Building on this analysis, the paper will identify policy options and actionable insights tailored to Iraq’s context, including considerations for natural-resource revenue sharing, equalization mechanisms, and rule-based transfer formulas that can support inclusive development and improved human development outcomes.<br> Work Location<br>Remote<br> Expected duration<br>2 months<br> Duties and Responsibilities<br>Background In response to the formal request of the General Authority for Monitoring the Allocation of Federal Revenues of Iraq, ESCWA conducted a national needs assessment and consultation workshop in September 2025 in Baghdad, marking an initial step in supporting the Authority’s in enhancing the fairness, transparency, and efficiency of federal resource allocation in Iraq, ensuring that all governorates receive their entitlements in a manner that supports stability and inclusive development. The workshop provided a platform to identify systemic challenges and capacity needs, with a focus on data systems, institutional practices, digital infrastructure, and institutional frameworks that are essential for effective oversight. Discussions examined the availability and quality of fiscal and socio-economic data required for informed decision-making and equitable revenue-sharing arrangements, and initiated a technical dialogue on transparent, evidence-based revenue-sharing framework informed by international experience, while respecting Iraq’s context. The workshop also explored potential benchmarks and indicators that may guide the evaluation of fiscal performance, efficiency, and equity across governorates. Duties and Responsibilities In this context, the consultant will be required to: • Present a conceptual overview and the rationale of federal fiscal transfers. • Examine vertical equity and efficiency in fiscal transfers: approaches, methodologies, and critical issues in country contexts. • Analyze horizontal equity and efficiency in fiscal transfers: approaches, methodologies, and critical issues in country contexts. • Review fiscal transfers through international experiences and draw lessons for comparative practice. • Design and assess institutional arrangements for fiscal transfers. • Specify data requirements and stakeholder engagement mechanisms. • Apply analytical insights to the Iraqi context to identify tailored policy options and actionable recommendations.<br> Qualifications/special skills<br>An Master's degree in economics, finance or related area is required. This new law was proposed by the Head of the Women and Children Parliamentary Committee following a process that included a case study on childcare in Lebanon, public hearings and dialogues, in addition to a legal study and meetings, all in collaboration between ESCWA and the committee. This reform represents a milestone in Lebanon's labour and social protection framework, aiming to promote inclusive and equitable access to employment. It is particularly significant for advancing women's economic participation, as flexible and family-friendly work arrangements can help reduce barriers that prevent women - especially those with caregiving responsibilities - from entering or remaining in the workforce.</p><p>In order to ensure the effective implementation of the new law, ESCWA, UN Women, and the International Labour Organization (ILO) joined hands to provide technical assistance to the Lebanese Women and Children Parliamentary Committee to support its follow-up on the implementation of the law as part of the Parliament's role in post-legislative scrutiny. The process entailed a legal study/advice to propose reforms and updates to the internal laws and regulations of the Lebanese National Social Security Fund (NSSF). These reforms and updates are necessary to allow for the implementation of Law No. 3/2025 without misuse of the new arrangements for fraudulent purposes, which, in turn, serves as a foundational input to guide the actuarial feasibility study leading to the full implementation of the labour law reform while also ensuring the benefits of this reform are utilized appropriately and fairly. Duties and Responsibilities Under the overall guidance of the Climate Change and Natural Resource Sustainability Cluster Lead and the direct supervision of the Senior Sustainable Development Officer for water, the consultant will undertake the following tasks: • Provide a framing for water security in the Arab region, drawing on national processes and priorities, as well as regional water security strategy of the Arab Ministerial Water Council of the League of Arab states and global approaches such as the Water Action Decade. • Review the present landscape characterizing water security in Arab countries, providing examples of fruitful cooperation between multiple Arab countries. • Examine key drivers of water security vulnerability and resilience in the region, including climate change, economic development and conflict. • Assess the role of national and regional enablers for advancing in water security, including innovation and technology, finance, knowledge exchange, private sector engagement and identify opportunities for regional cooperation. • Offer insights and recommendations on priority areas for investment and cooperation to advance resilient water security across the region.<br> Qualifications/special skills<br>A master's degree or higher in water resources management, hydrology, hydrogeology, sustainable development, natural resources management or related field is required. A PhD is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 10 years of professional work experience in the field of water resources management, with demonstrated experience working on regional development issues related to the Arab region is required Demonstrated experience writing reports and papers for international organizations on water resources is required. They encompass the actors and activities involved in producing, processing, distributing and consuming food, and are shaped by their interactions with health, nutrition, livelihoods, natural resources and climate. The 2021 United Nations Food Systems Summit underscored the need for integrated approaches to food systems transformation, recognizing these interlinkages and the importance of coherent action across sectors. Food systems in the Arab region are exposed to multiple, interconnected pressures. Water scarcity, land degradation and climate change constrain productive capacity and increase exposure to drought, heat stress, floods and other climate-related shocks, with implications for food production and rural livelihoods. At the same time, high dependence on food imports in many countries increases the exposure of food availability and affordability to international market volatility, trade disruptions and supply-chain shocks. Conflict, economic instability and other crises can compound these pressures, disrupting production, markets and infrastructure and exacerbating existing vulnerabilities across food systems. These pressures have important implications not only for food security and nutrition, but also for rural livelihoods, employment, and natural resource management. Understanding the structural characteristics and vulnerabilities of food systems across the region is therefore important for strengthening resilience, sustainability, and inclusivity. Objective To prepare an analytical paper on food systems across Arab States that elaborates on current conditions and offers insights on potential future developments. The consultant will compile and analyze relevant data, identify regional examples, and prepare a paper in accordance with the agreed outline.
