<p>CPCD is a global firm specializing in monitoring, evaluation, research, and consultancy. Established in 2018, we aim to create sustainable and long-lasting development for our clients, partners, and communities through evidence-based and data-driven solutions. CPCD provides high-quality assessments, evaluations, third-party monitoring (TPM), research, capacity-building, and training services delivered by experienced teams working across humanitarian and development contexts. CPCD is currently implementing and preparing for several research, assessment, monitoring, and evaluation assignments in Lebanon . We are therefore seeking experienced, motivated, and culturally sensitive Remote Enumerators / Online Researchers based in Lebanon to support data collection activities conducted remotely.</p><p>The primary objective of the Remote Enumerator is to collect high-quality, reliable, accurate, and verifiable data remotely from targeted respondents, households, key informants, and other participants while strictly adhering to approved methodologies, ethical standards, safeguarding requirements, and data protection protocols. Data collection may be conducted through telephone interviews, online interviews, digital questionnaires, and other remote data collection methods , depending on the specific assignment.</p><p>Under the direct supervision of the Team Leader and CPCD M&E/Research Team , the Enumerator will be responsible for the following:</p><ul><li><b>Pre-Assignment Preparation</b></li><ul><li>Participate fully in mandatory online training sessions covering data collection tools, methodologies, ethical guidelines, safeguarding, PSEA, Do No Harm, informed consent, and data protection.</li><li>Thoroughly review and understand questionnaires, interview guides, consent procedures, respondent lists, and assignment instructions.</li><li>Participate in pilot testing of data collection tools and provide feedback on clarity, functionality, and respondent understanding.</li><li>Become familiar with digital data collection platforms such as KoboToolbox, Kobo Collect, ODK, other platforms , depending on project requirements.</li></ul><li><b>Remote Data Collection</b></li><ul><li>Conduct interviews and surveys remotely through telephone calls, or web-based data collection tools .</li><li>Contact assigned respondents professionally and respectfully according to the approved respondent list or sampling methodology.</li><li>Obtain informed consent before beginning each interview and clearly explain the purpose of the study, confidentiality measures, voluntary participation, and the respondent's right to refuse or withdraw.</li><li>Administer questionnaires accurately and consistently in Arabic or other relevant languages , depending on respondent needs.</li><li>Ask questions neutrally and objectively without leading or influencing respondents.</li><li>Probe appropriately for clarification while maintaining the intended meaning of the questions.</li><li>Accurately record responses using the designated digital data collection system.</li><li>Conduct or support remote Key Informant Interviews (KIIs), telephone surveys, online interviews, and other quantitative or qualitative data collection activities as required.</li><li>Meet agreed daily productivity targets while maintaining high standards of data quality.</li><li>Maintain regular communication with the Team Leader regarding progress, respondent availability, non-response cases, and any challenges encountered.</li></ul><li><b>Data Quality and Security</b></li><ul><li>Review completed questionnaires daily to ensure completeness, consistency, and accuracy before submission.</li><li>Correct identified errors or inconsistencies promptly in coordination with the Team Leader.</li><li>Submit completed data according to the agreed timelines and procedures.</li><li>Maintain strict confidentiality of respondent information and personally identifiable data.</li><li>Do not share, copy, photograph, record, or distribute respondent information outside authorized project systems.</li><li>Ensure that devices, internet connections, documents, and digital files used for the assignment are appropriately secured.</li><li>Comply fully with CPCD's data protection and data quality assurance procedures.</li></ul><li><b>Ethics, Safeguarding, and Reporting</b></li><ul><li>Uphold the highest standards of professional conduct, confidentiality, neutrality, respect, and integrity.</li><li>Adhere to PSEA, safeguarding, Do No Harm, and informed consent principles throughout all interactions with respondents.</li><li>Maintain zero tolerance for Sexual Exploitation and Abuse (SEA), harassment, discrimination, fraud, or misconduct.</li><li>Immediately report any safeguarding concern, complaint, ethical issue, or significant challenge to the Team Leader.</li><li>Follow approved referral procedures where applicable.</li><li>Participate in regular online debriefing sessions and report progress, challenges, and lessons learned.</li></ul></ul><p>The assignment will be conducted remotely/online . To answer the different platform wide challenges, the group is organized into domains that are composed of developers, product managers, architects and experts. Part of this Platform Technologies group, the Security Domain's mission is to: Ensure the security of the platform to meet market standards and client requirements, Ensure the security of the internal Software Development Lifecycle, Product manage and develop security and IAM components of the MX.3 platform. The Security Domain is made up of technical product managers and engineers from different seniority levels. Team members are in contact with many development and support teams from all the offices of Murex and in direct contact with customers. The open position is within the Security Domain as Security Technical Product Manager. Your Responsibilities: As a Security Technical Product Manager and member of the Platform Technologies team, you will serve as a liaison for the security domain between MX.3 customers and customer-facing teams (Presales, Production and Architecture Consultants, Operators, Product Evolution Services, etc.), engineering teams (part of SAFe Agile Release Trains) and external security technology partners. You ll also: Collaborate with cross-functional teams to define technical solutions, requirements, and architecture for new security focused capabilities (Identity and Access Management, etc.) of the MX.3 platform. Collaborate with stakeholders to define features scope, acceptance criteria, timelines, and deliverables. Build expertise on MX.3 product and internal processes, especially expertise on security components of MX.3 and the Secure Development Lifecycle (SDLC) of MX.3 Analyze requirements and ensure their alignment with the security market best practices. Analyze software security regulations and standards (e.g. OWASP Top 10 Web Application Security Risks) to identify product gaps and evolution opportunities. Drive execution of security features through delivery, actively removing impediments to keep work on track. Work with the different delivery teams to ensure that they understand the requirements and specifications. Assist the testing teams to ensure that security requirements can be easily translated into test plans and ensure that the proper security testing plans have been completed. Review internal projects to analyze security threats and risks and enrich security requirements. In fact, open government data operationalizes transparency, a core principle of effective governance for achieving the 2030 Agenda, by making public sector information reusable for social and economic value creation. In this context, open data contributes directly to multiple SDGs, including institutional effectiveness (SDG 16), innovation (SDG 9), and partnerships (SDG 17) . Globally, open data is transforming digital economies and governance systems by enabling innovation, improving policy design, and supporting data-driven ecosystems. Open data enhances democratic engagement and stimulates innovation by allowing businesses and citizens to reuse government data for new services and insights. At the same time, ITU data shows that the rapid expansion of digital connectivity—with around 74% of the global population online in 2025—creates unprecedented opportunities for open data use, although gaps persist across regions . Regionally, particularly in developing and Arab countries, open data can help address structural challenges by improving coordination and reducing information asymmetries. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national open data policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the national open data policy to the GIA. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the open data policy. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national blockchain policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the national blockchain policy to the Authority. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the blockchain policy. To produce the draft policy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. The UN Sustainable Development Goals explicitly include “legal identity for all” (SDG 16.9), highlighting its role in inclusion and governance. In fact, e-ID allows individuals to securely prove their identity in digital environments, which improves access to healthcare, education, financial services, and social protection while reducing costs and improving efficiency in delivery. Identity verification is also essential for the resilience of societies and economies. Well-governed digital identity systems are now viewed as critical digital public infrastructure necessary for long-term sustainability and trust in digital transformation . Globally, the impact of e-ID is transformative but uneven. The World Economic Forum (WEF) highlights that around 850 million people still lack legal identification, limiting their ability to participate fully in society and the economy. Expanding digital identity systems can significantly improve inclusion, enabling access to digital services, financial systems, and labor markets while enhancing privacy and user control when properly designed. Regionally, especially in developing economies, e-ID is expected to accelerate digital economies and public sector efficiency; however, gaps in infrastructure, governance, and interoperability remain major barriers. Evidence also shows that lack of ID restricts access to essentials such as mobile connectivity, banking, healthcare, and voting, demonstrating the broad socio-economic consequences of identity exclusion. Two widely cited global success cases are Estonia and India. Estonia’s e-ID is considered a global benchmark, where over 99% of public services are accessible online and citizens use digital identity for voting, healthcare, taxation, and business, demonstrating how e-ID can anchor a fully digital society . Its success is grounded in strong legal frameworks, interoperability, and universal adoption. Another example is India’s Aadhaar system , which has enabled large-scale inclusion in financial services and targeted welfare delivery. These cases illustrate that successful e-ID systems combine policy, technology, and governance to drive adoption and trust . For Libya, developing a robust e-ID policy is critical to advancing its digital transformation agenda and overcoming governance and service delivery challenges. Given Libya’s high internet penetration, a clear, comprehensive e-ID policy would strengthen trust, improve interoperability across government services, and address gaps in data protection and digital governance. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national digital identity policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital identity policy to the GIA. As such, GenAI can play a pivotal role in national socio-economic development by driving innovation, improving service delivery, and creating new economic opportunities. However, this potential must be balanced with proactive governance to mitigate risks such as misinformation, bias, data misuse, and intellectual property infringement. To harness GenAI responsibly, it is critical for governments to develop and adopt comprehensive national guidelines that define ethical boundaries, promote safe and transparent use, and set standards for both public and private sector deployment. Such guidelines should address key areas including data quality and privacy, transparency of AI-generated content, human oversight, accountability mechanisms, and the responsible integration of GenAI into critical infrastructure and public services. A national framework provides clarity for developers, users, and regulators, ensuring that GenAI innovation aligns with national values, legal frameworks, and societal well-being. Several countries have already taken steps in this direction. In the Arab region, Saudi Arabia’s SDAIA (Saudi Data and AI Authority) has issued guidelines for GenAI ethics focusing on fairness, safety, and accountability. The UAE, through its Artificial Intelligence Office, is also advancing efforts to develop policy frameworks that include generative AI within broader ethical and governance strategies. Internationally, the United States released an amendment to the Executive Order on the Safe, Secure, and Trustworthy Development and Use of AI , which includes mandates for managing the risks of GenAI in areas such as deepfakes and cybersecurity. Meanwhile, the European Union (EU) has incorporated GenAI provisions into its landmark AI Act , setting requirements for transparency and labeling of AI-generated content. Establishing national guidelines for GenAI is not merely a regulatory exercise; it is a strategic enabler of innovation, public trust, and global competitiveness. With the right governance, countries can unlock the full value of GenAI while ensuring its development and use remain ethical, inclusive, and aligned with long-term national interests. The United Nations (UN) is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. Among its objectives , GDC aims to enhance the international governance of AI for the benefit of humanity. The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 “Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels”. Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts new technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. In the Arab region, 95% mobile broadband coverage — a critical enabler for connected mobility . The progressive integration of AI, IoT, GIS and ITS into national transport strategies across Member States, directly serving SDGs 9 and 11. Libya’s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world — publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya’s broader digital transformation and economic recovery agenda. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. <br>Qualifications:
<br>• Two years of experience in blacksmithing.
<br>• BT certificate is an additional advantage.
<br>• Ability to work in tough conditions.
<br>• Physical fitness to handle heavy equipment.
