La Levantine Daher & Cie is looking for a proactive and customer-focused Relocation Agent to manage and coordinate international and domestic household goods relocations. The successful candidate will serve as the primary point of contact for clients throughout the moving process, ensuring a seamless relocation experience from origin to destination.

ISF s visible presence and service delivery significantly contributes to creating a safer, more inclusive and stable environment. In order to support the continued provision of formal security services, the ISF must ensure its physical presence on field as frontline responders. As part of its efforts within this context, UNDP procured the installation of spare and labour for 35 ISF Nissan cars. However, while gaining global importance, care work still remains invisible and undervalued, often relegated to informal and unpaid labour, disproportionately borne by women, thus hindering their empowerment. Although this trend is observed globally, it is particularly acute in the Arab region where women undertake 80 to 90 per cent of all unpaid care work and spend 4.7 times more time than men on these responsibilities, exceeding the global average of 3.62 . Unpaid care work hinders women’s visibility and participation in public economic and political spheres as well as in decision-making processes in the Arab region. The disproportionate unpaid care work undertaken by women limits their economic engagement and opportunities, as it makes it challenging for them to balance work and family responsibilities. Additionally, women often face gender stereotypes, limited professional development opportunities, and an institutional culture that marginalizes their contributions. Women’s economic and political participation in the region remain low compared to global averages. In 2025, women’s labour force participation was only 19 per cent, less than half the global average of 49 per cent, making it the lowest rate worldwide . Women’s political representation shows a similarly stark gap. In December 2025, women held only 27 per cent of national parliamentary seats globally, with an even lower share in the Middle East and North Africa at around 16 per cent, the lowest in the world . However, there has been growing regional momentum realizing gains in the care economy with many countries in the Arab region offering instructive examples of care reforms. Nevertheless, these reforms are often sector-specific, focusing on one policy area such as labour without approaching care in a holistic manner interconnected across different sectors and policy areas. Within this context, understanding the political economy which examines how social, economic, and political factors shape care policies and systems becomes a pressing priority. Building on these reform efforts in the Arab region and looking at breakthroughs in care policymaking globally, including Latin America which has been particularly active in advancing comprehensive care systems, it is increasingly important to understand how care, often framed solely as a gender equality issue, intersects with other major development issues and policy domains. This highlights the regional need for policies that recognize care as a central element of sustainable economies and redistribute it among different stakeholders including the state. Ongoing inter-regional collaboration between UN regional commissions, namely ESCWA and the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) including through a project on advancing care policies for transformative recovery in Latin America and the Caribbean, Asia-Pacific and the Arab states, seeks to draw lessons from Latin American countries’ experiences in advancing comprehensive care systems. Given the inherent political nature of care policymaking, it is essential to understand what prompts political actors to prioritize care. A key driver is awareness around the critical role care plays in society and its far-reaching implications for economic and social well-being. When care is made visible as a cross-cutting issue that affects economic growth, labour force participation, health outcomes, social cohesion, and gender equality, it is more likely to gain traction in political discourse and influence the selection of policy instruments, thereby driving change in laws, budgets, and institutional support for care systems. Objective and methodology ESCWA seeks to hire a consultant to assist in drafting a paper, in collaboration with ECLAC, that thoroughly examines the factors and determinants behind care reforms, investigating the political economy of care in the Arab region and relating it to Latin America’s experience. The paper will draw on experiences from both Latin American and Arab countries to demonstrate the importance of moving beyond fragmented care reform policies towards comprehensive care systems. It will build on the recommendations provided by experts during ESCWA’s Expert Group Meeting on the Political Economy of Care Policies: Determinants for Reform in the Arab Region organized in July 2026. The Project supports more than 19 pilot municipalities and 5 districts to reform their municipal police along those objectives. Given that the work of the municipal police and Internal Security Forces (ISF) complement each other on a daily basis, the Project started working with ISF Gendarmerie Stations of pilot municipalities. In the pilot municipalities of Baalbek, Antelias, Bourj El Barajneh and Tebnine the population is reportedly reluctant to visit the ISF Gendarmerie station, notably because its premises are not user friendly. In order to better address the community s security needs and make the ISF Gendarmerie station user-friendly to the populations of Baalbek, Antelias, Bourj El Barajneh and Tebnine, the Project is working with the ISF Gendarmerie station and both districts The work with the ISF Gendarmerie Station of Baalbek, Antelias, Bourj El Barajneh and Tebnine, is informed by lessons learned from the existing community policing pilot of Batroun, Aley and Minieh that were previously conducted by the project as well as Ras-Beirut (Beirut), and guidelines produced by the ISF Directorate. Duties Performed:</p><ul><li>Staffs the SML s Circulation Desk mostly during evening and weekend shifts.</li><li>Coordinates the monthly circulation schedule to ensure consistent coverage, particularly during extended library hours.</li><li>Assists students, faculty, and staff in locating materials in the stacks and using library collections effectively.</li><li>Performs circulation transactions (check-out/check in, renewals, holds/requests) in accordance with library policies and procedures.</li><li>Responds courteously and professionally to basic reference, informational, and directional inquiries.</li><li>Refers complex or in-depth inquiries to librarians, as appropriate.</li><li>Maintains print collection organization and integrity by shelving and shelf-reading; verifies shelf order, supports stacks shifting projects, resolves stack discrepancies, reports missing/lost/damaged items for replacement/repair/rebinding decisions; and assists with inventory projects including system-generated lists and reports.</li><li>Supports access to library resources by providing PDFs/document delivery in compliance with copyright and licensing guidelines.</li><li>Monitors the proper functioning of library equipment (computers, printers, scanners, and photocopiers).</li><li>Reports malfunctions promptly to the IT support staff and follows up as needed.</li><li>Ensures timely and accurate collection, tracking, and reporting of circulation, reading room, and user statistics.</li><li>Helps maintain a comfortable, safe, and quiet study and research environment.</li><li>Enforces library conduct policies tactfully and addresses user conduct issues as needed, escalating concerns when appropriate.</li><li>Supports SML s outreach activities and events by assisting with set-up, logistics, and on-site support during events.</li><li>Assists medical librarians with special projects and operational tasks, as assigned.</li><li>Performs other related duties as requested.</li></ul><p>2. It will clearly explain key concepts, review the design, rationale, and performance of revenue-sharing and fiscal transfer systems with examples of countries, and examine their impact on regional development, equity, and service delivery. Building on this analysis, the paper will identify policy options and actionable insights tailored to Iraq’s context, including considerations for natural-resource revenue sharing, equalization mechanisms, and rule-based transfer formulas that can support inclusive development and improved human development outcomes.<br> Work Location<br>Remote<br> Expected duration<br>2 months<br> Duties and Responsibilities<br>Background In response to the formal request of the General Authority for Monitoring the Allocation of Federal Revenues of Iraq, ESCWA conducted a national needs assessment and consultation workshop in September 2025 in Baghdad, marking an initial step in supporting the Authority’s in enhancing the fairness, transparency, and efficiency of federal resource allocation in Iraq, ensuring that all governorates receive their entitlements in a manner that supports stability and inclusive development. The workshop provided a platform to identify systemic challenges and capacity needs, with a focus on data systems, institutional practices, digital infrastructure, and institutional frameworks that are essential for effective oversight. Discussions examined the availability and quality of fiscal and socio-economic data required for informed decision-making and equitable revenue-sharing arrangements, and initiated a technical dialogue on transparent, evidence-based revenue-sharing framework informed by international experience, while respecting Iraq’s context. The workshop also explored potential benchmarks and indicators that may guide the evaluation of fiscal performance, efficiency, and equity across governorates. Duties and Responsibilities In this context, the consultant will be required to: • Present a conceptual overview and the rationale of federal fiscal transfers. • Examine vertical equity and efficiency in fiscal transfers: approaches, methodologies, and critical issues in country contexts. • Analyze horizontal equity and efficiency in fiscal transfers: approaches, methodologies, and critical issues in country contexts. • Review fiscal transfers through international experiences and draw lessons for comparative practice. • Design and assess institutional arrangements for fiscal transfers. • Specify data requirements and stakeholder engagement mechanisms. • Apply analytical insights to the Iraqi context to identify tailored policy options and actionable recommendations.<br> Qualifications/special skills<br>An Master's degree in economics, finance or related area is required. A minimum of 10 years of professional work experience in the design of federal revenue-sharing systems, including international standards, practices, approaches, and related policy issues, is required.
