الترويج لأسواق عادلة وتنافسية هو محرك رئيسي للكفاءة الاقتصادية وتطوير القطاع الخاص ورفاه المستهلك. عبر منطقة الشرق الأوسط وشمال إفريقيا، تمر الأسواق بعمليات التحول السريع مدفوعة بجهود التنويع، وتطور الأطر التنظيمية، والرقمنة، والتحولات في سلاسل التوريد العالمية. وقد زادت هذه التطورات الحاجة إلى تحليل قانوني وتنظيمي ومنافسة صارم لمساعدة الحكومات في تحديد تشوهات السوق، وتقييم الممارسات المنافِسة للمنافسة، وتصميم تدخلات سياسية فعالة مبنية على الأدلة. وفي هذا السياق، تدعم ESCWA الدول الأعضاء في تعزيز أطر المنافسة، وتحسين أداء السوق، وبناء القدرات المؤسسية والقانونية والتحليلية لتقييم المنافسة وفرضها. تجمع محفظة سياسات المنافسة والسياسات الاستهلاكية في قسم الحوكمة الاقتصادية والتخطيط بين تطوير السياسات الإقليمية، والمساعدة الفنية على مستوى الدول، ودراسات السوق، وبناء القدرات، ومنتجات المعرفة، غالباً بتعاون وثيق مع هيئات المنافسة الوطنية والمؤسسات العامة الأخرى. ومجال رئيسي للتركيز هو استخدام الدراسات السوقية القائمة على المنافسة لتحديد القيود البنيوية والسلوكية والتنظيمية والقانونية التي تؤثر على أداء السوق. وتعمل هذه الدراسات كأدوات عملية لتشخيص إخفاقات السوق، ومراجعة ملاءمة الأطر القانونية والمؤسسية، ودعم أولويات الإنفاذ، وتوجيه الإصلاحات التي تعزز الكفاءة والمرونة ورفاه المستهلك. وفي هذا النطاق الأوسع من التفويض الإقليمي، تدعم ESCWA حاليًا سلطنة عمان في تعزيز ظروف المنافسة في القطاعات الاقتصادية ذات الأولوية. كما تم التعرف على قطاع مواد البناء، الذي يُعد مركزيًا في البناء وتطوير البنية التحتية والنشاط الصناعي، كمنطقة استراتيجية للتحليل المتعمق. يلعب القطاع دورًا حاسمًا في التنمية الوطنية ولكنه يواجه تحديات تتعلق بنية السوق وسلاسل التوريد وديناميكيات التسعير والمتطلبات التنظيمية والترتيبات المؤسسية والممارسات التي قد تقيد المنافسة. للرد على هذه الاحتياجات، تسعى ESCWA إلى توظيف مستشار قانوني للمنافسة لدعم العمل القانوني والتنظيمي والسياسي والتقني ضمن محفظة سياسات المنافسة والسياسات الاستهلاكية. وسيُكلف المستشار بشكل أساسي بدراسة سوق مواد البناء في عمان وسيسهم في التقييمات القانونية، وتحليل قانون ونظم السياسة، ومراجعة الأطر التنظيمية والمؤسسية، وتحديد القيود القانونية أو الإجرائية التي تؤثر على منافسة السوق. كما قد يقدم المستشار الدعم لأنشطة سياسة المنافسة الأخرى ذات الصلة بالقطاع كما هو مطلوب وبما يتوافق مع احتياجات مهمة التعيين. الواجبات والمسؤوليات بموجب الإشراف العام لمدير المشروع وكبير موظفي الشؤون الاقتصادية، سيدعم المستشار التحليل القانوني والتنظيمي لعمل ESCWA في سياسة المنافسة، ودراسات السوق، وتنظيم الأعمال. سيقدم المستشار بشكل رئيسي دعم التحليل القانوني لمشروع XB لقطاع مواد البناء في عمان، مع توفير مدخلات قانونية وتنظيمية للعمل المتعلق بوظائف السوق، والمنافسة، وحماية المستهلك، وتنظيم الأعمال، حسب الطلب وضمن نطاق المهمة.<br> المؤهلات/المهارات الخاصة<br> مطلوب درجة الماجستير أو ما يعادلها في القانون أو قانون الأعمال أو المجالات ذات الصلة. قد يُقبل أيضًا شهادة جامعية من المستوى الأول مع خبرة مؤهلة كبديل للدرجة المتقدمة. يجب على جميع المرشحين تقديم نسخة من الشهادة التعليمية المطلوبة. لن تتم مراجعة الطلبات غير المكتملة. الحد الأدنى من الخبرة 4 سنوات في مجالات القانون أو الاقتصاد أو الأعمال أو ما شابه ذلك. مطلوب خبرة في المساهمة في أوراق تحليلية. ويفضل فهم الأطر القانونية في بيئات الأعمال. يفضل الخبرة السابقة في العمل مع المنظمات الدولية.<br> اللغات<br> الإنجليزية والفرنسية لغتا العمل في أمانة الأمم المتحدة. كما أن العربية لغة عمل في ESCWA. بالنسبة لهذه الوظيفة، الطلاقة في الإنجليزية والعربية مطلوبة. ملاحظة:
