<p><br></p><p>This position is located in the Crisis Response Division (CRD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.</p><p>This temporary job opening is being advertised for the position of Humanitarian Affairs Officer (Risk Management and Compliance), P3 with OCHA Lebanon in Beirut. Under the overall supervision of OCHA Head of Office, the incumbent reports to the Head of Humanitarian Finance Section/Fund Manager. The Humanitarian Fund Units in OCHA Regional and Country Offices manage multi-donor country-based pooled funds under the leadership of the Resident Coordinator and/or Humanitarian Coordinator. These funds receive unearmarked contributions from donors. The funds are allocated to humanitarian actors for ongoing humanitarian operations and to respond to new emergencies.</p><p>The Humanitarian Affairs Officer (Risk Management and Compliance) may supervise staff.</p><p><b>Responsibilities</b></p><p>Within delegated authority, the Humanitarian Affairs Officer (Risk Management and Compliance) will be responsible for the following duties:</p><ul><li>Monitors, analyzes and reports on humanitarian developments, disaster relief/ management or emergency situations in assigned country/area which may impact performance of the Humanitarian Financing Unit (HFU).</li><li>Organizes and prepares studies on humanitarian, emergency relief and related issues and organizes follow-up work management response related to audits and evaluations of Country-Based Humanitarian Pooled Funds.</li><li>Establishes and maintains contacts with other UN agencies, non-governmental organizations, and other key stakeholders to enable early detection of compliance issues in HFU funded projects and verifies prevention and control mechanisms.</li><li>Undertakes and provides risk management and compliance training for implementing partners.</li><li>Prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, briefings, case studies, presentations, correspondence, etc. related to risk management and compliance in the context of Country-Based Humanitarian Pooled Funds.</li><li>Serves as the primary focal point on monitoring and risk management and compliance of the HFU, keeps abreast of latest developments, liaises with other humanitarian organizations, etc., ensures appropriate monitoring and reporting mechanisms in line with global country-based pooled fund guidelines.</li><li>Reviews and provides advice to HFU on policy issues related to risk and compliance.</li><li>Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.</li><li>Supports and monitors compliance by IPs with global policy requirements on accountability and risk management, leads the Eligibility Process and oversees response to non-compliance by IPs with contractual obligations and CBPF requirements.</li><li>Provides technical capacity to respond to alleged and proven incidents of misconduct (financial misconduct or sexual exploitation and abuse) by IPs.</li><li>Provides guidance to, and may supervise, new/junior staff.</li><li>Performs other duties as required.</li></ul><p><b>Competencies</b></p><ul><li>Professionalism: Knowledge of a range of humanitarian assistance, emergency relief and related humanitarian issues, including approaches and techniques to address difficult problems. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.</p><p>A minimum of five (5) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related is required</p><p>Experience in compliance and risk management is required.</p><p>Experience in responding to fraud and/or Sexual Exploitation and Abuse (SEA) incidents is desirable.</p><p>Relevant experience in a humanitarian context within the UN Common System or other comparable international organization is desirable</p><p>Relevant experience in the Middle East region is desirable.</p>

<p><strong>ROLE PURPOSE: </strong></p><br><p>The Food Security, Livelihoods, and Social Protection Technical Advisor (TA) is a critical position for Save the Children in Lebanon and will play the lead role in ensuring the design, implementation and monitoring of high quality social protection, food security, livelihoods, and integrated nutrition programming for thousands of children and their families across the country. This role covers all thematic priorities under Save the Children’s global ambition to end Child Poverty.</p><br><p>The TA provides technical leadership to all our work in the sectors of Child Sensitive Social Protection and Basic Assistance, Food Security, Livelihoods, and Nutrition, with responsibility for developing clear strategic and operational plans, identifying fundraising needs and leading the development of technical proposals, forging strong partnerships with Government, UN, NGO and local civil society counterparts, as well as providing technical support to our implementing teams across three different field locations in Lebanon.</p><br><p><strong>CHILD SAFEGUARDING: </strong></p><br><p>Level 3 - the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.</p><br><p><strong>SCOPE OF ROLE:</strong></p><br><p>Reports to: Director of Program Development and Quality (DPDQ)</p><br><p>Dimensions: Save the Children Lebanon Country Office currently has a large portfolio of Social Protection, Food Security, Cash & Voucher Assistance (CVA) and Livelihoods work across the country, with a strong pipeline of future funding and opportunities to further expand given the complexity of the economic context of Lebanon and the growing focus on integrated cash plus and nutrition programming. </p><br><p>Staff reporting to this post: None </p><br><p><strong>KEY AREAS OF ACCOUNTABILITY:</strong></p><br><p><i>Strategic Planning and Leadership</i></p><br><ul> <li>Provide overall strategic leadership to Save the Children’s work in the Social Protection, Basic Need Assistance, CVA, Food Security, Livelihoods, and Nutrition sectors in Lebanon.</li> <li>Lead the development and rollout of these sector strategies for Save the Children in Lebanon, including cross cutting issues related to Nutrition within other sectors</li> <li>Provide technical input to the development of country annual plans, area plans, sector strategies and other planning documents.</li> <li>Maintain a clear overview of program progress across the sector portfolio to be shared with senior managers.</li> <li>Ensure integration of FSL and CVA with other sectors at program design level and within the developed tools and approached when relevant. </li></ul><p><i>Program Quality and Standards</i></p><br><ul> <li>Provide technical expertise, quality assurance and support for Save the Children’s SP&FSL and CVA programs, ensuring they are of high quality with reliable data and outcomes. </li> <li>Coordinate the development of technical capacity building resources and plans for SP&FSL staff, in Save the Children and our partners in Lebanon, working with field teams to prioritize training needs and resource these appropriately.</li> <li>Develop and implement capacity-building resources and plans on CVA for Save the Children technical advisors, operations teams, and partners in Lebanon. Work closely with the DPDQ and the Director of Operations to ensure the effective implementation of Save the Children's CVA procedures, standards, and framework.</li> <li>Develop and maintain central database of tools and guidance to support program quality and support the development of technical tools, guidance and documentation as required.</li> <li>Oversee knowledge sharing across FSL & SP teams and ensure that monitoring and evaluation results are understood and used to improve programs.</li> <li>Ensure FSL, SP and CVA programmes are designed and monitored to support children’s outcomes and integrated with other sectors and gender and disability inclusive, when appropriate.</li> <li>Manage the technical knowledge repository and supervise the virtual library of manuals and approaches per type of program, including tools and best practice documentation and evidence to improve and manage program quality.</li> <li>Ensure documentation of case studies and dissemination of these both internally and externally working with the Media and Advocacy team.</li> <li>Lead in technical assessments including Labor Market Assessments, Market System and Value Chain Analysis, CVA Situation and Response Analysis, Livelihoods Assessments, Household Economy Analysis, and other evidence generation.</li> <li>Participate in external workshops or research as needed, including the Integrated Poverty Classification Targeting exercise done at the national level. </li></ul><p><i>Programme Development and Resource Mobilisation</i></p><br><ul> <li>Provide active leadership in Save the Children’s relationships with key donors for the Social Protection and Basic Assistance, Food Security, Livelihood, and Nutrition sectors</li> <li>Ensure clear identification of fundraising needs and priorities in these sectors</li> <li>Identify and assess appropriateness of fundraising opportunities.</li> <li>Lead technical development of high-quality proposals in line with strategic ambitions.</li> <li>Develop set of “off the shelf” concept notes for new or pilot activities.</li> <li>Lead donors and partner mapping for these sectors.</li></ul><p><i>Technical Support to Programme Implementation</i></p><br><ul> <li>Line-manage project components aimed at technical support to third parties at the national level, such as project implementing partners</li> <li>Lead the technical assessment, selection, and monitoring of SP&FSL and CVA implementing partners</li> <li>Support the development of monitoring, information management, and reporting systems that provide information for reporting and program improvement (in conjunction with Monitoring, Evaluation, Accountability and Learning (MEAL) and field staff), such as Post-Distribution Monitoring and Quality Benchmarks</li> <li>Support high quality reporting by field staff through timely review and guidance.</li> <li>Screen technical field manager candidates (and others as appropriate) and support recruitment as needed.</li> <li>Assess (in conjunction with line management) and support technical work of Program Managers and sector focal points and support their professional development.</li> <li>Promote and facilitate synergies with other thematic programs</li> <li>As needed, lead in technical inputs to procurement of program goods or services involving multiple locations, large-scale use of resources, and/or a high level of risk to the agency to ensure program relevance, quality, adherence to technical guidelines, and efficient use of resources.</li> <li>Conduct regular field monitoring of activities</li> <li>Where external consultants (local or international) are required to technically support or monitor and evaluate projects, lead the recruitment and subsequent management of [15 December 2026] All deliverables produced will become property of ESCWA.<br> Work Location<br>Remote<br> Expected duration<br>5 Months<br> Duties and Responsibilities<br>Background The 2030 Agenda for Sustainable Development as well as the Post-2030 Agenda recognizes that fighting poverty according to all its forms is among the greatest global challenges and is indispensable for sustainable development. Meanwhile, across the developing world, poverty reduction has been slow and inconsistent. The case in point is the Arab region, where poverty has been rising over the past two decades due to various adverse shocks – notably the pandemic, recurring conflict, man-made and natural disasters, and global inflation. With the weight of this evidence, there is considerable concern regarding the capacity of Arab developing countries to recover and transition out of poverty in the coming years. To support its member States with designing policies for alleviating economic poverty according to various definitions, UN ESCWA has advanced novel approaches for measuring and projecting poverty and vulnerability consistently across countries and years. ESCWA’s recent publications on money metric poverty, inequality, and the middle class in Arab countries show poverty has been on the rise, particularly in low-income Arab countries. They also found that a substantial share of the middle class in middle income countries – defined through a social lens – was either consumption-poor or vulnerable to falling into poverty. These findings reveal the lived realities of socioeconomic insecurity and downward mobility in the region. Recent conflicts such as the ongoing War on Iran and the closure of the Strait of Hormuz have further exacerbated deprivation and vulnerability by causing destruction and displacement, income shocks, and surging costs of fuels and other basic commodities. The War on Iran has also illustrated that no Arab subregion or country income group is immune to the impacts of conflict. Economic inequality does not drive the long-term poverty trends. In fact, income inequality has been stagnating or falling in much of the region, and wealth inequality has also been stagnating or even falling in Arab middle-income and high-income countries, even though it has risen in Arab least developed countries (LDCs). Trends in social inequalities corroborate the improved inclusiveness of the environment and socioeconomic opportunities across social groups such as men and women, and urban and rural households. This has given rise to the Arab Inequality Puzzle (World Bank, 2013). Understanding the role of countries’ economic growth and its trickledown to ordinary and vulnerable households is an important part of solving the poverty–inequality puzzle. While Arab economies at large have been expanding, most workers have not reaped benefits from this growth or from their own enhanced human capital. Earnings and returns to schooling have been stagnating or declining. The segmentation of Arab countries’ labour markets thus provides additional clues to solving the puzzle. The share of precarious jobs has been increasing in the past decade, particularly since the onset of the COVID-19 pandemic, and the technology-enabled proliferation of the informal platform and gig economy. Arab countries’ efforts to wean themselves off the resource extraction economy has also contributed to the attrition of decent jobs, as it has not been accompanied by an adequate creation of formal green jobs. Indeed, household income surveys point to the stagnation or decline in take-home incomes and consumption expenditures. Is it that their distribution in household surveys could be grossly underestimated? Indeed, recent studies suggest that misreporting and exclusion of certain households’ incomes typically underestimates the earnings distribution, particularly its top deciles. Purpose of the consultancy The forthcoming report attempts to resolve the Arab Inequality Puzzle with these stylized facts relying on the most recent national accounts data and household income and expenditure surveys for over 150 countries. The analytical focus and policy implications are primarily geared to Arab countries. In addition to elucidating the poverty–inequality nexus, which has important policy implications for Arab countries, the report’s second main objective is to produce a revised set of inequality measures that factor in the estimated missing top incomes. The accompanying database will complement ESCWA’s existing databases as well as the Money Metric Poverty and Inequality Assist Tool (MPAT) which are publicly available for researchers and policy makers in Arab countries and globally. Given the significance of the undertaking and the novelty of the tentative findings, ESCWA is recruiting a consultant to assist with the development of methodologies, and production and interpretation of new results for the forthcoming “Making Sense of the Poverty and Inequality Puzzle in Arab Countries” Report. The Consultant will conduct analysis, produce new results and their interpretation, and draft two new chapters for the Report, namely “Size of the middle class: trends and updates", and “Living conditions of the middle class,” including a section on "Trends in inequality perceptions.” Duties and responsibilities Reporting to the Poverty Project Coordinator, under the broad supervision of the Cluster Leader, the consultant will work closely with the Poverty Project team, assisting in the following areas: 1- Collect, synthesize, and analyze data on socioeconomic vulnerabilities and poverty levels including trends across time. 2- Draft a “Size of the middle class: trends and updates" chapter. 3- Draft a “Living conditions of the middle class” chapter, including a section on "Trends in inequality perceptions.” 4- Assist in other related tasks as requested by the supervisor.<br> Qualifications/special skills<br>A masters degree in economics, statistics or related fields is or related area is required.
