<span><br>POSITION SUMMARY<br>Ensure staff is working together as a team to ensure optimum service and that guest needs are met. Inspect grooming and attire of staff, and rectify any deficiencies. Complete opening and closing duties including setting up necessary supplies and tools, cleaning all equipment and areas, locking doors, etc. Inspect storage areas for organization, use of FIFO, and cleanliness. Complete scheduled inventories and stock and requisition necessary supplies. Monitor dining rooms for seating availability, service, safety, and well being of guests. <br>We are seeking a highly analytical and detail-oriented Senior Accountant to join our finance
<br>team in the Fast-Moving Consumer Goods (FMCG) sector in Lebanon. The ideal candidate will
<br>be responsible for overseeing the daily accounting operations, ensuring the accuracy of financial
<br>records, managing inventory accounting, and ensuring strict compliance with Lebanese tax

<br>Key Responsibilities
<br>General Accounting and Financial Reporting
<br>You will manage all aspects of the general ledger, including month-end and year-end closing
<br>processes. You are responsible for preparing accurate and timely financial statements, including
<br>balance sheets, income statements, and cash flow statements. The role involves performing
<br>daily bank reconciliations, managing cash flow tracking, and reviewing journal entries to ensure
<br>proper classification of accounts.
<br>Inventory and Cost Accounting
<br>In the FMCG sector, inventory management is critical. You will oversee inventory accounting,
<br>including stock valuations, cost of goods sold (COGS) calculations, and variance analysis. You
<br>will coordinate with the supply chain and warehouse teams to conduct periodic physical
<br>inventory counts and reconcile discrepancies. Additionally, you will analyze manufacturing and
<br>operational costs to identify areas for cost reduction and efficiency improvement.
<br>Accounts Payable and Receivable
<br>You will monitor and manage accounts payable and receivable aging reports. You must ensure
<br>the timely processing of vendor payments and actively follow up on outstanding client
<br>receivables. Maintaining accurate records of supplier contracts, terms, and discounts is also a
<br>key part of this responsibility.
<br>Tax and Regulatory Compliance
<br>A critical component of this role is ensuring compliance with local regulations. You will prepare,
<br>review, and submit periodic tax declarations, including Value Added Tax (VAT), payroll taxes, and
<br>corporate income tax, in strict compliance with the Lebanese Ministry of Finance regulations.
<br>You must also ensure compliance with National Social Security Fund (NSSF) requirements and
<br>accurate payroll accounting, while staying updated on changes in Lebanese tax laws and

<p>Result of Service The report prepared should be in Arabic in electronic format. Minimum report submitted should not be less than 30 pages minimum. <p>Duties and Responsibilities GENERAL SCOPE Open-source software policies provide a strategic framework governing how public institutions assess, procure, use, develop, reuse and share software whose source code can be inspected, modified and redistributed under an appropriate open licence. Their importance for sustainable development extends well beyond the possibility of avoiding licence fees. When properly implemented, such policies can reduce the duplication of public investments, facilitate interoperability among government systems, increase transparency and auditability, enable solutions to be adapted to local languages and needs, and reduce excessive dependence on individual technology suppliers. They can also allow governments, universities, local companies and civil society organizations to collaborate on shared digital solutions, thereby strengthening national technological capabilities, creating opportunities for small and medium-sized enterprises and supporting local digital employment. Open-source software solutions are particularly relevant to lower- and middle-income and crisis-affected countries because they can be reused and adapted rather than developed repeatedly from the beginning. The United Nations recognizes open-source software as an important category of digital public goods and calls for greater investment in such goods to advance the Sustainable Development Goals . In this sense, open-source policies can contribute directly to SDG 9 on innovation and resilient infrastructure, SDG 16 on effective, accountable and inclusive institutions, and SDG 17 on partnerships, while also supporting digital services in health, education, social protection, agriculture and local government. Nevertheless, open-source adoption should not be treated as an automatic or purely cost-saving choice. Effective policies should address total cost of ownership, cybersecurity, software maintenance, licensing compliance, accessibility, data protection, documentation, technical support and long-term community governance. Several governments have institutionalized these principles. The European Commission s Open Source Software Strategy promotes a Think Open approach through which European institutions are encouraged to use, share and contribute to open-source solutions, increase software reuse and strengthen technological control and collaboration across administrations . France has established a dedicated government open-source function, the code.gouv.fr platform and the Socle Interminist riel de Logiciels Libres, a reference catalogue of open-source software recommended for use across the public administration . Within the Arab region, Saudi Arabia s Digital Government Authority published a Free and Open-Source Government Software Strategy and an implementation guideline aimed at improving technology leadership, increasing efficiency in government IT spending, encouraging software and source-code reuse, and supporting the growth of the national digital economy. Egypt has also, since several years, adopted a national strategy supporting free and open-source software, while the Software Engineering Competence Center under the Information Technology Industry Development Agency serves as the government s focal point for this field. For Palestine, an open-source software policy could become an important instrument for building affordable, resilient and nationally sustainable digital government. In a context of severe fiscal constraints and service-delivery arrangements, the systematic reuse of secure and proven software components could help reduce repeated development and licensing expenditure, while improving interoperability among ministries, municipalities and public institutions. Furthermore, requiring donor-funded digital projects to use open standards, provide adequate documentation and consider publication under suitable open-source licences could improve national ownership and prevent isolated systems from being abandoned after project financing ends. These benefits would require a phased implementation model based on an inventory of existing systems, open and interoperable technical standards, procurement rules that evaluate open-source and proprietary options fairly, security and privacy assessments, capacity-building programmes, and a central open-source programme office or coordination unit responsible for governance, licensing, reuse and sustainable maintenance. The United Nations is involved in enhancing the use of emerging technologies for sustainable development.</p><p><strong>Desired Candidate Profile</strong></p><p>A Master's degree in digital technologies, software engineering or a related field is required; a Ph.D. is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 10 years of professional experience and research in digital technologies/software engineering is required Demonstrated professional experience in open-source governance and licensing, digital-government architecture, API governance and interoperability, cloud governance and procurement, cybersecurity and data protection is desirable. Background Right To Play is a global organization that protects, educates and empowers children to rise above adversity through the power of play. We work with children in some of the most difficult and dangerous places on earth, helping them to stay in school and graduate, to resist exploitation and overcome prejudice, to prevent disease and to heal from war and abuse. For 25 years, Right To Play (RTP) has delivered programs with impact in both development and humanitarian contexts. As pioneers in a unique approach to learning, both inside and outside of the classroom, we harness play, one of the most fundamental forces in a child's life, to help children dismantle barriers and embrace opportunities. We are a leading development organization focused exclusively on using the power of play to transform children's lives.</p><p><b>Project Summary</b></p><p>EQIE: RTP Lebanon is leading a program called "Enhancing Quality and Improved Education 2.0" (EQIE 2.0) funded by NORAD. The program covers South (1 Palestinian camp-Ain Helwe) and North (2 Palestinian camps-Beddawi and Naher Bared). In 2026, the EQIE program supports 720 children in the second grade, across two governorates and three locations, helping them improve their foundational skills in Arabic reading and writing while also supporting their emotional well-being. Sessions cover psychosocial support and psychological first aid to help children navigate times of crisis, build resilience, and cope with challenges. The program additionally focuses on strengthening RTP implementing NGO partner Beit Atfal Somoud, primarily in capacity building staff and facilitators in play-based best practices for supporting children. The program runs from 2025 to 2029, working with the same children across the years to ensure their learning loss faced is addressed.</p><p>Makani : Makani is a 1-year project (Jan Dec 2026) funded by UNICEF. The project is a non-formal education with child protection integrated through a multi-service centers approach. The project is in partnership with 2 local organizations (Farah Association and Sama for Development) and targets children and adolescents (6-17 yrs) through non-formal education and Community based PSS services in South area for children who have been affected by the crisis.</p><p>Game Changers : Is a 2-year project funded by Slaight Foundation. The project is in partnership with Basmeh and Zaytouna, local partner, and aims to support crisis-affected children and adolescents (8-16 yrs) in Lebanon through Sports based-Psychosocial Support (PSS) and Social-Emotional Learning. The project is implemented in Beirut/Mount Lebanon, North, and Bekaa and 18 facilitators will be equipped to deliver Sports for PSS sessions to 2050 children and adolescents. The project focuses on establishing community-based child protection committees with a purpose of localizing child protection mechanisms and local communities serving as enablers for children s wellbeing.</p><p>Play in Emergencies: The project is a 2-year project funded by Nando and Elsa Peretti Foundation. It is implemented in Saida and Sarafand, South Lebanon. The project aims to strengthen child protection and reduce violence against children and youth in conflict-affected areas of South Lebanon by improving emotional well-being and protective environments. Responding to the compounded impacts of conflict, disrupted education, limited access to safe spaces, and socio-economic instability, the project delivers integrated Child Protection (CP) and Community-Based Psychosocial Support (CBPSS) interventions for 600 children and adolescents (6 18 years) across South over two phases, implemented through two community centers and supported by a team of nine trained facilitators. The project concluded its first cycle before the 2026 war. Starting August 2026, cycle 2 will kick off in partnership with a new local partner (selection process is ongoing).</p><p>Right To Play is committed to strengthen partners capacity to work effectively in Lebanon, the INGO seeks a qualified consultant to design and deliver capacity building to create or strengthen their safeguarding capacity inclusive of investigative procedures.</p><p>2. Scope of Work</p><p>The scope of the consultancy will depend on how soon a Safeguarding consultant can be recruited and his/her capacity. Ideally, to ensure partner ownership of the process, we would like the funded partners to lead on the development of a safeguarding capacity building plan, with technical oversight from the consultant and the RTP safeguarding focal points and global safeguarding specialist. Right To Play aims to engage a consultant to support the 5 partner organizations in strengthening existing or creating safeguarding capacity and procedures in program management, to ensure all staff have the capacity to design and deliver on their initiatives, to the highest standards of safeguarding and minimum standards in protection. Recent evidence indicates that Palestine has made important strides toward strengthening a more inclusive social protection system, including through reforms of the National Cash Transfer Programme (NCTP) , the introduction in 2024 of rights-based social allowances for persons with severe disabilities and other vulnerable groups, strengthening of the Social Registry, and greater attention to disability-responsive policy frameworks . At the global level, the 2025 Amman-Berlin Declaration on Global Disability Inclusion reaffirmed that all development programmes should be inclusive of and accessible to persons with disabilities, while setting a target that at least 15 percent of country-level development programmes pursue disability inclusion as an explicit objective (“15 percent for the 15 percent”). It also reaffirmed meaningful participation of Organizations of Persons with Disabilities (OPDs) and alignment with the Convention on the Rights of Persons with Disabilities (CRPD) . Within this context, there is a strong need to generate robust evidence on the impact of social assistance on the lives of persons with disabilities in Palestine, including whether current forms of assistance are adequate, equitable, disability-responsive, gender-sensitive, and impactful in improving wellbeing, autonomy, inclusion, and resilience. To this end, the Palestinian Ministry of Social Development (MoSD) submitted a technical cooperation request to the United Nations Economic and Social Commission for Western Asia (ESCWA) to support the conduct of a study assessing, both quantitatively and qualitatively, the impact on approximately 15,000 persons with severe disabilities’ who were in 2024 enrolled into the social allowance component for this specific group, aiming to improve the following markers of social and economic wellbeing: - maintain an adequate standard of living by guaranteeing a minimum level of income, thereby - ensuring that their essential needs are met and that - inequality vis-à-vis other social groups is reduced This exercise will be contextualized with earlier assessments carried out by ESCWA’s Social Protection Team in 2023 during a technical advisory mission to the Ministry in Ramallah. During that mission, ESCWA experts applied the Social Protection Programme Rapid Assessment Framework (SPP RAF) developed by ESCWA to the database of National Cash Transfer Programme (NCTP) beneficiaries and applicants. In addition, the team reviewed the revised Proxy Means Test (PMT) formula to identify inclusion and exclusion errors, conducted a clustering analysis of beneficiaries, identified key gaps and needs, and proposed recommendations to enhance the efficiency and effectiveness of the programme. The study on the impact of Social Services on Persons with Disability on income and economic wellbeing will support national stakeholders, development partners, and disability rights advocates in identifying policy options to strengthen the rights of persons with disabilities including inclusive social protection and to ensure that no person with disability is left behind. Tasks - Duties and responsibilities The purpose of the assignment is to study, assess and analyze the impact of social allowance component and the procurement of social protection services from qualified service providers on persons with severe disabilities in Palestine, with particular attention to income security and maintaining a standard of living, guaranteeing that essential needs are met. As such a key outcome of the study will not only be to what extent the poverty gap of this group has been narrowed, but also how the income support provided ensured that the essential consumption and disability related needs of this group have been met by receiving the allowance. As such, the targeting accuracy and the adequacy of the benefit levels will be additional key outcome parameters of the impact study. Complementarily, the study will also aim to address related aspects like accessibility, gender equality, dignity, and thereby will identify recommendations for potential reforms of the allowance component. The study will provide the Government of Palestine and partners with a practical roadmap to transform existing social assistance into a more inclusive, adequate, rights-based and disability-responsive social protection system, aligned with national priorities and international commitments. The overall objective is to assess how social assistance (and cash assistance) contributes to improving the socio-economic well-being, inclusion, and realization of the rights of persons with disabilities in Palestine. The study shall also provide a comparative analysis between persons with disabilities who receive social assistance and those who are not covered by these programmes. It is also expected to focus on policy level reforms related to persons with disabilities. The study is expected to determine whether the programme has achieved stated objective(s), and if any adjustments are needed going forward, (especially given changing social/political/economic circumstances etc.). Thereby using the original policy objective of the programme as the study's guiding question. Specifically, the study will: • Analyse existing social assistance programmes available to Persons with Disabilities in Palestine, including cash transfers, disability allowances, in-kind support, emergency assistance, subsidies, case management, and referral systems as well as the procurement of social protection services from qualified service providers. An evidence based assessment will be conducted using the advance version of the SPP RAF, subject to the availability of up to date data on PWD beneficiaries and non beneficiaries. • Assess impact on beneficiaries of social assistance and their households, including poverty reduction; improved access to health care, assistive devices, rehabilitation, and medicines; improved access to education, mobility, and transport, employment, social participation, and community inclusion, among others. • Examine adequacy, regularity, and predictability of benefits relative to disability-related extra costs (transport, care, assistive devices, rehabilitation, medication, lost earnings, etc.). • Assess inclusion and exclusion patterns, including barriers faced by vulnerable groups such as women and girls with disabilities; children with disabilities; older persons with disabilities; conflict-affected and displaced households • Review institutional set-ups and service delivery mechanisms, including registration, targeting, disability assessment, grievance redress, outreach, accessibility, payment systems, case management, and data systems. • Document lessons learned and promising practices, including experiences emerging from the Social Change Initiative and other rights-based disability inclusion efforts. • Generate evidence-based recommendations for a more disability-inclusive, shock-responsive, rights-based social protection system in Palestine.<br> Qualifications/special skills<br>A Master's degree or equivalent in social policy, economics, public policy, development studies, disability studies, sociology, or a related field is required. Result of Service<br>The ultimate result of service of the consultancy is to support ESCWA in providing technical assistance and capacity development to PCBS on risk management for statistical work, using the GSBPM as the main reference framework. The support will help PCBS staff review current arrangements, identify gaps and priority areas, and develop practical tools, procedures and a phased action plan aligned with the existing national strategy for the development of statistics and the requirements of the National Statistical System.<br> Work Location<br>Remote<br> Expected duration<br>3 months<br> Duties and Responsibilities<br>Background The Palestinian Central Bureau of Statistics (PCBS) submitted a technical cooperation request to the United Nations Economic and Social Commission for Western Asia (ESCWA) for technical advisory and capacity-development support in risk management for statistical work. The request aims to strengthen the capacity of PCBS staff to identify, assess, mitigate and monitor risks that may affect the production of official statistics, in accordance with the Generic Statistical Business Process Model (GSBPM). The GSBPM will serve as the main reference framework for linking risk management to the phases of statistical production. This support is particularly relevant in the Palestinian context, where political, security and humanitarian conditions may affect field data collection, access to certain areas and population groups, staff mobility, administrative data flows, digital infrastructure, dissemination, and the continuity of statistical production. ESCWA will provide the requested support with the assistance of an international consultant. The proposed support will focus on enabling PCBS staff to develop a practical and applicable approach for managing risks related to statistical work according to the GSBPM phases, strengthening institutional preparedness, continuity, quality and reliability of official statistics, and ensuring alignment with the existing national strategy for the development of statistics and coordination requirements within the National Statistical System. Technical support is expected to start remotely during the initial phase. It may subsequently be built upon through more interactive technical support and capacity-development modalities, including in-person technical meetings, face-to-face training or a hybrid format, whenever feasible, as a future direction to be considered in light of progress and available resources. Duties and Responsibilities Under the overall supervision of ESCWA's Project Coordinator and in close coordination with PCBS, the consultant will: 1. Undertake a review of the current situation, covering relevant documents, policies, procedures and practices, complemented by interviews and working sessions with the relevant technical and administrative departments. 2. Support PCBS in assessing risks across the main phases of the GSBPM: needs, design, build, collection, processing, analysis, dissemination and evaluation. 3. Provide online technical guidance and capacity-development sessions on risk concepts, GSBPM-based risk mapping, risk registers, mitigation measures, monitoring and reporting. 4. Assist PCBS in developing a practical risk management approach for statistical work, including roles, responsibilities, coordination mechanisms, escalation procedures and review arrangements. 5. Support the preparation of practical tools and templates, including a risk register, risk assessment matrix, mitigation plan, monitoring format and reporting template. 6. Assist PCBS in preparing a phased action plan for implementation, including priority activities, roles and responsibilities, timeline, technical and institutional needs, and monitoring and evaluation indicators, ensuring alignment with the existing national strategy for the development of statistics and the requirements of the National Statistical System. The action plan should include a pilot phase to test the proposed tools and templates before their adoption and scale-up, as well as a clear mechanism for knowledge transfer and sustainability of institutional application, and finalize outputs based on comments from ESCWA and PCBS.<br> Qualifications/special skills<br>A Master's degree in statistics, data management, risk management, public administration, institutional development or a related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least seven years of relevant professional experience in official statistics, statistical systems, risk management, business continuity or institutional governance is required. Demonstrated knowledge of the GSBPM and its application in official statistics is required. Experience working with national statistical offices or public institutions and in capacity development or online training is desirable. Knowledge of crisis-affected or fragile contexts is desirable. Excellent analytical, drafting and communication skills are desirable.<br> Languages<br>English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.
