Aspire Software is looking for an AI engineer to join our team in Lebanon.

Here is a little window into our company: Aspire Software operates and manages wholly owned software companies, providing mission-critical solutions across multiple verticals. By implementing industry best practices, Aspire delivers a time sensitive integration process, and the operation of a decentralized model has allowed it to become a hub for creating rapid growth by reinvesting in its portfolio.

About the job

This is a builder role for someone obsessed with what agents can actually do in production. You'll design and ship autonomous AI systems that operate inside the Polygon marketplace — agents that understand jewelry listings, assist buyers and sellers, surface intelligence across decades of trade data, and automate workflows that have been manual for forty years. You won't just be wiring up LLM calls. You'll be designing agentic systems end-to-end: tool definitions, planning loops, memory, evals, guardrails, observability, and the product surfaces that put these capabilities in front of real users.

Key responsibilities

Design and build agentic systems that power core marketplace experiences — listing intelligence, semantic and multi-step search, buyer/seller assistants, trade matching, content moderation, and market analytics

Architect tool-using agents with reliable planning, execution, and recovery

Build the supporting infrastructure: RAG pipelines, vector search, evals, prompt management, traceability, and cost/latency monitoring

Partner with product and design to translate agentic capabilities into UX that members actually use and trust

Establish patterns and primitives so the rest of the engineering team can ship agent-powered features confidently

Stay on the frontier — evaluate new models, frameworks, and techniques and bring the ones that matter into production

Requirements

3 - 5 years of experience

Production experience building agentic systems with LLMs — not just chat wrappers, but agents that plan, use tools, and complete multi-step tasks

Deep familiarity with at least one major LLM API (Anthropic, OpenAI, or equivalent), including tool use / function calling, structured outputs, and streaming

Experience designing and running evals for non-deterministic systems

Strong software engineering fundamentals — TypeScript/Python, modern web stack, API design

Pragmatic judgment about when to use agents, when to use simpler pipelines, and when not to use AI at all

The Inception Report will summarize the desk review and propose the evaluation methodology and sampling strategy/ies to be used in the evaluation, along with a detailed workplan, draft evaluation matrix, stakeholder matrix, and quality assurance mechanism. Any revisions to the Inception Report will be implemented no later than one week following receipt of comments. o The Inception Report shall, where relevant, address the integration of human rights, disability inclusion, gender equality, and environmental issues. The Inception Report should contain ideas for further exploration to support organisational learning, to be done either as part of this evaluation or separately by ESCWA itself. • Debriefing Meeting: Following the completion of the data collection and field mission phase, and prior to the delivery of the draft evaluation report, the evaluator should hold a debriefing meeting for the presentation of the preliminary findings to the project team. • Draft Evaluation Report: Following data collection and the analysis of findings, the evaluator will submit a Draft Evaluation Report. The Draft Evaluation Report will be user-friendly, well-structured and evidence-based, totalling not more than 40 pages, in addition to a 2-page Executive Summary and associated annexes. • The Draft Evaluation Report will summarize the agreed-upon methodology listed in the Inception Report, describe the evaluation’s data collection and analytical approach, and present findings. In addition, the evaluator should develop clear action-oriented recommendations, which are forward-looking and will enable ESCWA to leverage and capitalize on innovative practices emerging from the Reform. o The Draft Evaluation Report will be reviewed by ESCWA’s SPARK Section, and the programme team, before being discussed with the evaluator. • Final Evaluation Report: The Final Evaluation Report that should incorporate the comments and feedback from the Evaluation Manager and the programme team, is expected. The Final Evaluation Report shall, where relevant, address the integration of human rights, disability inclusion, gender equality, and environmental issues. o The Final Evaluation Report shall contain information (data, findings, expert views) that may allow ESCWA to identify lessons for wider organisational learning or for potential changes to relevant organisational policies, irrespective of the extent to which the evaluation recommendations make reference to such information.
Work Location
Remote
Expected duration
5 Months
Duties and Responsibilities
Background Subprogramme 4 Statistics, the information society and technology (subprogramme 4) aims to strengthen official statistical systems and advance the information society in the Arab region by improving the quality, availability and use of data, while accelerating the integration of technology and innovation for sustainable development. It focuses on enhancing national statistical capacities to adopt international standards and innovative data sources; supporting evidence based policymaking through improved production and use of statistics, including gender and disability data; and guiding digital transformation through policy advice on emerging technologies. The subprogramme also promotes regional dialogue and partnerships among governments, experts, civil society and the private sector to maximize the value of statistics, geospatial data, digitization and new technologies in support of the 2030 Agenda. Duties and Responsibilities Purpose of the Evaluation Evaluations at ESCWA strive to demonstrate the difference that is being made by the work of ESCWA, and its impact on member States and their citizens. This evaluation will aim to determine the extent to which subprogramme 4 is achieving its intended results, the pathway to these results, and the elements that contribute most significantly to the achievement of these results. In addition, it will also consider how the project brings about any unintended results that may have occurred. The evaluation will serve three main purposes: • It will provide a basis for evidence-informed decision-making, strategic planning, and risk management. • It is a means to demonstrate accountability to the organization’s Executive Management and member States for performance, relative to ESCWA’s mandate and strategic objectives. • It will inform and facilitate organizational learning by identifying evidence-based findings, lessons to be learned, and recommendations for action that enhance the next generation of ESCWA’s work. The evaluation will therefore take both a summative and a formative approach. It will look at results achieved or not achieved so far (summative) with a view to inform ESCWA’s work in the future (formative). The evaluation will be conducted in line with ESCWA’s Evaluation Policy (2025), and the UNEG Norms and Standards for Evaluation.. The evaluation will strive to employ development best practices with regard to promoting gender equality and a human rights-based approach, including the rights of persons with disabilities. The evaluation will be facilitated and coordinated by ESCWA’s Strategic Planning, Accountability, Results and Knowledge team. Scope of the Evaluation The evaluation will be forward-looking and will objectively and systematically assess the performance of the subprogramme in terms of its relevance, coherence, effectiveness, efficiency, impact, and sustainability. Furthermore, the evaluation will assess the extent to which gender, human rights, disability inclusion, environmental concerns, and other cross-cutting issues were incorporated or mainstreamed into the subprogramme. The evaluation will cover the period from January 2020 to December 2025. Areas of focus for each sub-programme evaluation include: • Key aspects of UN and ESCWA reforms, including the merger of the Statistics Division and the Technology for Development Division into one Cluster, as relevant; • The overall coherence of the subprogramme’s work and the extent to which its work has been synergetic; • The relevant IT- and AI-enabled tools/systems/platforms developed by the subprogramme; • Organisation-wide policies, as relevant, to promote organisational learning. Evaluation Criteria The following key evaluation questions per criteria will guide the evaluation. The evaluator/s is expected to refine evaluation questions where necessary and to include the refinement in the Inception Report. Relevance • To what extent are the objectives and expected accomplishments of the subprogramme aligned with: o ESCWA's strategic framework and programme budget? o Regional development priorities and challenges? o The 2030 Agenda and relevant SDGs? • To what extent do the subprogramme's interventions respond to the evolving needs and priorities of member States? • How well do the subprogramme's products and services (research, policy advice, capacity-building, convening) address identified gaps and demands? • To what extent are the needs and priorities of vulnerable or marginalized population groups reflected in the subprogramme's design and implementation? • How relevant are the subprogramme's thematic areas and approaches in the current regional context? • To what extent has the subprogramme adapted to emerging regional challenges and opportunities? Coherence • To what extent did the merger of the Statistics and Technology divisions create positive synergies, or did it result in parallel, siloed work streams? • How well does the subprogramme align its data and technology initiatives with the interventions of UN Country Teams and the League of Arab States to avoid duplication? • How well does subprogramme 4 align its scope and collaborate with other teams in ESCWA to avoid duplication and improve efficiency? For example with DSDSD. • Are there opportunities for greater coordination, collaboration, or integration with other subprogrammes within ESCWA and other institutions? Effectiveness • To what extent have the planned outputs and activities been delivered as intended? • To what extent have the expected accomplishments/outcomes been achieved? • How effectively has the subprogramme contributed to strengthening the capacities of member States and other stakeholders? • To what extent have knowledge products and policy recommendations been utilized by target stakeholders? • What factors facilitated or hindered the achievement of results? • How effectively has the subprogramme integrated cross-cutting issues such as gender equality, human rights, disability inclusion, youth, and environmental sustainability? • How could other factors have contributed to the achievement of the identified results? • How were key partnerships integrated in the delivery of the programme to maximise the achievement of results? Efficiency • To what extent were financial, human, and technical resources used efficiently to produce outputs and outcomes? • To what extent were management arrangements conducive to efficient implementation? • How cost-effective were the different types of interventions (e.g., research, policy advisory services, capacity-building, regional forums)? • To what extent did coordination within ESCWA and with external partners reduce duplication and generate synergies? • Were monitoring, reporting, and learning mechanisms adequate to support adaptive management and efficient implementation? • Could similar results have been achieved with fewer resources or through alternative approaches? Impact • What, if any, high-level effects did the programme cause (such as changes in norms or systems)? • To what extent has the subprogramme influenced policies, legislation, strategies, institutions, or practices in member States? • To what extent has the subprogramme contributed to regional cooperation, knowledge exchange, and policy dialogue? • To what extent did the intervention lead to other changes, including “scalable” or “replicable” results? • While long-term transformative impact may be difficult to measure, what 'early signals' of impact – such as specific policy adoption, changes to statistical regulations, or behavioral shifts – can be directly traced to the subprogramme's interventions? Sustainability • Have capacities, systems, and institutional arrangements been strengthened sufficiently to maintain benefits? • To what extent have knowledge products, tools, methodologies, and networks continued to be used after their initial delivery? • What risks could affect the sustainability of the results, and how have they been addressed? • Did the subprogramme successfully establish formal 'institutional homes' (e.g., permanent national observatories, explicit operational manuals, or formal focal points) within Member State governments to ensure tools and data platforms survive beyond ESCWA's direct involvement? • To what extent has the subprogramme fostered partnerships and mechanisms that can support continued implementation and scaling up? • What evidence is available to indicate that the results of the programme can be maintained by stakeholders? Gender, Human Rights, Disability Inclusion, and Environmental Issues • To what extent were issues of gender, human rights, disability inclusion, and the environment incorporated into the design, planning, implementation, and monitoring and evaluation practices of the programme, as well as the results achieved? • To what extent did the programme respond to and affect the rights, needs and interests of different stakeholders, including women, men, youth, people with disabilities and other marginalized groups? Evaluation Methodology Management and Governance Arrangements All evaluation methodologies are to be reviewed by ESCWA’s SPARK Section and approved by ESCWA’s Senior Management. • The evaluation will be conducted by an external consultant/s. • The evaluator is expected to identify the main objectives achieved through the implementation of the programme, intended and unintended, as established by key stakeholders and relevant documentation, and the pathways that led to achieving them, with particular focus on innovative practices and initiatives that can be leveraged to further enhance ESCWA’s work. • The evaluator is expected to ensure a mixed method (qualitative and quantitative), inclusive, and participatory approach, with adequate triangulation across methods, to arrive at credible, reliable, and unbiased findings. • The evaluator will also ensure that all aspects of the evaluation are gender and human rights sensitive (including a special focus on the rights with person with disabilities). In addition, the evaluator must ensure that he/she always complies with the UNEG Ethical Guidelines for Evaluation during the conduct of the evaluation. The above methodology is indicative. The evaluator is expected to build upon it and present a robust evaluation methodology within the inception report, including addressing and refining the evaluation questions. Quality Assurance Mechanism The evaluator will employ a quality assurance mechanism of her/his preference (either an internal or an external system can be used), which will provide quality checks throughout the evaluation process. This quality assurance mechanism will be indicated in the Inception Report and in the Final Evaluation Report. In addition, ESCWA will review the evaluation report prior to finalization to ensure that it aligns with the UNEG Quality Checklist for Evaluation Reports , particularly with reference to the quality of recommendations. Evaluation Ethics The evaluation will be conducted in accordance with the principles outlined in the UNEG Ethical Guidelines for Evaluation; and all rights and confidentiality of information providers will be prioritized and safeguarded as per UNEG Ethical Guidelines for Evaluation.
Qualifications/special skills
A Master's degree in management, evaluation, or related area is required. Result of Service
The consultant is expected to deliver data collection tools including questionnaires and guides and tabulation of data collected, literature review reports, concepts notes for knowledge products and meetings and workshops, sections/chapters of studies, write-ups on specific issues, and presentations.
Work Location
UN House-ESCWA / Hybrid
Expected duration
4 months
Duties and Responsibilities
Background Despite strong momentum towards gender equality and considerable achievements in women’s empowerment, the Arab region continues to register one of the largest gender gaps. Arab women still lag behind in terms of political participation, labour force participation, equality and sex-based discrimination. In 2025, women’s labour force participation was 19 per cent in the Arab States, less than half the global average of 49 per cent, making it the lowest rate worldwide. Various factors can be attributed to the low economic participation of women in the Arab region, most important of which are the high involvement of women in unpaid care work and their weak involvement in entrepreneurship. In the Arab States, women carry out 80 to 90 percent of all unpaid care tasks and spend an average of 4.7 times more time than men on unpaid care tasks. If women continue to bear the brunt of unpaid care work, there is a serious risk that gender gaps widen and hard-won achievements in women’s socioeconomic empowerment are reversed. Addressing the available policies and legal frameworks is thus crucial to promote women’s economic empowerment in the region and build the resilience of women to future shocks. ESCWA supports its member States in promoting gender equality and the advancement of women at the legislative, policy and programmatic levels through the translation of global normative frameworks into region-specific actions within the areas of gender justice and the law, women, peace and security, women economic empowerment, care economy, and gender mainstreaming in national institutions. ESCWA supports member States in their efforts to reform care-related policies and develop new ones to promote women’s economic empowerment. Within the care economy workstream, ESCWA is currently working with Lebanon, Oman, Morocco and Tunisia, following an approach comprising the preparation of knowledge products and organization of capacity building workshops. ESCWA also supports several countries including Iraq, Lebanon, Mauritania and Morocco to strengthen gender mainstreaming in national institutions. Furthermore, ESCWA develops training packages and contributes to capacity-building efforts to transform knowledge, good practices and related skills into innovative online and in-person awareness-raising sessions and training programmes to support countries in developing national strategies, policies and action plans relevant to implementing and reviewing global commitments, including those under CEDAW and the Beijing Declaration and Platform for Action. Objective and methodology ESCWA seeks to hire a consultant to provide input and contributions to support the successful completion of several gender equality related outputs including: • National case studies mainly on unpaid care work and care economy; • National technical requests related to the advancement of gender equality; • National dialogues and meetings as well as capacity building workshops targeting various governmental entities in Arab States to support the reforms and development of policies; • Papers and knowledge products to explore concepts related to women’s economic empowerment in the region, gendered perspectives in recovery and reconstruction, and other women and gender-related concepts; • Regional meetings, consultations, and capacity building workshops to exchange experience and knowledge, disseminate the results and findings of prepared knowledge products and advocate for needed legal and policy reforms. Tasks and responsibilities The consultant will be responsible for the following tasks: - Desk review: Undertake necessary research and desk reviews on topics related to gender equality and women empowerment as required for the development and finalization of the gender equality related outputs; - Prepare necessary data collection tools including questionnaires for surveys and guides for interviews and focus groups; - Undertake analysis of data and other inputs; - Draft inputs following the set outlines for various outputs; - Prepare required inputs for the preparation and organization of meetings with relevant stakeholders. Supervision: The consultant will work under the direct supervision of Ms. Rouba ARJA, the Social Affairs Officer responsible for the women’s economic empowerment project, and the overall guidance of the Gender Justice, Population and Inclusive Development cluster leader.
Qualifications/special skills
A master's degree in social or economic or gender or anthropology studies or studies in related areas is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 5 years of professional work experience in socio-economic issues is required. Experience in preparing and reviewing publications or reports is required. Experience in working in the Arab region is required. General Background
According to government estimates, Lebanon hosts approximately 900,000 displaced refugees from Syria and other countries. Despite gradual improvements in some socioeconomic indicators, humanitarian needs remain significant. The 2025 Vulnerability Assessment of Syrian Refugees (VASyR) found that 72 per cent of refugee families live below the poverty line, with 60 per cent living in extreme poverty.
UNHCR implements a diverse portfolio of cash assistance programmes covering basic needs, protection, education, and solutions-oriented interventions. These programmes generate significant volumes of operational, financial, monitoring, and vulnerability data that inform programme design and strategic decision making. The largest of these is the regular Multipurpose Cash Assistance (MPCA) programme, which provides monthly support to vulnerable refugee households and serves as a key source of evidence and insights on household vulnerability, expenditure patterns, programme outcomes, and targeting effectiveness.
Cash assistance is delivered through a coordinated inter-agency approach led jointly by UNHCR and WFP. Through the CWG, UNHCR works with UN agencies, NGOs, donors, and government counterparts to promote harmonized approaches to targeting, transfer values, delivery mechanisms, monitoring, accountability, and data sharing.
Given the scale of needs and increasingly constrained resources, robust evidence generation and targeting systems are critical to ensuring assistance reaches those most in need timely. The incumbent will serve within UNHCR’s Cash Based Interventions Unit in Beirut under the overall supervision of the Senior Programme CBI Officer.
The unit leads the design, targeting, delivery, monitoring, analysis, and reporting of UNHCR’s cash assistance programmes and currently comprises one international and four national staff members. Purpose and Scope of Assignment
The CBI Associate will support the analysis, visualization, and reporting of data related to UNHCR’s cash assistance programmes, including vulnerability assessments, programme monitoring, financial transactions, targeting systems, and statistical reporting. The position will contribute to generating evidence and insights that support the effective delivery of humanitarian assistance through Cash Based Interventions (CBI), while ensuring the integrity and effective use of data systems and operational processes.
The incumbent will:
• Support the management, maintenance, quality assurance, and continuous improvement of databases and information management systems used in UNHCR cash assistance programmes.
• Assist in administering the databases supporting the regular Multipurpose Cash Assistance (MPCA) programme and other cash interventions.
• Produce routine and ad hoc statistical reports, dashboards, visualizations, charts, and analytical outputs to support programme management, operational decision making, and reporting requirements.
• Support the analysis of vulnerability, targeting, monitoring, financial, and operational datasets to generate evidence and insights for programme planning and implementation.
• Contribute to the preparation of regular reports and analyses on cash assistance delivery, coverage, targeting outcomes, and beneficiary profiles.
• Assist with data validation, reconciliation, and quality control processes to ensure the accuracy, completeness, and reliability of programme data.
• Support monthly payment reconciliation, refund processing, and related financial verification activities in coordination with relevant stakeholders.
• Conduct data cross-checks to verify beneficiary eligibility, maintain data integrity, and minimize duplication across assistance records.
• Maintain and update beneficiary lists and support the timely processing and delivery of cash assistance to eligible households.
• Support the analysis and follow up of operational cases, including referrals and reports received from protection, registration, and other functional units that may impact eligibility or assistance delivery.
• Liaise with internal units, implementing partners, financial service providers, and other stakeholders to facilitate data exchange, information management, and coordinated implementation of cash assistance activities.
• Support the development and documentation of improvements to databases, reporting tools, data workflows, and business processes.
• Assist in providing training and technical support to UNHCR staff and partners on data systems, reporting tools, and cash assistance processes.
• Promote and apply data protection principles, information security standards, and best practices in the management of beneficiary and programme data.
• Monitor database performance, troubleshoot technical issues, and coordinate with relevant teams to resolve system-related challenges.
• Support field monitoring activities, missions, and visits to financial service providers and partners to verify implementation arrangements and strengthen programme oversight.
• Represent UNHCR in cash assistance related technical meetings, working groups, and coordination forums, as required.
• Contribute to inter-agency information sharing, analysis, and evidence generation efforts supporting coordinated cash assistance responses.
• Escalate complex incidents, data quality issues, and operational risks to the supervisor for guidance and resolution.
• Perform other related duties as required.
3.

Description

Aspire Software is looking for a Technical Support Specialist to join our team in Lebanon.

Role overview

We are seeking a hands-on Technical Support Specialist (Level 1 / Level 2) to provide end-to-end technical support for a member management, dues collection, and dispatch platform used by trade unions across the United States. The application is built on a Microsoft Access front end installed on client systems, backed by a SQL Server database. This is a blended support and maintenance role: the work is primarily support-focused — diagnosing and resolving client-reported issues — but the successful candidate will be comfortable reading, modifying, and testing code (SQL, VBA, and legacy application logic) to resolve defects directly rather than simply triaging and escalating. The role replaces developer capacity on the team, so the emphasis is on bug fixes, issue resolution, and ongoing maintenance rather than net-new feature development.

Key responsibilities

Own client-reported issues end to end — from intake and triage through diagnosis, resolution, testing, and closure.

Provide both Level 1 (frontline troubleshooting) and Level 2 (deeper technical diagnosis and remediation) support.

Remotely access client systems (via remote desktop tools such as TeamViewer, AnyDesk, or Zoom) to investigate and resolve issues.

Diagnose and fix defects in the application, including reading and modifying VBA scripts, Access forms/queries/modules, and SQL Server objects (queries, stored procedures, views).

Write, modify, and test SQL to investigate data issues, correct records, and validate fixes against the SQL Server back end.

Troubleshoot application functionality, connectivity, configuration, and data-integrity problems in a Microsoft Access / SQL Server environment.

Reproduce reported bugs, identify root cause, implement fixes, and verify resolution before returning to the client.

Escalate genuinely complex or architectural issues to senior engineers, with clear documentation of steps taken and findings.

Document resolutions, maintain support logs, and contribute to the internal knowledge base to reduce recurrence.

Requirements

2–5 years of experience in IT technical support, application support, or a technical helpdesk role.

Fluency in English — strong written and verbal communication, sufficient for direct interaction with a North American client base.

Good SQL skills — able to read, write, modify, and test SQL queries against SQL Server (SELECT, joins, filtering, and basic data correction).

Ability to debug Microsoft applications and legacy tech stacks, including Microsoft Access and VBA scripting — able to read, understand, and modify existing code to resolve defects.

Strong understanding of Windows environments and desktop application troubleshooting.

Familiarity with remote access tools (e.g., TeamViewer, AnyDesk, Zoom) for supporting client systems.

Availability to work 9:00 AM – 5:00 PM EST, aligned to the North American client base.

Ability to work independently, manage a queue of issues, and follow escalation procedures.

Preferred skills

Experience supporting or maintaining Microsoft Access applications with a SQL Server back end.

Working knowledge of SQL Server administration concepts (stored procedures, views, indexing, backups).

Prior experience in a software support / bug-fix / maintenance capacity as opposed to pure feature development.

Exposure to membership, dues, dispatch, or association management software (or comparable line-of-business systems).

Relevant certifications (e.g., CompTIA A+, Microsoft Certified: Fundamentals, or SQL-related credentials).

Soft skills

Problem-solving mindset with strong attention to detail and a focus on root-cause resolution.

Clear, professional, and patient communication with clients.

Ability to remain calm under pressure and manage multiple concurrent issues.

Self-directed and reliable when working remotely across time zones.
