<p><h4>Job overview</h4>
<p>Reporting to the Regional Claims Manager, the Claims Manager holds a senior leadership role responsible for the comprehensive management, operational performance, and strategic direction of the regional health claims unit. This position thrives in an agile, multitasking office environment and serves as a crucial operational link between global/regional management and the local processing team. The Claims Manager is fully accountable for driving team productivity, developing departmental strategies, preparing executive metric reports, and overseeing complex or high-value adjudications. Demonstrating high adaptability, this leader extends beyond traditional claims functions to coordinate cross-functional activities, optimize local workflows, and ensure service delivery consistently exceeds client and stakeholder expectations.</p>

<p>To excel in this role, you should possess the following skills and experience:</p>

<li>Bachelor’s degree in medical/paramedical fields, finance, business administration, insurance, or a closely related operational discipline is preferred.</li>
<li>Minimum of 8 years of progressive, hands-on experience in claims management, third-party administration (TPA), or health insurance operations.</li>
<li>At least 4 years in a supervisory, leadership, or management role with a proven track record of effectively managing teams and achieving complex operational objectives.</li>
<li>Strong analytical skills with the ability to interpret complex data, identify trends, detect inefficiencies, and make confident, data-driven decisions.</li>
<li>Detail-oriented with excellent organizational, project management, and time management capabilities, adept at handling multiple priorities in a fast-paced environment.</li>
<li>Proficiency in claims management software and Microsoft Office Suite.</li>
<li>Flexibility to adapt to evolving business needs and perform well under pressure.</li>

While hyperinflation has softened from its previous peaks, persistently high food prices remain a primary driver of food insecurity. As of September 2025, the year-on-year food inflation rate stood at 23.9%. Along with inflation, currency depreciation, income losses, damaged infrastructure, and significant cuts to humanitarian food assistance continue to negatively impact the capacity of different population groups to access food. According to the latest Integrated Phase Classification (IPC) analysis, it was projected that between July and October 2025, about 1.24 million people (including Lebanese, Syrian refugees, and Palestine refugees) would face acute food insecurity and be classified in IPC Phase 3 or above (Crisis or worse). In Lebanon, Law No. 463/2002 established a framework for sentence reduction and entrusted this task to the Sentence Reduction Commission. Each of the two sub-commissions consists of a judge appointed by the Minister of Justice, the head of the prison's central directorate, a medical doctor specialized in psychiatry, and a social worker, with both specialists designated by the Minister of Justice. The director of the relevant prison or facility serves as an ad hoc member, depending on the case under review. To address the increasing workload, the Minister of Justice also appointed an additional social worker to support both sub-commissions. However, the Commission's operations have been quasi-paralyzed for over two years due to a lack of support for the medical doctors and social workers, who are essential for providing the necessary assessments for each case. This has hindered the Commission's ability to fulfill its critical role in addressing prison overcrowding. In this context, and as part of its ongoing commitment to improving access to justice, UNDP seeks to recruit two (2) Medical Doctors specialized in psychiatry to support the Commission in processing the cases of prisoners seeking sentence reduction.</p><p>Scope of work, responsibilities and description of the proposed analytical work Under the overall guidance of the project's Chief Technical Advisor or Project Officer, and in close coordination with the Commission of Reduction of Sentences, the Medical Doctors will support the Commission across the different governorates, according to the Commission's geographic distribution of files, by assessing prisoners' medical condition before sentence-reduction decisions are issued.</p><p>To achieve this objective, the Consultants are expected to:</p><ul><li>Assess prisoners' files from a medical and psychiatric perspective.</li><li>Draft and submit scientific reports to the Commission to inform its sentence-reduction decisions.</li><li>Provide the necessary medical opinion regarding the reduction of a prisoner's sentence based on their medical and psychiatric condition.</li><li>Provide expert opinion during deliberations on the impact and relevance of mental-health factors in specific cases.</li><li>Collaborate with the Commission on any other required tasks.</li></ul><p>Expected outputs and deliverables The Consultants are expected to complete the tasks and activities described above and submit bi-monthly progress reports. ROLE PURPOSE

<br>The Motion Graphics & Video Production Specialist is responsible for producing high-quality video edits, 2D/3D animations, motion graphics and final video assets for Telecel MarCom. The role transforms approved briefs, scripts, copy, design frames and brand assets into polished outputs for corporate communications, internal reporting, social media, campaign activations and entity-level content support.

It contributes to brand consistency, executive-ready internal communication, social media visibility, campaign quality, and the premium expression of Telecel’s positioning as an African-rooted, international telecom and digital connectivity group built around Connecting Energies.

<br>KEY RESPONSIBILITIES
<br>
<br>• Produce and finalize video edits, animated posts, motion graphics, social videos, campaign assets, greetings, internal communication videos and recurring content formats in line with MarCom priorities.
<br>• Create 2D/3D animation, animated typography, branded transitions, intro/outro treatments, caption/subtitle treatments, logo animation where required, and clean visual sequencing across video assets.
<br>• Edit and structure content into clear, polished and platform-ready video outputs for LinkedIn, Instagram, Facebook, internal channels and other approved communication platforms.
<br>• Work from approved scripts, copy, storyboards, design frames, open-layer artwork, photos, footage, logos, flags, icons and other materials provided by MarCom or design support.
<br>• Ensure all outputs follow Telecel brand standards, including logo discipline, red recognition, clean hierarchy, strong typography, premium spacing and a modern telecom/technology visual feel.
<br>• Support recurring MarCom workstreams, including corporate videos, market/news updates, internal reports, startocode content, Telitravel content, social activations, greetings and ad hoc business needs.
<br>• Manage production workflow from first draft to final export, including versioning, consolidated feedback implementation, rendering, file organization and final master/source file handover where requested.
<br>• Coordinate closely with the Head of MarCom and relevant MarCom/design focal points to meet deadlines, maintain consistency and avoid fragmented feedback or duplicated production work.

<br>REQUIRED QUALIFICATIONS AND EXPERIENCE
<br>
<br>• Bachelor’s degree, diploma or equivalent professional experience in motion graphics, animation, multimedia design, video production, visual communication, film production or a related field.
<br>• Minimum 4 to 5 years of relevant experience in video editing, motion graphics, 2D/3D animation and social media video production.
<br>• Strong portfolio demonstrating video editing, motion graphics, animated typography, branded transitions, pacing, layout sensitivity and polished final delivery.
<br>• Experience producing content for corporate communications, social media, campaigns, internal communication, telecom, technology, agency, media or fast-paced brand environments.
<br>• Proven ability to work with brand guidelines and translate approved creative direction into consistent, publication-ready video assets.
<br>• Experience working remotely with cross-functional stakeholders, tight timelines, consolidated feedback and multiple recurring deliverables.
