومات. تُنسق أنشطة ESCWA مع أقسام ومكاتب مركز الأمم المتحدة الرئيسي، والوكالات المتخصصة، والمنظمات الدولية والإقليمية، بما في ذلك جامعة الدول العربية وهيئاتها الفرعية، ومجلس التعاون لدول الخليج العربية. يقع هذا المنصب في قسم دعم القرار وعلوم البيانات (DSDSD). يعد قسم دعم القرار وعلوم البيانات جزءًا من جهود ESCWA الأوسع في التحديث والابتكار، حيث يوفر تحليلات متقدمة، منصات رقمية آمنة، وخدمات دعم القرار داخل ESCWA وغيرها من الكيانات الأممية والدول الأعضاء. وبما يتماشى مع أجندة الأمم المتحدة 2.0 ومكرسًا للمرونة التشغيلية، يستفيد DSDS من بنية تحتية هجينة متقدمة، أطر تقنية سحابية قابلة للتوسع، ونماذج نشر حديثة لضمان التوافر العالي، والأمن، والأداء للأصول الرقمية الحيوية. وتشمل وظائفه الأساسية إدارة بيئة سحابية للمؤسسة، أتمتة البنية التحتية، وتحسين التكامل المستمر والنشر المستمر (CI/CD)، وترحيل المنصات المحلية إلى نظم سحابية عامة متقدمة. من خلال هذه القدرات، يحافظ DSDS على أدوات دعم القرار الرقمي المؤسسية عالية الاعتمادية، التي تمكّن صنع القرار القائم على الأدلة وتعزز الكفاءة التنظيمية في المنطقة. تحت إشراف رئيس قسم دعم القرار وعلوم البيانات وبالتعاون الوثيق مع فرق البنية التحتية والتطوير الرقمي، سيدعم المتعاقد الفردي (IC) التنفيذ، الأتمتة، الاستضافة الآمنة، وتحسين الأنظمة السحابية الأساسية وبيئات التكنولوجيا القابلة للتوسع لدعم تنفيذ المبادرات الاستراتيجية.</p><p><strong>الواجبات والمسؤوليات:</strong> ضمن السلطة الممنوحة، سيكون المركز مسؤولاً عن أداء التالي بشكل مستقل:</p><ul><li><strong>تنفيذ وبناء بنية تحتية سحابية وإدارتها:</strong><ul><li>نشر الموارد السحابية على نطاق المؤسسة داخل Microsoft Azure، مع ضمان الأداء الأمثل والحوكمة واستخدام الموارد بشكل فعال.</li><li>إدارة بنى افتراضية هجينة، ونقل الآلات الافتراضية وأحمال العمل من بيئة Proxmox المحلية إلى مناطق هبوط Azure المخصصة.</li><li>صيانة وتكوين أنظمة التشغيل الأساسية عبر بيئات Windows Server وLinux المؤسسية المستضافة في السحابة.</li></ul></li><li><strong>هندسة منصة DevOps وبنية تحتية ككود (IaC):</strong><ul><li>تصميم وبناء والحفاظ على خطوط CI/CD آلية باستخدام Azure DevOps لدعم دورات تسليم برمجيات سريعة وآمنة وموثوقة.</li><li>إنشاء ومراجعة والحفاظ على حالة البنية التحتية باستخدام أدوات البنية التحتية ككود، وتحديدًا Terraform، Bicep، وARM Templates.</li><li>تطوير سكربتات تشغيل آلية باستخدام PowerShell لتسهيل مهام إدارة النظام والتزويد المتكررة.</li></ul></li><li><strong>دورة حياة التطبيق والتعاون مع المطورين:</strong><ul><li>العمل عن كثب مع فريق التطوير لتدقيق التطبيقات المستضافة محليًا وجمع المتطلبات التقنية لنشر Azure القادم.</li><li>تحليل استخدام الموارد والاعتماديات المعمارية للتطبيقات التي تشغّل حاليًا على أجهزة افتراضية محلية لتحديد أفضل بنية Azure السحابية.</li><li>تقييم والتوصية بما إذا كان يجب ترحيل التطبيقات كـ IaaS تقليدية من خلال ألات افتراضية أم إعادة تصميمها إلى موارد Azure سحابية أصلية (مثل App Services، Azure SQL، أو حاويات) لتعظيم القابلية للتوسع والكفاءة من حيث التكلفة.</li><li>تقديم الإرشاد التقني للمطورين بخصوص مسارات نشر السحابة، وتكوينات التحكم في الوصول، وتحسين الأداء على Azure.</li></ul></li><li><strong>أمن السحابة، الهوية، والمراقبة:</strong><ul><li>إدارة الحوكمة السحابية، دورة حياة الكائنات، وتطابق الهوية الآمن عبر Azure Active Directory (Azure AD / Entra ID).</li><li>تكوين إعدادات الرصد الشاملة باستخدام Azure Monitor وLog Analytics لإقامة تنبيهات نِظام استباقية، تحليل السجلات، وتتبع الأداء.</li><li>تنفيذ تعزيزات البنية التحتية، وضوابط الأمن، وأفضل الممارسات التشغيلية عبر جميع أطر العمل السحابية المطورة.</li></ul></li></ul><p><strong>الملف الشخصيDesired Candidate</strong></p><p>يتطلب درجة البكالوريوس في علوم الحاسوب، أو الهندسة الحاسوبية، أو تكنولوجيا المعلومات، أو هندسة السحابة، أو إدارة الأنظمة، أو مجالات تقنية ذات صلة. يجب على جميع المرشحين إرسال نسخة من الدرجة التعليمية المطلوبة. لن تتم مراجعة الطلبات غير المكتملة. مطلوب خبرة مهنية لا تقل عن 3 سنوات في إدارة الأنظمة، عمليات بنية تحتية تكنولوجيا المعلومات، أو هندسة منصات سحابية. مطلوب خبرة مثبتة في نشر وإدارة ومراقبة بيئات سحابية إنتاجية باستخدام Microsoft Azure. مطلوب خبرة مثبتة في بناء خطوط CI/CD آلية وتطوير نشرات البنية التحتية باستخدام أدوات IaC (Terraform، Bicep، أو ARM Templates). مطلوب خبرة مثبتة في التعاون مباشرة مع فرق تطوير البرمجيات لاستخراج مقاييس أداء التطبيق، وترجمة متطلبات البرمجيات إلى مواصفات بنية تحتية، وتخطيط استراتيجيات تحديث التطبيق. يفضل الكفاءة التقنية في البرمجة باستخدام PowerShell وتكوين خدمات البنية التحتية الأساسية، بما في ذلك Windows Server، Linux، وAzure Active Directory. يفضل وجود خبرة فنية عملية في دعم أو تنفيذ ترحيل الأنظمة من المحاكيات المحلية (خصوصًا Proxmox VE أو VMware) إلى بيئات السحابة العامة (Microsoft Azure). شهادات Microsoft الرسمية (مثلاً، Azure Administrator Associate، Azure DevOps Engineer Expert، أو Azure Solutions Architect Expert) تعتبر ميزة كبيرة.</p><p>اللغات العربية والإنجليزية والفرنسية هي لغات العمل لدى أمانة الأمم المتحدة؛ وتعتبر العربية لغة عمل
