<p><strong>Basic Functions:</strong> Works under the supervision of the Assistant Director of Financial Aid. Responsible for obtaining, processing, validating and storing student financial aid information accurately and according to the rules and regulations set forth by AUB policies and procedures. This position coordinates, prepares, compiles, validates, and maintains data for the various financial aid programs. May design, coordinate and conduct financial aid workshops, information sessions and random home visits to small groups whenever needed. Works with a diverse student/parent population delivering quality customer service to all.</p><p><strong>1. Duties Performed:</strong> Evaluates financial aid application records for appropriate information and supporting documents. Performs verification of information, obtains/reviews confidential information relating to student enrollment, grades, high school test scores, income tax information and other eligibility factors associated with awarding financial aid to students. Investigates financial aid applications using social media. Reviews and ensures that all incoming documents (via fax, mail, email or in person) received for verification are complete and accurate. Requests additional information for incomplete applications. Verifies and validates all documentation that is submitted on the scanning and document keeping system Laserfiche. Conducts financial aid data entry on the Banner system and ensures that all documents are logged into the students accounts daily, prior to forwarding documentation to scanning. May design, coordinate and participate in conducting financial aid workshops, information sessions and random home visits to small groups as requested. Runs queries, assists with research, creates and maintains statistical/narrative reports & spreadsheets. Keeps abreast of all rules, regulations and guidelines governing various types of financial aid. Performs other similar or related duties in the office as needs arise.</p><p><strong>2. <p><span style="font-size: 11px;"><b>Scope of work</b></span></p><p>The consultancy will focus primarily on women and girls protection and GBV programming under ICSP Lebanon since 2023, while also capturing learning from the three-year disability inclusion initiative and relevant linkages with other services or interventions. It is not intended to review the full ICSP portfolio or to evaluate integration between programme goals. The main partner experience to be considered will be three local partners, while other internal or external actors may be consulted where they are directly relevant to a protection pathway, referral mechanism, specialised service or cross-cutting issue. The scope may include protection and specialised protection services; formal and informal referral pathways and follow-up; linkages with other relevant ICSP or external services where these directly affect protection pathways or participant experience; disability inclusion; age and gender considerations; accountability to affected populations; and protection mainstreaming. Particular attention should be given to practical implementation questions, including how adaptation decisions were made; how protection risks and vulnerabilities informed programming; how referrals and sequencing worked in practice; how partners coordinated across different types of support; what helped or limited continuity of protection support; how inclusion and other cross-cutting commitments were translated into day-to-day implementation; and what future programme design should do differently. The learning should also consider how protection support was adapted across different delivery settings, including partner or community safe spaces and emergency or shelter settings, and how coordination with local authorities and other service providers influenced access and continuity of support. The consultancy should not assess individual sensitive cases or seek to determine whether one partner or intervention performed better than another. Where specialised protection or GBV-related services are considered, the analysis should remain at an aggregated, anonymised and systems level. <p><b>Mission Description</b></p><p><b>The Monitoring, Evaluation, Acco</b>untability & Learning (MEAL) Officer is a key position supporting the implementation of the two projects, PAR and e-Services. S/He will contribute to the operationalization of the projects’ MEAL frameworks and support the effective implementation of MEAL activities across the interventions.</p><p><br></p><p>The MEAL Officer will support the implementation of routine monitoring and data collection activities, including field visits, stakeholders follow-up, Means of Verification (MoVs), and the collection and analysis of quantitative and qualitative data related to projects outputs and outcomes. S/He will contribute to tracking progress against project indicators, ensuring data quality and consistency, and supporting timely reporting processes, including updates required for donor reporting platforms (OPSYS) and internal EF monitoring systems.</p><p><br></p><p>In coordination with the Governance portfolio manager, the project teams and the Country Direction MEAL function, the MEAL Officer will support the development and adaptation of MEAL tools, methodologies, databases, and data collection instruments, while ensuring compliance with EF MEAL standards, donor guidelines, and accountability requirements. The position will also contribute to strengthening data management, documentation, archiving, and learning processes, including the use of automated systems to support efficient data analysis, visualization, knowledge management, and evidence-based decision-making throughout projects implementation.</p><p><br></p><p>Essential Responsibilities:</p><p><br></p><p>Monitoring and Evaluation</p><p><br></p><p>Develop and implement comprehensive intervention MEAL plans for assigned interventions, ensuring alignment with donor, EF, and global MEAL standards.</p><p>Develop the e-Services monitoring and evaluation strategy and plan during the Inception phase and revise the logical framework.</p><p>Draft the ToRs for the recruitment of external evaluation firms (midterm review, final evaluation and capitalisation)</p><p>Ensure timely and high-quality implementation of MEAL activities, including qualitative and quantitative data collection, based on the established MEL System and MEAL Calendars.</p><p>Ensure proper MEL documentation in accordance to EF standards, including maintaining MAEL folders, raw and analytic datasets, evidence, tools, analysis workbooks, and all related documentation.</p><p>Ensure a comprehensive and updated database for the projects.</p><p>Lead the implementation of data collection activities in close coordination with the project expert and technical team.</p><p>Lead the preparation of the MEAL narrative components of donor and internal reports, ensuring clear presentation of results, rigorous analysis of outputs and outcomes, proper interpretation of findings, and evidence-based reporting aligned with indicators’ results.</p><p>Organize and lead data collection activities especially for qualitative data, this will include the design and implementation of outcome measurement exercises to capture behavioral, organizational, and institutional changes resulting from the intervention.
