Job Description

Roles & Responsibilities

People & Culture Director Reports to: Chief Marketing Officer (CMO), transitioning to a direct CEO reporting line as the function matures Subordinates: To be defined and built by the role-holder Work Location: Beirut, Lebanon / Limassol, Cyprus / Dubai, UAE Who We Are Swiss Butter is a fast-growing casual steakhouse brand focused on delivering exceptional dining experiences across the globe. Our mission is to create memorable moments for our customers through our signature dishes and strong connection to the communities we serve. Join us as we continue to grow into a globally recognized and loved brand. Summary of Position The People & Culture Director is the architect of the people systems that enable Swiss Butter to scale across multiple countries as a company-owned, decentralized operating group. The role designs and governs the organizational infrastructure that lets each Head of Department own people execution within their function, while ensuring consistency, quality, and leadership readiness across all markets. Core mandates include organizational design, compensation architecture, manpower planning, succession systems, Academy governance, HRIS and ATS infrastructure, and decentralized accountability frameworks. The People & Culture Director ensures the organization is structurally ready to expand, with leadership capacity established ahead of opening cadence rather than in response to it. The guiding principle of the function is clear: People & Culture owns the system; operators own the people. Operating Model & Centralization Boundary Swiss Butter is a company-owned, decentralized operating group. People & Culture is decentralized by default: hiring, promotion, performance management, exit, and day-to-day people decisions are owned and executed by Heads of Department and market leads, within group standards. The function centralizes only what must be centralized to control audit, statutory, and group-consistency risk. Centralizing the system of record and the standard is not the same as centralizing the decision. The Director centralizes the record and the standard, and pushes every decision that can be safely distributed to the operator who owns the outcome. The following boundary is a non-negotiable feature of the role, not a phase-one compromise. Centralized by Mandate (P&C owns the system, the standard, and the record) Employee master data and the single HRIS system of record. One record per employee, one set of service dates, one leave-balance ledger across all entities. Operators write into it; they do not keep parallel or local records. This is the primary audit control. Statutory liability and compliance tracking: end-of-service, leave, GOSI and social security, visa and work-permit validity, and the underlying calculations. These are accounting liabilities and cross-jurisdiction compliance obligations, not people-management choices, and they must be owned centrally and reconciled to Finance. Grading and pay-band architecture: the levels and bands, the compensation philosophy, and the benchmarking method are designed and governed centrally. Pay decisions within an approved band are an operator decision. Group standards for hiring, succession methodology, and SB Academy certification: the definition of what good looks like, so a certified leader means the same thing in every market. Selection and development against those standards are executed by operators. Decentralized to Operators (Heads of Department and Market Leads own the people) Who to hire, promote, and exit, within group standards and approved bands. Day-to-day performance management, coaching, and team development. Running the market-entry hiring playbook locally, and owning their own succession depth, held accountable centrally but executed locally. Key Performance Areas (KPAs) Organizational Design & Operating Model Compensation Architecture & Manpower Planning People Systems & Data Infrastructure Talent Acquisition & Workforce Readiness Leadership Development & the Academy Succession & Leadership Pipeline Performance Management & Calibration Decentralized Accountability & Governance Expansion & New-Market Readiness Duties & Responsibilities Organizational Design & Operating Model Design the decentralized operating model, defining decision rights, guardrails, and escalation paths across all functions and markets. Establish the framework through which Heads of Department own people execution within their areas of responsibility. Maintain organizational clarity across entities, ensuring structure keeps pace with expansion. Compensation Architecture & Manpower Planning Develop and govern a global grading and pay-band structure, mapped and benchmarked across all operating markets. Define the compensation philosophy and ensure pay decisions remain consistent, competitive, and defensible. Build the manpower planning model, aligning headcount and hiring lead times to the expansion pipeline, in partnership with Finance. People Systems & Data Infrastructure Implement our in-house HRIS and ATS platforms to replace manual processes with scalable infrastructure. Establish a single, reliable source of employee data across all markets. Build reporting that supports leadership-level workforce and people-cost decisions. Talent Acquisition & Workforce Readiness Define hiring standards, selection criteria, and certification gates applied consistently across markets. Establish a market-entry people playbook covering hiring, onboarding, and opening readiness for each new location. Ensure operators are equipped to source and select talent within agreed standards. Leadership Development & the Academy Govern the SB Academy as the group's leadership development and operational certification function. Establish operational certification and train-the-trainer systems that replicate leadership capability across markets. Align Academy output to expansion demand, measuring certified leadership capacity produced against opening requirements. Succession & Leadership Pipeline Establish the succession methodology and review cadence covering all critical roles. Ensure every critical role has an identified and developing successor. Hold Heads of Department accountable for maintaining leadership depth within their functions. Performance Management & Calibration Design the performance management and calibration framework applied consistently across all markets. Ensure managers run performance cycles on time and link outcomes to development decisions. Connect performance results to promotion, succession, and pay decisions.

Desired Candidate Profile

Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field (Master's degree is a plus). 10+ years of progressive experience in People & Culture, Human Resources, or Organizational Development, including senior leadership scope.
Result of Service The consultant will design and pilot a small set of policy lenses that extract structured, comparable representations from policy documents, and demonstrate their value on a bounded corpus from a small number of ESCWA member States, in a form that ESCWA can evaluate and extend afterward. The assignment is a feasibility pilot, not a production system: one policy domain, three to five countries, three to five lenses, evaluated qualitatively with policy-expert input. Work Location Remote Expected duration 6 months Duties and Responsibilities Background: The Decision Support and Data Science Division (DSDS) of the United Nations Economic and Social Commission for Western Asia (ESCWA) seeks a part-time consultant to design and pilot Policy Lens, a structured evidence-synthesis approach for policy documents. Comparing how several countries approach a policy issue means reading many national strategies, evaluations and progress reviews, written years apart and with uneven rigour. Patterns across the set: shared causal assumptions, claims backed by evidence versus simply asserted, targets - are hard to see even when the information is in the text. Policy Lens addresses this by applying an analytical lens to the whole document set at once. Each lens rests on a frame: a defined structure with specific fields that every document maps onto, so outputs are comparable across documents rather than readable one at a time. Examples include a Theory of Change lens, an evidence-strength lens and a gap-detection lens. ESCWA already operates two LLM-based systems: Mustashar, a retrieval-augmented question-answering system, and Naseej, an interactive multi-agent system that drafts substantive policy reports and briefs based on a UN knowledge corpus. Both produce prose for a human reader; neither produces structured, comparable representations. Policy Lens is intended as complementary infrastructure that can feed more reliable, structured material into both. The intended source corpus is the Arab Development Portal (ADP), whose Knowledge Hub documents are already tagged by country, SDG and theme, alongside structured indicator data and an SDG data-availability tracker. This lowers the extraction burden for descriptive and gap-detection lenses in a pilot. Duties and responsibilities: Under the supervision of the Chief of DSDS, the consultant will: 1. Design the lens framework. Articulate the lens/frame concept and develop a taxonomy of lenses (descriptive/comparative, causal, gap-detection), with a justification for Theory of Change as the starting point for the causal category. 2. Apply political-neutrality safeguards. Build neutrality into lens design, especially gap-detection lenses, framing findings as opportunities for regional learning or support rather than as country scorecards. 3. Scope the pilot corpus with ESCWA. Agree on one policy domain and three to five countries and select well-structured English-language documents (national strategies, official reports) from ADP and other sources ESCWA provides. 4. Specify and test three to five pilot lenses. Include at least one descriptive lens (e.g. SDG Alignment), one causal lens (e.g. Theory of Change) and one gap-detection lens (e.g. Population Coverage), each with a defined extraction schema. 5. Build a simple extraction and comparison pipeline. Implement three stages extraction, structuring into the lens schema, output generation using LLM APIs within the budget ESCWA confirms, and leveraging existing ADP metadata and indicator data where possible. 6. Produce structured outputs for policymakers. Generate tables, comparison views and simple visualizations (e.g. a theory-of-change diagram per country). 7. Run an expert validation round. Coordinate a lightweight qualitative review of outputs by experts ESCWA identifies, focused on substantive accuracy, and document findings and error patterns. 8. Recommend integration paths. Assess concretely how Policy Lens outputs could feed Naseej (as structured source material for briefs) and Mustashar (as a structured index alongside text retrieval), in consultation with the teams that own those systems. 9. Document and hand over. Deliver code, schemas, prompts and documentation in ESCWA's repositories so the work can be reproduced and extended. 10. Prepare a methods paper (best effort). Draft a methods-oriented paper on the lens/frame approach, grounded in pilot results, for possible submission with ESCWA clearance. Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required. Note: Fluency equals a rating of fluent in all four areas (speak, read, write, and understand) and Knowledge of equals a rating of confident in two of the four areas. Additional Information Not available. No Fee THE UNITED NATIONS DOES NOT CHARGE A FEE AT ANY STAGE OF THE RECRUITMENT PROCESS (APPLICATION, INTERVIEW MEETING, PROCESSING, OR TRAINING). THE UNITED NATIONS DOES NOT CONCERN ITSELF WITH INFORMATION ON APPLICANTS BANK ACCOUNTS.

Desired Candidate Profile

A Master's degree or equivalent in computer science, data science, computational linguistics, public policy, economics or related area is required. A PhD is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least five years of progressively responsible experience in applied NLP, LLM-based systems or data science is required. Demonstrated experience building LLM pipelines for information extraction or structured output (schema-constrained generation, prompt design, evaluation) is required. Proficiency in Python and common LLM/NLP tooling is required. Experience analyzing public policy documents, evidence synthesis, or Theory of Change and results frameworks is desirable.
Aspire Software is looking for a Senior .NET/C# developer to join our team in Lebanon. About the Role: This is a very small team, and that shapes everything about the role. You'll have real autonomy and immediate impact and there's no one to hide behind: you will own what you ship, in a system that government departments depend on every day. For the right person that's the most interesting thing about the job. If it sounds like too much, it probably is and that's fine. This is not a ticket-taking role. You'll evaluate the platform, form strong opinions, and drive improvements to how it's built and how it feels to use. What you'd be working on The newest parts of the platform are an AI-driven workflow engine that uses LLMs to turn unstructured correspondence into structured data, and a set of recent .NET services built on current versions of the framework. Alongside them run several Spring Boot services on Java 21 handling authentication, search, document conversion and transport so some working knowledge of Java is needed. The core of the product is a mature ASP.NET/C# codebase MVC, Razor, jQuery, Kendo UI, SQL Server and Oracle with an older server-rendered administration area and a legacy reporting stack that we intend to replace. Modernizing these incrementally, without disrupting the organizations that depend on them, is a significant part of this role and one of the more interesting engineering problems here. We're also looking at how this platform evolves toward cloud delivery, and there'll be room to shape that. We're telling you this plainly because we'd rather you arrive knowing what the work actually is. If the idea of steadily improving a system that matters appeals to you more than starting from a blank page, this will suit you. We operate AI-first. Daily, hands-on use of AI-assisted tools (Claude Code, Cursor, GitHub Copilot) is a core requirement not to generate code blindly, but to design, implement and critically review production-quality work alongside your own technical judgment. What you'll do Build and improve features and services in .NET/C#. Modernize legacy components incrementally identify outdated patterns and propose concrete refactoring, with a realistic sense of what's worth changing and what isn't. Evaluate user workflows and interfaces, and reduce friction where the product doesn't serve users well. Write and maintain automated tests for what you ship. We have a substantial Playwright end-toend suite covering the web application and the service APIs; unit-test coverage in the .NET code is where the gap is, and closing it is part of the job. Contribute to the LLM workflow engine: understand how it uses LLMs, find its limits, and improve prompts, workflows and data-processing logic for better accuracy and reliability. Integrate APIs, messaging and third-party services. Take initiative step into problems before they're assigned and drive them to done. Share context early and keep the team in the loop. Solid, real-world experience shipping applications in .NET/C#; comfortable reading and improving large existing codebases. Hands-on experience with LLM-based systems prompt engineering, evaluating and improving model output, and building or maintaining LLM-driven workflows in production. Comfort in a server-rendered stack Razor, jQuery, Kendo and the patience to improve it step by step rather than rewrite it. Enough working knowledge of Java to understand and contribute to Spring Boot services. Good grasp of API design, backend services and relational databases. The habit of testing your own work comfortable with end-to-end tests, and willing to write the first unit tests for modules that have no coverage today. Practical software-design sense, and the judgment to know when to apply it. Strong communication and collaboration a must-have. You work well side by side with others and you're approachable. Fluent English, written and spoken a must-have. Mandatory: daily, hands-on use of AI-assisted dev tools to produce, review and ship production code. A bias toward improving systems rather than accepting them as-is, and comfort working with limited direction. How we work - Definition of done A change isn't done until it's tested. Every feature, fix or refactor ships with the automated tests that prove it works and guard against regressions. In a small team with no separate QA function, developers own the quality of what they deliver. Nice to have Experience taking an on-premise product toward cloud or SaaS delivery containerization, multi-tenancy, CI/CD pipelines, or cloud deployment (Azure preferred). Background in enterprise or government software compliance, auditability, accessibility. Front-end modernization experience, migrating legacy server-rendered UIs. Playwright experience.

Desired Candidate Profile

Solid, real-world experience shipping applications in .NET/C#; comfortable reading and improving large existing codebases.
