It will clearly explain key concepts, review the design, rationale, and performance of revenue-sharing and fiscal transfer systems with examples of countries, and examine their impact on regional development, equity, and service delivery. Building on this analysis, the paper will identify policy options and actionable insights tailored to Iraq’s context, including considerations for natural-resource revenue sharing, equalization mechanisms, and rule-based transfer formulas that can support inclusive development and improved human development outcomes.<br> Work Location<br>Remote<br> Expected duration<br>2 months<br> Duties and Responsibilities<br>Background In response to the formal request of the General Authority for Monitoring the Allocation of Federal Revenues of Iraq, ESCWA conducted a national needs assessment and consultation workshop in September 2025 in Baghdad, marking an initial step in supporting the Authority’s in enhancing the fairness, transparency, and efficiency of federal resource allocation in Iraq, ensuring that all governorates receive their entitlements in a manner that supports stability and inclusive development. The workshop provided a platform to identify systemic challenges and capacity needs, with a focus on data systems, institutional practices, digital infrastructure, and institutional frameworks that are essential for effective oversight. Discussions examined the availability and quality of fiscal and socio-economic data required for informed decision-making and equitable revenue-sharing arrangements, and initiated a technical dialogue on transparent, evidence-based revenue-sharing framework informed by international experience, while respecting Iraq’s context. The workshop also explored potential benchmarks and indicators that may guide the evaluation of fiscal performance, efficiency, and equity across governorates. Duties and Responsibilities In this context, the consultant will be required to: • Present a conceptual overview and the rationale of federal fiscal transfers. • Examine vertical equity and efficiency in fiscal transfers: approaches, methodologies, and critical issues in country contexts. • Analyze horizontal equity and efficiency in fiscal transfers: approaches, methodologies, and critical issues in country contexts. • Review fiscal transfers through international experiences and draw lessons for comparative practice. • Design and assess institutional arrangements for fiscal transfers. • Specify data requirements and stakeholder engagement mechanisms. • Apply analytical insights to the Iraqi context to identify tailored policy options and actionable recommendations.<br> Qualifications/special skills<br>An Master's degree in economics, finance or related area is required. <p>Despite the announcement of a ceasefire, the situation in Lebanon remains unstable, with localized incidents, including strikes reported in southern Lebanon. The June 2026 ceasefire has allowed for partial and phased returns of displaced populations, particularly in areas where active hostilities have subsided. The situation is compounded by Lebanon ongoing macroeconomic and institutional crisis which continues to limit recover capacity. High poverty levels, currency instability, and weakened public service delivery systems have left both host communities and displaced populations with reduced coping capacity and limited access to services. In this constraint environment, HI, who has been present in Lebanon 1992, has been able to adapt its programming to the specific emergencies onset as well as keeping some of its long-standing development focus. HI is managing activities covering the following thematics: Health and prevention for the provision of multi-disciplinary rehabilitation services (post operative care, physiotherapy, assistive devices, prosthetics and orthotics and psycho-social support). Meanwhile, across the developing world, poverty reduction has been slow and inconsistent. The case in point is the Arab region, where poverty has been rising over the past two decades due to various adverse shocks – notably the pandemic, recurring conflict, man-made and natural disasters, and global inflation. With the weight of this evidence, there is considerable concern regarding the capacity of Arab developing countries to recover and transition out of poverty in the coming years. To support its member States with designing policies for alleviating economic poverty according to various definitions, UN ESCWA has advanced novel approaches for measuring and projecting poverty and vulnerability consistently across countries and years. ESCWA’s recent publications on money metric poverty, inequality, and the middle class in Arab countries show poverty has been on the rise, particularly in low-income Arab countries. They also found that a substantial share of the middle class in middle income countries – defined through a social lens – was either consumption-poor or vulnerable to falling into poverty. These findings reveal the lived realities of socioeconomic insecurity and downward mobility in the region. Recent conflicts such as the ongoing War on Iran and the closure of the Strait of Hormuz have further exacerbated deprivation and vulnerability by causing destruction and displacement, income shocks, and surging costs of fuels and other basic commodities. The War on Iran has also illustrated that no Arab subregion or country income group is immune to the impacts of conflict. Economic inequality does not drive the long-term poverty trends. In fact, income inequality has been stagnating or falling in much of the region, and wealth inequality has also been stagnating or even falling in Arab middle-income and high-income countries, even though it has risen in Arab least developed countries (LDCs). Trends in social inequalities corroborate the improved inclusiveness of the environment and socioeconomic opportunities across social groups such as men and women, and urban and rural households. This has given rise to the Arab Inequality Puzzle (World Bank, 2013). Understanding the role of countries’ economic growth and its trickledown to ordinary and vulnerable households is an important part of solving the poverty–inequality puzzle. While Arab economies at large have been expanding, most workers have not reaped benefits from this growth or from their own enhanced human capital. Earnings and returns to schooling have been stagnating or declining. The segmentation of Arab countries’ labour markets thus provides additional clues to solving the puzzle. The share of precarious jobs has been increasing in the past decade, particularly since the onset of the COVID-19 pandemic, and the technology-enabled proliferation of the informal platform and gig economy. Arab countries’ efforts to wean themselves off the resource extraction economy has also contributed to the attrition of decent jobs, as it has not been accompanied by an adequate creation of formal green jobs. Indeed, household income surveys point to the stagnation or decline in take-home incomes and consumption expenditures. Is it that their distribution in household surveys could be grossly underestimated? Indeed, recent studies suggest that misreporting and exclusion of certain households’ incomes typically underestimates the earnings distribution, particularly its top deciles. Purpose of the consultancy The forthcoming report attempts to resolve the Arab Inequality Puzzle with these stylized facts relying on the most recent national accounts data and household income and expenditure surveys for over 150 countries. The analytical focus and policy implications are primarily geared to Arab countries. In addition to elucidating the poverty–inequality nexus, which has important policy implications for Arab countries, the report’s second main objective is to produce a revised set of inequality measures that factor in the estimated missing top incomes. The accompanying database will complement ESCWA’s existing databases as well as the Money Metric Poverty and Inequality Assist Tool (MPAT) which are publicly available for researchers and policy makers in Arab countries and globally. (local Lebanon time) on 28 June 2026 Trócaire is seeking to recruit a Head of Programme Development & Quality (HoPDQ) to be based in Beirut, Lebanon to support local partners in Lebanon and Syria.<br> As a member of the Country Management Team (CMT), the Head of PDQ is responsible for driving cross-functional engagement in the development and delivery of Trócaire’s Country Strategy Plans in both Lebanon and Syria, developing annual plans and reporting on results.<br> They are responsible for ensuring development and delivery of high quality, evidence-based, innovative programmes in all contexts, that contribute to Trócaire’s Global Strategic Plan.<br> The Head of PDQ ensures that a robust monitoring, evaluation, accountability and learning (MEAL) system is in place, that the country office engages in the collection and use of evidence and that this is shared across the organization, and that reliable data is used for decision-making.<br> The Head of PDQ supports strategic positioning with donors and partners and leads on programme and project design to ensure that the country office strategies can be delivered in line with Trócaire’s programme framework, Localisation agenda and a gender transformational approach.<br> As a senior leader in the country office, you will play a representational role with the government/authorities, donors, partners, peer agencies, and others.<br> As one of the most senior staff in the Country Office, the Head of PDQ must demonstrate the qualities of agile leadership.<br> S/he plays a key role in defining and pursuing the strategic direction for Trócaire’s programmes in Lebanon and Syria, ensuring the relevance, coherence, safety and impact of our programmes in all contexts.<br> This is a challenging role requiring an individual who can work with complexity and multiple tasks at one time.<br> It demands dedication to demonstrating outcomes for communities at risk, experience in integrated programming and a highly motivated leader.<br> You have specific oversight for ensuring that programmes demonstrate thematic excellence in contributing to Trócaire’s Global Strategic Plan.<br> The Head of PDQ will report to the Country Director in Beirut and will lead, develop and empower an experienced, committed and hardworking team of 9.<br> The Head of PDQ will directly line manage four Programme Managers including the MEAL Manager, and a Humanitarian Response Coordinator.<br> The Head of PDQ will work closely with the Business Development & Grants Manager, Finance Manager, and HQ/global technical advisors.<br> This is a two-year fixed-term contract, renewable, based in Beirut, with frequent travel to programme locations in Lebanon and Syria.<br> The contract includes a six-month probation period.<br> For the implementation and review of programme strategies across Lebanon and Syria, ensuring alignment with Trócaire's Global Strategic Plan and Country Strategic Plans.<br> Drive strategic programme planning, prioritisation and adaptive management to ensure programmes remain relevant, context-responsive and impactful.<br> Lead annual planning, programme reviews and reporting processes, ensuring evidence-based decision-making and organisational learning.<br> Promote innovation, learning and continuous improvement across programmes and partners.<br> Identify and monitor strategic and programme risks, ensuring appropriate mitigation measures are integrated into planning and decision-making.<br> In collaboration with the BDGM, ensure programme growth, fundraising prioritisation, donor positioning, and strategic partnerships.<br> Programme Development, Quality, and Learning: Provide strategic leadership to ensure programmes are evidence-based, partner-centred and aligned with Trócaire's Programme Quality standards.<br> Ensure robust MEAL systems, knowledge management and learning processes are embedded across programmes.<br> Lead programme quality improvement efforts, including reviews, evaluations, learning and adaptive management.<br> Ensure cross-cutting priorities including gender equality, safeguarding, disability inclusion, accountability, conflict sensitivity and nexus approaches are integrated across programming.<br> Promote innovation, evidence generation and the use of learning to strengthen programme effectiveness and impact.<br> Promote a culture of learning, reflection, evidence generation, knowledge management, and adaptive management across programme teams and partners, organization wide and externally.<br> Ensure research and evaluation jointly with PIL Unit at HQ to generation of evidence for development and improvement of programme approaches, sound decision making and policy influencing internally and externally.<br> Programme Oversight and Risk Management: Maintain strategic oversight of programme performance, grant health, compliance and risk management across the portfolio.<br> Support Programme Managers to deliver high-quality programmes that achieve intended outcomes and meet donor and organisational standards.<br> Ensure effective programme monitoring, reporting and documentation systems are in place.<br> Ensure regular documented structured team meetings for information exchange and strategic discussions as well as to facilitate rolling out of organisational programme processes and policies within the country team.<br> Promote integrated programme and finance oversight to strengthen accountability, risk management and partner support.<br> Oversee a monitoring system that provides timely and accurate project results by embedding MEAL across programme implementation.<br> Ensure proper documentation of programmes using Trócaire’s cloud-based Salesforce/Box/Box Drive system.<br> Ensure regular and coordinated visits by finance and programme staff to all programme partners to review systems and financial management and to provide support to partners in line with Trócaire’s Partner Governance and Finance Policy.<br> Advocacy, Partnerships and Localization: Provide strategic oversight of Trócaire's partnership portfolio, ensuring strong, equitable and accountable partnerships across Lebanon and Syria.<br> Champion locally led approaches and ensure localisation commitments are embedded across programme design, implementation and learning.<br> Support the development of evidence-based advocacy priorities and policy positions linked to programme learning and contextual analysis.<br> Strengthen strategic engagement with partners, networks and stakeholders to advance programme objectives and influence.<br> Support partner diversification, capacity-sharing and organisational development in line with Trócaire's partnership approach.<br> People Leadership: Lead, mentor and develop a high-performing programme team, fostering accountability, collaboration, innovation and continuous learning.<br> Line manages Programme Managers, MEAL Manager, Humanitarian Response Coordinator and Partnership Manager.<br> Ensure staff have clear objectives, performance expectations and opportunities for professional growth and leadership development.<br> Promote cross-functional collaboration and effective teamwork across programme, finance, business development and support functions as well as with global technical advisors.<br> Maintain oversight of the country office technical capacity and development (with People & Culture), ensure that positions are adequately funded (with Finance & BDGM), and secure specialised expertise to fill gaps, when needed.<br> Representation and Senior Management: Represent Trócaire externally with donors, partners, coordination forums and other stakeholders as delegated by the Country Director.<br> Actively contribute to Country Management Team leadership, strategic decision-making and organisational performance.<br> Support strategic positioning, donor engagement, fundraising and external communications efforts.<br> Deputise for the Country Director when required and undertake other responsibilities consistent with the role.<br> Fulfil other reasonable duties and responsibilities, as requested by the Country Director and Head of Portfolio FCAS, including deputising for the Country Director when necessary or appropriate.<br> Essential Requirements & Skills: Minimum 7 years in leading humanitarian/development programming.<br> At least 5 years managing managers and playing a leadership role in ensuring cohesiveness, inclusion and development of staff at all levels.<br> Proven technical experience in designing and leading the implementation of humanitarian and development strategies, program development and sectoral interventions across multiple thematic areas: Livelihoods, Food security, Social Cohesion, Cash-based interventions as well as applying a nexus approach, is highly desirable.<br> Experience in partnership-based programming and Program Quality benchmarks.<br> Demonstrated successful fundraising and donor engagement experience.<br> Strong strategic leadership and people management skills.<br> Ability to navigate security protocols and develop risk management strategies for operations in Lebanon and Syria.<br> Solid experience of managing teams in a multi-cultural environment and playing a leadership role in ensuring cohesiveness, inclusion and development of staff at all levels.<br> Excellent interpersonal and relationship management skills and demonstrated ability in using these with internal and external stakeholders (partners, donors, host government etc.<br>).
