The Stock and Operations Manager provides end-to-end leadership for the company’s warehouse, inventory, delivery and fleet, and technical service operations. The role ensures that stock is accurate and available, orders and transfers are fulfilled safely and on time, vehicles and operational assets are controlled efficiently, and technical services meet defined quality and turnaround standards. The manager leads the three department heads, aligns priorities across functions, resolves escalations, and turns operational data into corrective actions that improve service, cost, control, and customer satisfaction.
<br>Main Duties and Responsibilities
<br>Operational Leadership and Coordination
<br>• Lead, coach, and hold accountable the Warehouse Manager, Technical or Service Center Manager, and Delivery and Fleet Supervisor.
<br>• Translate company objectives into department plans, daily priorities, service standards, manpower allocation, and measurable targets.
<br>• Run regular operations meetings and ensure effective handovers between warehouse, delivery, technical, sales, procurement, accounting, and project teams.
<br>• Maintain clear ownership for every operational request, escalation, and exception from receipt through closure.
<br>• Identify capacity constraints, workflow gaps, and recurring failures, then implement and follow up corrective and preventive actions.
<br>Stock and Warehouse Governance
<br>• Ensure accurate receiving, storage, picking, packing, dispatch, returns, internal transfers, and replenishment across all warehouses and stock locations.
<br>• Own inventory accuracy and ensure cycle counts, scheduled physical inventories, reconciliations, serial tracking, and discrepancy investigations are completed and documented.
<br>• Review stock adjustments, damaged or obsolete items, negative stock, excess stock, slow-moving items, and near-out-of-stock risks; coordinate action with stock control, procurement, sales, and accounting.
<br>• Approve or escalate stock-related exceptions according to the company’s authority matrix, ensuring proper supporting documents and segregation of duties.
<br>• Ensure warehouse layout, product identification, storage conditions, housekeeping, access control, and safety practices protect employees and company assets.
<br>Delivery and Fleet Management
<br>• Ensure deliveries and stock transfers are planned, routed, dispatched, tracked, and completed accurately, safely, and on time.
<br>• Monitor vehicle availability, utilization, fuel consumption, mileage, maintenance, inspections, insurance, registration, licensing, incidents, and operating cost.
<br>• Review delivery failures, delays, damages, shortages, returns, and customer complaints, and ensure root causes and corrective actions are recorded.
<br>• Optimize routes, scheduling, loading, and vehicle allocation to improve service levels while controlling cost.
<br>• Ensure drivers and helpers comply with traffic laws, safety requirements, vehicle checklists, and company procedures.
<br>Technical Team and Service Operations
<br>• Oversee workshop, service center, maintenance, repair, after-sales support, warranty handling, field visits, and technical team scheduling.
<br>• Ensure service requests and work orders are assigned, documented, prioritized, and completed within agreed turnaround times.
<br>• Monitor technical quality, repeat repairs, spare-parts and tool usage, warranty claims, preventive maintenance, and customer escalations.
<br>• Coordinate technical manpower and site support with projects, sales, and customers while maintaining clear scope, approval, and handover records.
<br>• Ensure technicians receive the training, tools, safety equipment, product knowledge, and procedures required to perform effectively.
<br>Systems, Controls, and Reporting
<br>• Ensure all operational transactions and records are entered accurately and on time in the ERP system, including receipts, transfers, deliveries, returns, repairs, serial numbers, spare parts, and stock adjustments.
<br>• Establish practical SOPs, checklists, approval controls, and audit trails across the three departments, and verify consistent implementation.
<br>• Prepare daily, weekly, and monthly dashboards covering stock, warehouse, delivery, fleet, and technical performance, with analysis and action plans.
<br>• Partner with Accounting and Stock Control to reconcile inventory and investigate variances; partner with IT or ERP support to resolve system issues that affect operations.
<br>• Maintain complete operational records and ensure readiness for internal reviews, stock audits, warranty verification, and regulatory inspections.

<br>Education Experience and Skills
<br>• Bachelor’s degree in Supply Chain Management, Logistics, Operations Management, Business Administration, Engineering, or a related field.
<br>• Minimum 7 years of progressive experience in operations, warehousing, logistics, stock control, fleet, or technical service, including at least 3 years in a management role.

The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 “Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels”. Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts news technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Recently, many Arab countries started developing/updating their national plans and strategies to reflect the aspects of digital government transformation. The Environment Quality Authority (EQA) in Palestine requested the technical assistance of ESCWA to develop their digital transformation strategy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital strategy to the Authority. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Palestine related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with EQA, interviews and meetings with the main national stakeholders and realising minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Assessment of EQA available capabilities, including current IT infrastructure, equipment, services and platforms; 6. Hold meetings with EQA departments to better understand EQA current digital status. To ensure the most effective response, both quantitative and qualitative data should be gathered on the profile/needs and living conditions of both the displaced population and host community. The incumbent will provide support in the day to-day operations of all construction and general infrastructure projects within the Area of Responsibility (AoR) to ensure that works proceed as designed and comply with established standards and procedures for the full project cycle.<br>Close and regular contact is maintained with technical and non-technical staff of shelter sector members, national and international NGOs and Government Authorities. The Senior Shelter Associate normally reports to a more senior shelter colleague or Technical Coordinator and normally supervises some support staff.<br>The incumbent assists the supervisor in ensuring that shelter & infrastructure responses within the AoR evolve according to the changing nature of the situation, progressively working towards more durable solutions and drawing from sustainable local building practices and materials. S/he provides technical support in general infrastructure planning, design and construction monitoring.<br>Within an urban context, it is essential that shelter responses take into consideration urban planning strategies, including an analysis of residential areas, housing affordability and availability. In addition, regardless of the context, shelter assistance should at all times minimize the risk of harm, eviction, exploitation and abuse, overcrowded living conditions, limited access to services and unhygienic conditions. Special attention must be given to the environment and low carbon approaches, attention to material selection through sustainable means to ensure a green approach to shelter delivery.<br><br><br>All UNHCR staff members are accountable to perform their duties as reflected in their job description. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.<br>Duties<br>Technical Guidance<br>- Assist in carrying out shelter needs assessments while liaising with other relevant sectors such as protection, programme, community services, WASH, administration and supply.<br>- Work with the relevant stakeholders to ensure that the shelter beneficiary selection process prioritises the needs of the most vulnerable Persons of Concern (PoC).<br>- Assist the supervisor in developing and updating shelter strategies to reflect evolving situations and ensure alignment with national and global level policies and guidelines including: Global Compact on Refugees, Sustainable Development Goals, Relevant Global Strategies and Policies.<br>- Provide support in the daily management of all construction and infrastructure projects within the AoR ensuring that works are carried out in compliance to established UNHCR and national standards/best practices for the full project cycle.<br>- Monitor and follow up the design and construction of infrastructure (schools, health centres, reception centres, drainage and roadworks etc) to confirm these are approved by the relevant authorities, technically sound, supplemented with accurate drawings, detailed BQs and specifications and implemented according to plans, completed within designated timelines, budget and ensure that this information is shared with relevant colleagues.<br>- Work closely with other relevant sectors such as WASH, education and health so that shelter and infrastructure implementation is synchronised and coordinated.<br>- Assist implementing partners on sound technical shelter and settlement issues while ensuring compliance with national and global standards, national and operational strategies and guidance.<br>Coordination<br>- Provide technical support in the field of shelter, construction and infrastructure development within the AoR to best meet the needs of PoC.<br>- Assist in coordination and management of UNHCR's shelter and infrastructure interventions in a timely, cost-effective, inter-sectoral manner. Work with the government and relevant authorities and counterparts to ensure strong coordination and partnership.<br>- Participate, as technical focal point within the AoR for shelter/infrastructure, in coordination meetings with various stakeholders including Government counterparts to ensure UNHCR's interests and those of the PoCs are adequately reflected and disseminate information to all stakeholders in a timely, efficient manner.<br>Collaboration<br>- Assist Programme in reviewing technical components of the Project Partnership Agreements that contain any construction and infrastructure projects.<br>- Actively work with Programme as a member of the Multi-Functional Team in the Operation and regularly participate in multi-sectoral activities to ensure protection and assistance needs of the population are met.<br>- Draft bid documents for all construction and infrastructure projects including technical specifications, BoQs, drawings, etc.<br>- Assist in the technical evaluation of received bids as well as in the review/inspection of the quality of shelter and infrastructure products/works during implementation and at completion</p><br><p>- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility.
