The Project supports more than 19 pilot municipalities and 5 districts to reform their municipal police along those objectives. Given that the work of the municipal police and Internal Security Forces (ISF) complement each other on a daily basis, the Project started working with ISF Gendarmerie Stations of pilot municipalities. In the pilot municipalities of Baalbek, Antelias, Bourj El Barajneh and Tebnine the population is reportedly reluctant to visit the ISF Gendarmerie station, notably because its premises are not user friendly. In order to better address the community s security needs and make the ISF Gendarmerie station user-friendly to the populations of Baalbek, Antelias, Bourj El Barajneh and Tebnine, the Project is working with the ISF Gendarmerie station and both districts The work with the ISF Gendarmerie Station of Baalbek, Antelias, Bourj El Barajneh and Tebnine, is informed by lessons learned from the existing community policing pilot of Batroun, Aley and Minieh that were previously conducted by the project as well as Ras-Beirut (Beirut), and guidelines produced by the ISF Directorate. Therefore, the project is looking to hire an architect to redesign the current ISF station of Tebnine and to supervise the rehabilitation works of Antelias, Bourj EL barajneh, Baalback and Tebnine guaranteeing that these works accommodate and respond to the needs of the population. As one of the core public service providers, the Directorate General of Personal Status (DGPS) plays a critical role in ensuring citizens access to civil registration and identity-related services, which are fundamental to legal identity, protection, and access to public services. In light of the multiple crises affecting Lebanon, including the impact of the recent conflict, the demand for timely and accessible civil registration services has significantly increased. At the same time, several Personal Status Departments have faced operational challenges, including increased workloads, damaged infrastructure, and limited administrative capacity. Strengthening the Directorate s operational capacity is therefore essential to ensure the continuity and quality of service delivery. As part of its support to the MoIM, UNDP is assisting the Directorate General of Personal Status in enhancing its operational efficiency and improving service delivery through targeted technical assistance. To support these efforts, UNDP is seeking a National Technical Consultant to provide technical and administrative support to the Directorate in processing, organizing, verifying, and managing civil registration data and related records, thereby contributing to more efficient, accurate, and citizen-centred service delivery across the Personal Status Departments.</p><p>SCOPE OF WORK, RESPONSIBILITIES, AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK Under the supervision of the Senior Project Officer and the Director General of Personal Status, the consultant will be responsible for:</p><ul><li>Organizing and reviewing civil registration files and supporting documentation to ensure completeness and compliance with the Directorate s requirements.</li><li>Coordinating with relevant departments within the Directorate General of Personal Status and other concerned government entities to follow up on missing documentation and verify records, as required.</li><li>Entering, updating, and validating civil registration data in the Directorate s electronic database while ensuring data accuracy and consistency.</li><li>Supporting the processing, tracking, and archiving of civil registration records and related administrative documentation.</li><li>Identifying, reporting, and following up on data inconsistencies and technical issues affecting the electronic database, and coordinating with the relevant technical teams to facilitate their resolution.</li><li>Preparing periodic progress updates on data-entry activities, file processing, and operational challenges to support informed decision-making and efficient workflow management.</li></ul><p>EXPECTED OUTPUTS AND DELIVERABLES The consultant is expected to complete the above tasks and activities, noting that the total duration should not exceed six months, with no more than 15 working days per month.</p><p>INSTITUTIONAL ARRANGEMENTS • The consultant will work under the overall guidance of the Governance and Rule of Law Chief Technical Advisor/Project Officer. • The title rights, copyrights, and all other rights of whatsoever nature in any material produced under the provisions of this Terms of Reference will be vested exclusively in UNDP. UNDP has full ownership of the activity and its final product. Accordingly, any public mention of the activity, including through social media, should clearly state such ownership. In addition, any public appearance related to the activity should be coordinated with and approved by UNDP. UNDP will be responsible for providing the contractor with all necessary materials related to the project in a timely, thorough, and transparent manner. UNDP will also be responsible for providing the necessary clarifications and facilitating the work. The consultant shall rely on his/her own means of communication and shall commute between the place of residence and the duty station at his/her own expense.</p><p>DURATION OF WORK The assigned duration of this consultancy is six months, with 15 working days per month. The assignment is expected to commence immediately and must be completed no later than 30 March 2027. The time required to review, comment on, and approve deliverables and outputs is five working days.</p><p>DUTY STATION The assignment is based at the Personal Status Department at the Ministry of Interior and Municipalities in Beirut, with occasional meetings at UNDP offices, if required.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>A High-School degree is required</li><li>At least 2 years of relevant experience in working with the Personal status Department</li><li>Fluency in Arabic and English.</li><li>The Personnel will be covered with Health insurance and Personal accident insurance; the fees shall be deducted from personnel's monthly payment .</li></ul>
