One of the key pillars of this effort is the development of advanced trade modeling and simulation toolkits that can inform strategic decision-making at both national and regional levels. A cornerstone of this initiative is the development of a regional trade simulator for the GCC’s countries. This simulator, to be aligned as much as possible to the Saudi’s sectoral structure of the input-output and supply-use tables, will serve as a third policy platform for analyzing integration scenarios among GCC countries themselves but also with the rest of the world. ESCWA is thus seeking the support of an economist to develop a harmonized GCC regional inter-linked Macro and Micro Social Accounting Matrix (SAM) and a comprehensive database for building the baseline scenario for the period 2024–2035. The objective of this assignment is to develop a harmonized GCC regional inter-linked Macro and Micro Social Accounting Matrix (SAM) and a comprehensive database to support the calibration of a regional trade simulator. Duties and Responsibilities The consultant will be asked to perform the following tasks: Using the updated national SAM’s for the six GCC’s countries developed by ESCWA in the context of the project on developing trade simulators for Saudi Arabia, the consultant will suggest a harmonized structure of the regional inter-linked SAMs. The regional interlinked SAM for GCC should be aligned as maximum as possible to the specific features of the national SAM of Saudi Arabia. Build the regional inter-linked Macro and Micro regional SAM using the national SAMs and additional data to be collected by the consultant. The Micro SAM should reflect the maximum of trade instruments being applied by Saudi Arabia. To do so, the consultant may use the appropriate estimation and balancing techniques such as RAS and Maximum Entropy techniques. Build the complete database for calibrating the regional trade simulator for the period 2024-2035.<br> Qualifications/special skills<br>A Master's degree in applied economics with a clear focus on developing SAMs and regional CGE models is required. With this transition, the velocity of change and the sheer number of innovations are unprecedented. This revolution will inevitably eliminate many current lines of work yet has the capacity to bring in new lines of employment. The agility of this revolution makes the jobs of the future difficult to predict using traditional techniques. Given this background, this project will tackle three main issues: o The lack of timely information to monitor the dynamism of the labor market needs; o The mismatch between human capital accumulation and labor market demand; o Labor market policies and regulations are mostly outdated and unprepared for the impact of automation on jobs in most ESCWA countries. Almost all countries in the region are still heavily reliant on costly household/establishment survey data which is not carried out periodically. To assess job market policies, skill sets for newly created job categories that are and will continue to come about from the Fourth Industrial Revolution must be surveyed in a more innovative way. Without a new monitoring technique, information on the impact of technological change on available skill sets cannot be properly assessed. One finding that we can build on conventional survey (household establishment) results is that workers with higher educational attainment are expected to benefit the most from jobs in the formal sector if high-quality education is made available and better job market matching schemes are put in place. Looking at the ESCWA region, educational attainment over the past three decades, during which the region excelled in primary and secondary education (mid-skills), suggests that the population does not necessarily have adequate skills for newly created jobs. Also, in the absence of up-to-date and active labor market policies, the mismatch between market demand (especially in the formal sector) and education is translated into higher informal sector activities in most ESCWA countries. This project is expected to provide a forum for ESCWA countries to prepare for the Fourth Industrial Revolution (FIR) while factoring in the number of jobs needed between now and the attainment of the 2030 Agenda. The key aim is to support ESCWA States for the upcoming change in jobs TOR: and skills due to technological advancements taking place while considering the national characteristics. Ultimately, we will help member states harness job opportunities emerging from the advent of newer technologies, while taming challenges to attain outcomes stated in SDG- 8---support member states sustain economic growth (8.1), reach high levels of economic productivity (8.2), promote productive activities (8.3), attain full productive employment and decent work for all (8.5) and reduce the number of youth not in employment, education or training (8.6). Young people, particularly those with disabilities, face high levels of underemployment and exclusion from social and economic life. Despite legal frameworks that guarantee equality, persons with disabilities remain marginalized, with employment rates at only 21 per cent compared to 39 per cent for persons without disabilities. This exclusion is not only a social challenge but also an economic burden, costing the national economy an estimated $328 million annually. The barriers are both cultural—persistent misconceptions about productivity and cost—and structural, including inaccessible transport, unsuitable urban environments, and limited workplace accommodations. ESCWA has long been engaged in advancing disability inclusion and youth empowerment across the Arab region. Through its convening power, technical expertise, and regional mandate, ESCWA has supported national strategies, strengthened policy frameworks, and enhanced labour market statistics to promote inclusive development. In Jordan, ESCWA has produced policy briefs analyzing the challenges and opportunities for persons with disabilities. In 2025 the Government of Jordan formally requested ESCWA’s assistance in developing a national strategy for the economic empowerment of persons with disabilities, alongside technical support for programs aimed at connecting social assistance beneficiaries—including youth and persons with disabilities—to the labour market. In response, ESCWA is implementing the project “From Dependence to Dignity: Economic Empowerment for Persons with Disabilities and Youth in Jordan.” The project combines high-level policy reform with practical, demand-driven interventions. It focuses on three main areas: launching a national strategy for the economic empowerment of persons with disabilities; enacting reforms to bridge the national skills mismatch; and upgrading the skills of youth and persons with disabilities while connecting them to inclusive employment opportunities. Central to this effort is the enhancement of the Josour Initiative, which strengthens skills, employability, and job-matching opportunities for persons with disabilities and youth. By integrating these tools with Jordan’s national systems, the project aims to reduce inequalities, promote decent work, and empower marginalized groups to transition from dependence to dignity.
