Result of Service<br>The objective of this consultancy is to support UNRWA Lebanon Field Office in producing and delivering high-quality audiovisual and communication materials that effectively document and communicate UNRWA’s programmes, humanitarian interventions and response, donor-funded projects, and engagement with Palestine Refugee community in Lebanon.<br> Work Location<br>Lebanon Field Office<br> Expected duration<br>6 Months<br> Duties and Responsibilities<br>The Consultant will coordinate with and report directly to the Field Public Information Officer. The Consultant will be responsible for activities described below and to assist the Communications and Public Information Office: Provide high-quality video and photography services covering UNRWA programmes, the living conditions and realities of Palestine Refugees, as well as field activities and events in Lebanon, ensuring content aligns with UNRWA messaging, branding and standards. Produce and edit short films, videos, and reels, including subtitles, animations, and visual enhancements as required. Develop concepts, scripts, storyboards, and creative visual content for video, print, digital, and web platforms. Review video and film drafts and provide technical input on branding, messaging, language, and overall quality. Capture, edit, and process photos (including restoration, noise reduction, and tonal adjustments), and ensure proper archiving and management of UNRWA LFO photo library, including captions and metadata. Monitor, implement, and review communication materials, ensuring compliance with UNRWA branding and visibility requirements. Coordinate with Field Public Information Officer and relevant departments through planning meetings to identify design, video, and communication needs. Participate in field visits to camps and other locations to support content production and community engagement initiatives. Conduct regular field visits to camps and other locations to support content collection, documentation, and engagement with Palestine Refugee community. Undertake any other ad hoc audiovisual and communication tasks as required.<br> Qualifications/special skills<br>A university degree in Visual Arts, Communications, Media Production, Film Studies, or a related field from an accredited university. Minimum of two (2) years of documented professional experience in film/documentary writing, producing, directing, videography, photography, and editing, is required. Proven experience in producing digital multimedia content and managing audiovisual projects, is required. Advanced computer skills, including proficiency in Adobe Creative Suite (Premiere Pro, Photoshop, Illustrator, InDesign, After Effects, or equivalent software), is required<br> Languages<br>Excellent command of written and spoken English and good working knowledge of Arabic. <p><b>Mission Description</b></p><p><b>The Monitoring, Evaluation, Acco</b>untability & Learning (MEAL) Officer is a key position supporting the implementation of the two projects, PAR and e-Services. S/He will contribute to the operationalization of the projects’ MEAL frameworks and support the effective implementation of MEAL activities across the interventions.</p><p><br></p><p>The MEAL Officer will support the implementation of routine monitoring and data collection activities, including field visits, stakeholders follow-up, Means of Verification (MoVs), and the collection and analysis of quantitative and qualitative data related to projects outputs and outcomes. S/He will contribute to tracking progress against project indicators, ensuring data quality and consistency, and supporting timely reporting processes, including updates required for donor reporting platforms (OPSYS) and internal EF monitoring systems.</p><p><br></p><p>In coordination with the Governance portfolio manager, the project teams and the Country Direction MEAL function, the MEAL Officer will support the development and adaptation of MEAL tools, methodologies, databases, and data collection instruments, while ensuring compliance with EF MEAL standards, donor guidelines, and accountability requirements. The position will also contribute to strengthening data management, documentation, archiving, and learning processes, including the use of automated systems to support efficient data analysis, visualization, knowledge management, and evidence-based decision-making throughout projects implementation.</p><p><br></p><p>Essential Responsibilities:</p><p><br></p><p>Monitoring and Evaluation</p><p><br></p><p>Develop and implement comprehensive intervention MEAL plans for assigned interventions, ensuring alignment with donor, EF, and global MEAL standards.</p><p>Develop the e-Services monitoring and evaluation strategy and plan during the Inception phase and revise the logical framework.</p><p>Draft the ToRs for the recruitment of external evaluation firms (midterm review, final evaluation and capitalisation)</p><p>Ensure timely and high-quality implementation of MEAL activities, including qualitative and quantitative data collection, based on the established MEL System and MEAL Calendars.</p><p>Ensure proper MEL documentation in accordance to EF standards, including maintaining MAEL folders, raw and analytic datasets, evidence, tools, analysis workbooks, and all related documentation.</p><p>Ensure a comprehensive and updated database for the projects.</p><p>Lead the implementation of data collection activities in close coordination with the project expert and technical team.</p><p>Lead the preparation of the MEAL narrative components of donor and internal reports, ensuring clear presentation of results, rigorous analysis of outputs and outcomes, proper interpretation of findings, and evidence-based reporting aligned with indicators’ results.</p><p>Organize and lead data collection activities especially for qualitative data, this will include the design and implementation of outcome measurement exercises to capture behavioral, organizational, and institutional changes resulting from the intervention. Particular attention will be given to stakeholder consultation and accountability mechanisms, fostering meaningful engagement, transparency, and continuous learning throughout the project cycle and across EF country portfolio.</p><p>Adapt and strengthen data collection tools as needed to ensure accurate measurement of EF internal and country-level indicators, and guarantee the availability of reliable data to inform evidence-based decision-making at the Country Direction level.</p><p>Support the implementation of internal project quarterly and annual reviews in line with Expertise France MEAL guidelines, ensuring the use, adaptation, and updating of relevant EF tools and templates to facilitate structured reflection and indicators assessment.</p><p>Maintain a chronological record of progress against targets, and contributing to the design and structuring of the two projects database to guarantee data accuracy, traceability, and availability for donor reporting and audit purposes.</p><p>Rolling out and put in place the monitoring and evaluation MEAL tools, software licenses, communication methods, collection and analysis using KOBO, ODK, dashboard, etc).</p><p>Support the preparation and submission of regular reporting for EUD platform OPSYS.</p><p>Accountability and Learning</p><p><br></p><p>For the relevant project(s), develop tools and methodologies to implement the accountability and learning components of the MEAL Plan, including stakeholder feedback, consultation, and recommendations tracking mechanisms.</p><p>Lead the implementation of Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and stakeholder consultation sessions, and ensure proper analysis and reporting of the findings.</p><p>Follow up on the recommendations and action plans resulting from accountability and learning activities to support their effective implementation.</p><p>Ensure proper planning and follow-up of the projects’ capitalization and learning exercises to support knowledge management and adaptive implementation.</p><p><br></p><p><br></p><p>Required Profile</p><p>Education</p><p>Graduate degree in social` sciences, international cooperation, project management, applied statistics, development economics, or any other relevant field. The country has experienced multiple shocks, including an economic and financial collapse, the COVID-19 pandemic, the Beirut Port explosion, and, most recently, an armed conflict lasting more than a year that caused extensive damage and losses. These developments led to a severe economic contraction, depreciation of the Lebanese pound, soaring inflation, fiscal imbalances, and a sharp decline in the real value of income, particularly affecting public-sector employees. As a result, state institutions have struggled to fulfil their mandates due to a lack of financial resources and a significant loss of skilled public-sector professionals. Against this backdrop, the country s capacity for evidence-based policymaking, regulation, and the delivery of national priorities has been severely constrained. The State continues to face major resource and capacity constraints in responding to the crisis, supporting post-conflict recovery, and addressing structural challenges. At the same time, there is limited visibility regarding development aid directed to Lebanon. Since the economic collapse in 2019, most donors have made funding conditional upon the implementation of broad reforms and progress towards an agreement with the International Monetary Fund. Consequently, only a small proportion of aid has been channelled through government systems. Most grants and loans remain off-budget, creating a disconnect between aid inflows and national public financial management systems. To address the implications of these crises, UNDP has been supporting the Government of Lebanon in restoring its core functions, resuming its role in service delivery, and implementing priority reforms. This support links traditional public administration, civil service, and policy reforms with a digital transformation process, with the ultimate objective of reactivating the social contract. In response, the Office of the Minister of State for Administrative Reform (OMSAR) launched Reinventing Government 2030 , one of Lebanon s most ambitious initiatives to modernize the State and rebuild citizens trust in public institutions. The reform vision is structured around the following three phases: Phase 1: Stakeholder Aspirations Listen, Analyse and Prepare OMSAR engaged thousands of stakeholders, including citizens, young people, members of the diaspora, civil servants, municipalities, civil society organizations, unions, media representatives, and political and religious leaders. Engagement took place through surveys, workshops, town hall meetings, and interviews. This participatory phase produced a unified vision and validated national reform aspirations. Phase 2: Blueprint Design for Government Restructuring This phase aims to reorganize ministries and public agencies by: • Redefining institutional mandates; • Eliminating fragmentation and duplicated functions; • Designing a Target Operating Model tailored to Lebanon; • Benchmarking against international governance models; and • Ensuring alignment with stakeholder aspirations and the future needs of the State. Phase 3: Full Implementation 2030 This phase will involve implementing the restructuring plan, introducing digital and process reforms, reskilling human capital, and establishing performance-based management across government institutions. Following the completion of Phase 1, OMSAR launched Phase 2 of the reform programme. Central to this phase is a baseline assessment of the current state of affairs within the Government of Lebanon. The reform design is set out in the Conceptual Framework, which provides the basic outline for the baseline assessment. It envisages a functional analysis of the Government of Lebanon across horizontal and vertical axes. The horizontal axis establishes four universal government functions: • National direction and policy setting; • Licensing and regulation; • Service delivery; and • Delivery oversight and surveillance. The vertical axis provides a thematic and sectoral classification of the governance model. In particular, it identifies seven clusters, 28 sectors, and approximately 120 subsectors in which the Government of Lebanon has competencies under existing legislation. This classification represents a consolidated list of sectors derived from six international classification systems, including those of the United Nations Classification of the Functions of Government, the Organisation for Economic Co-operation and Development, the World Bank, and S&P Global, as well as governance benchmarks from Rwanda and Singapore. Following several rounds of consultations with OMSAR, UNDP Lebanon developed and validated a methodology for conducting the baseline assessment in line with the priorities established in the Conceptual Framework. The methodology is based on a rigorous research design to ensure that data is collected from multiple sources. It includes four research methods, with each method designed to build upon the previous one and move the assessment from theoretical institutional mandates towards operational realities: • Desk research; • Surveys; • Key informant interviews; and • Focus groups and validation workshops.
