<span>Place: Beirut, Lebanon Starting date: 1st, September 2026 Duration of contract: 12 months Closing date for applications: 12th August 2026 Humanity & Inclusion is an independent and impartial aid organisation working in situations of poverty and exclusion, conflict and disaster.<br> The organisation works alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.<br> Since its creation in 1982, HI has run development & humanitarian projects in more than 55 countries and responded to numerous emergencies.<br> Today, we have a budget of approximately 200 million euros, with 4,000 employees worldwide At Handicap International-Humanity & Inclusion, we truly believe in the importance of inclusion and diversity within our organisation.<br> This is why we are engaged to a disability policy to encourage the inclusion and integration of people with disabilities.<br> Please indicate if you require any special accommodation, even at the first interview.<br> For more information about the organisation.<br> JOB CONTEXT: Despite the announcement of a ceasefire, the situation in Lebanon remains unstable, with localized incidents, including strikes reported in southern Lebanon.<br> The June 2026 ceasefire has allowed for partial and phased returns of displaced populations, particularly in areas where active hostilities have subsided.<br> The situation is compounded by Lebanon ongoing macroeconomic and institutional crisis which continues to limit recover capacity.<br> High poverty levels, currency instability, and weakened public service delivery systems have left both host communities and displaced populations with reduced coping capacity and limited access to services.<br> In this constraint environment, HI, who has been present in Lebanon 1992, has been able to adapt its programming to the specific emergencies onset as well as keeping some of its long-standing development focus.<br> HI is managing activities covering the following thematics: Health and prevention for the provision of multi-disciplinary rehabilitation services (post operative care, physiotherapy, assistive devices, prosthetics and orthotics and psycho-social support).<br> Inclusive education Inclusive humanitarian action Humanitarian Mine Action, including clearance, advocacy, NTS (non-technical survey) and TS (technical survey), and Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons).<br> Emergency preparedness & basic needs (integrated response through non-food items / hygiene kits etc.<br>; including the support to humanitarian actors via the ALTAS platform when required).<br> The actual intervention was so far managed based on a mix partnership with local structures and organizations, and direct implementation projects.<br> YOUR MISSION: Reporting to the Regional Director, the Country Manager contributes to the implementation of Humanity & Inclusion's mandate and strategy within his/her program.<br> He/she ensures that the quality and impact of the program's activities are optimized through a system of delegation with appropriate control mechanisms.<br> He/she shares responsibility with all other HI managers for the sound management and smooth running of the overall organization, through paradigm shifts.<br> Responsibility 1: In the country where he/she is based, the Country Manager is the legal representative of the entire HI organization internally and externally and promotes a high-level reputation and a positive image of HI.<br> Responsibility 2: The Country Manager deploys the whole of HI's mandate and strategy in his/her country, alongside the operational partners, institutions and/or donors, and contributes to steering the organizational transformation in line with the "Simplification", "Shared Services" and "ROOTS" projects.<br> This involves implementing the program's operational strategy.<br> In the event of an emergency, he/she will assume responsibilities in line with the defined intervention framework.<br> Responsibility 3: He/she ensures compliance with its budgetary framework (including pooled funds) and the application of HI's policies and frameworks (safeguarding, commitment thresholds, security, human resources, risk management, etc.<br>). Result of Service<br>The consultant is expected to provide a final report that includes recommendations to ensure alignment and consistency between the internal regulations related to the Labour Law, particularly those affecting the implementation of flexible work arrangements, and to develop draft by-laws governing the implementation of these new flexible work arrangements.<br> Work Location<br>Remote<br> Expected duration<br>3 months<br> Duties and Responsibilities<br>Background In May 2025, the Lebanese Parliament adopted Law No. 3/2025, amending the Labour Law to formally recognize flexible, part-time, and remote work arrangements and to extend National Social Security Fund (NSSF) coverage of workers. This new law was proposed by the Head of the Women and Children Parliamentary Committee following a process that included a case study on childcare in Lebanon, public hearings and dialogues, in addition to a legal study and meetings, all in collaboration between ESCWA and the committee. This reform represents a milestone in Lebanon’s labour and social protection framework, aiming to promote inclusive and equitable access to employment. It is particularly significant for advancing women’s economic participation, as flexible and family-friendly work arrangements can help reduce barriers that prevent women - especially those with caregiving responsibilities - from entering or remaining in the workforce. In order to ensure the effective implementation of the new law, ESCWA, UN Women, and the International Labour Organization (ILO) joined hands to provide technical assistance to the Lebanese Women and Children Parliamentary Committee to support its follow-up on the implementation of the law as part of the Parliament’s role in post-legislative scrutiny. The process entailed a legal study/advice to propose reforms and updates to the internal laws and regulations of the Lebanese National Social Security Fund (NSSF). These reforms and updates are necessary to allow for the implementation of Law No. 3/2025 without misuse of the new arrangements for fraudulent purposes, which, in turn, serves as a foundational input to guide the actuarial feasibility study leading to the full implementation of the labour law reform while also ensuring the benefits of this reform are utilized appropriately and fairly. These efforts must be aligned with the Labor Law and its implementing by-laws. Therefore, updates and reforms to the Ministry of Labor's by-laws are necessary to ensure the full and coherent implementation of the Labor Law reforms. Objective and methodology Against this backdrop, ESCWA, as it continues its technical support to ensure a full implementation of Law No. 3/2025, seeks to hire a consultant to undertake necessary research, advise and support the reform of the by-laws of the labour code in full alignment with the NSSF internal regulations. The consultant will work in collaboration with the Ministry of Labour, the NSSF and the technical team working on the implementation of the law reform. Tasks and responsibilities The consultant will be responsible for the following tasks: - Desk review: Conduct a revision of the Ministry of Labour relevant rules and internal regulations and by-laws in conjunction with those of the NSSF; - Ensure alignment of the internal regulations between the two entities; - Undertake consultations with involved stakeholders on the relevance and consequences of different options and alternatives to ensure the effective implementation of Flexible Work Arrangements including the required actuarial studies; - Suggest labour-law related by-laws for the Ministry of Labour, specifically in relation to flexible work arrangements; - Propose monitoring and evaluation procedures for the application of the amended labour law. By highlighting the interconnectedness of food systems with challenges such as hunger, climate change, poverty, and inequality, the Summit led countries to develop national food systems transformation pathways under the leadership of appointed National Convenors. Objective The consultant will support the preparation of the national food systems transformation pathway of Libya. This will include assessing the current state of food systems, mapping key stakeholders, supporting the organization of a structured consultation, and translating agreed priorities into a draft pathway document in coordination with the National Food Systems Focal Point in the Government of Libya and ESCWA.
