Lebanon continues to face a protracted economic and financial crisis, which has been compounded by the aftershocks of conflict in late 2024, further undermining the food security of Lebanese residents and refugee populations. While hyperinflation has softened from its previous peaks, persistently high food prices remain a primary driver of food insecurity. As of September 2025, the year-on-year food inflation rate stood at 23.9%. Along with inflation, currency depreciation, income losses, damaged infrastructure, and significant cuts to humanitarian food assistance continue to negatively impact the capacity of different population groups to access food. According to the latest Integrated Phase Classification (IPC) analysis, it was projected that between July and October 2025, about 1.24 million people (including Lebanese, Syrian refugees, and Palestine refugees) would face acute food insecurity and be classified in IPC Phase 3 or above (Crisis or worse). This corresponds to 23% of the analyzed population, an increase from the 19% recorded in the October 2023 March 2024 period. This crisis has disproportionately affected the agricultural sector, exposing a systemic vulnerability: Lebanon's critical over-reliance on expensive, imported agricultural inputs, especially wheat seeds. This import dependency strains national food security, reduces farmer resilience, and hinders access to locally adapted, high-yield seed varieties. The Lebanese Agricultural Research Institute (LARI), the public institution mandated to produce certified seeds, is a critical national asset for food sovereignty. However, its national seed program has stalled due to a lack of public financing, creating a critical gap in the domestic food system. Within the framework of the Food Security Project, UNDP aims to strengthen the institutional capacity of the Lebanese Agricultural Research Institute (LARI) to enhance its operational efficiency, management systems, and service delivery. To achieve this, UNDP seeks to equip LARI staff with the necessary managerial, financial, and logistical skills through a comprehensive capacity-building programme. The training will target key personnel involved in management, finance, and operations, ensuring they acquire practical competencies to support effective project implementation, resource management, and decision-making. Accordingly, UNDP intends to engage a specialized consultant to design and deliver tailored training modules, conduct needs assessments, develop relevant materials, and evaluate the learning outcomes to ensure measurable improvements in LARI s institutional performance. Objectives The objective of this consultancy is to provide technical expertise to support the preparation of tender documents and the technical evaluation of agricultural machinery and spare parts procurement under the UNDP Food Security Project for LARI. Refine the Bill of Quantities(BoQ) and compliance tables to meet international procurement standards. B. Technical Evaluation for Procurement of New Agriculture Machinery Review all technical bids submitted for the procurement of new agricultural equipment. Validate compliance against mandatory technical specifications(e.g., engine power, hydraulic capacity, safety features). The project aims at supporting gender-responsive job creation and help generating economic opportunities for women-led micro, small and medium enterprises (MSMEs) across various productive sectors with high growth potential. Through this objective the project will be fostering the economic security, stability and prosperity of women entrepreneurs and women-led MSMEs in Lebanon. The project includes 3 main components: Component 1: Ensuring that government institutions are more responsive to women s needs through processes that are more conducive to doing business, Component 2: Ensuring that women-led MSMEs have access to the financial resources to grow and remain sustainable, Component 3: Ensuring that women-led MSMEs receive the needed technical support to increase their access to local and international markets. The project was developed in response to the multiple crises that have hit Lebanon, in particular the financial crisis which have hindered the ability of MSMEs in general and women-led MSMEs to access the needed financing to grow. With the collapse of the banking system and the resulting depletion of all sources of financing, access to finance is considered as one of the biggest impediments for MSMEs and particularly women MSMEs to develop and take their business to the next level. This has compounded to the already existing barriers women entrepreneurs have been facing namely stringent collateral requirements, high interest rates, complex documentation processes, sub-optimal financial literacy, absence of market information, etc. In light of the current situation and the ongoing conflict, and based on consultations held with WEE project beneficiaries, MSMEs are currently facing significant cash flow constraints and growing financial pressures that are affecting their ability to sustain operations, retain workers, and plan for the short and medium term. The Local Development for Stabilization Project (LDP) aims to bolster the coping and sustainable development capacities of host communities in Lebanon. OBJECTIVES The main objective of this consultancy is to provide dedicated technical expertise in civil engineering to support the supervision, monitoring, and quality assurance of civil works at the Wadi Khaled Social Development Center under the LDP project. Specifically, the Consultant will: • Ensure technical soundness and quality of civil works in compliance with approved designs and UNDP standards • Monitor contractor performance and ensure works are completed on time, within scope, and to specification • Review and validate contractor submittments including shop drawings, material submittals, and payment certificates, and provide technical solutions throughout the project lifecycle SCOPE OF WORK UNDP is seeking the services of a Civil Engineer Consultant to supervise the civil works being implemented at the Wadi Khaled Social Development Center, under the overall guidance of the LDP/LHSP Project Specialist and in close coordination with the Area Manager and the UNDP Engineering Unit. Duties and Responsibilities Purpose of the Evaluation Evaluations at ESCWA strive to demonstrate the difference that is being made by the work of ESCWA, and its impact on member States and their citizens. This evaluation will aim to determine the extent to which subprogramme 4 is achieving its intended results, the pathway to these results, and the elements that contribute most significantly to the achievement of these results. In addition, it will also consider how the project brings about any unintended results that may have occurred. The evaluation will serve three main purposes: • It will provide a basis for evidence-informed decision-making, strategic planning, and risk management. • It is a means to demonstrate accountability to the organization’s Executive Management and member States for performance, relative to ESCWA’s mandate and strategic objectives. • It will inform and facilitate organizational learning by identifying evidence-based findings, lessons to be learned, and recommendations for action that enhance the next generation of ESCWA’s work. The evaluation will therefore take both a summative and a formative approach. It will look at results achieved or not achieved so far (summative) with a view to inform ESCWA’s work in the future (formative). The evaluation will be conducted in line with ESCWA’s Evaluation Policy (2025), and the UNEG Norms and Standards for Evaluation.. The evaluation will strive to employ development best practices with regard to promoting gender equality and a human rights-based approach, including the rights of persons with disabilities. The evaluation will be facilitated and coordinated by ESCWA’s Strategic Planning, Accountability, Results and Knowledge team. Scope of the Evaluation The evaluation will be forward-looking and will objectively and systematically assess the performance of the subprogramme in terms of its relevance, coherence, effectiveness, efficiency, impact, and sustainability. Furthermore, the evaluation will assess the extent to which gender, human rights, disability inclusion, environmental concerns, and other cross-cutting issues were incorporated or mainstreamed into the subprogramme. The evaluation will cover the period from January 2020 to December 2025. Areas of focus for each sub-programme evaluation include: • Key aspects of UN and ESCWA reforms, including the merger of the Statistics Division and the Technology for Development Division into one Cluster, as relevant; • The overall coherence of the subprogramme’s work and the extent to which its work has been synergetic; • The relevant IT- and AI-enabled tools/systems/platforms developed by the subprogramme; • Organisation-wide policies, as relevant, to promote organisational learning. Evaluation Criteria The following key evaluation questions per criteria will guide the evaluation. The evaluator/s is expected to refine evaluation questions where necessary and to include the refinement in the Inception Report. Relevance • To what extent are the objectives and expected accomplishments of the subprogramme aligned with: o ESCWA's strategic framework and programme budget? o Regional development priorities and challenges? o The 2030 Agenda and relevant SDGs? • To what extent do the subprogramme's interventions respond to the evolving needs and priorities of member States? • How well do the subprogramme's products and services (research, policy advice, capacity-building, convening) address identified gaps and demands? • To what extent are the needs and priorities of vulnerable or marginalized population groups reflected in the subprogramme's design and implementation? • How relevant are the subprogramme's thematic areas and approaches in the current regional context? • To what extent has the subprogramme adapted to emerging regional challenges and opportunities? Coherence • To what extent did the merger of the Statistics and Technology divisions create positive synergies, or did it result in parallel, siloed work streams? • How well does the subprogramme align its data and technology initiatives with the interventions of UN Country Teams and the League of Arab States to avoid duplication? • How well does subprogramme 4 align its scope and collaborate with other teams in ESCWA to avoid duplication and improve efficiency? For example with DSDSD. • Are there opportunities for greater coordination, collaboration, or integration with other subprogrammes within ESCWA and other institutions? Effectiveness • To what extent have the planned outputs and activities been delivered as intended? • To what extent have the expected accomplishments/outcomes been achieved? • How effectively has the subprogramme contributed to strengthening the capacities of member States and other stakeholders? • To what extent have knowledge products and policy recommendations been utilized by target stakeholders? • What factors facilitated or hindered the achievement of results? • How effectively has the subprogramme integrated cross-cutting issues such as gender equality, human rights, disability inclusion, youth, and environmental sustainability? • How could other factors have contributed to the achievement of the identified results? • How were key partnerships integrated in the delivery of the programme to maximise the achievement of results? Efficiency • To what extent were financial, human, and technical resources used efficiently to produce outputs and outcomes? • To what extent were management arrangements conducive to efficient implementation? • How cost-effective were the different types of interventions (e.g., research, policy advisory services, capacity-building, regional forums)? • To what extent did coordination within ESCWA and with external partners reduce duplication and generate synergies? • Were monitoring, reporting, and learning mechanisms adequate to support adaptive management and efficient implementation? • Could similar results have been achieved with fewer resources or through alternative approaches? Impact • What, if any, high-level effects did the programme cause (such as changes in norms or systems)? • To what extent has the subprogramme influenced policies, legislation, strategies, institutions, or practices in member States? • To what extent has the subprogramme contributed to regional cooperation, knowledge exchange, and policy dialogue? • To what extent did the intervention lead to other changes, including “scalable” or “replicable” results? • While long-term transformative impact may be difficult to measure, what 'early signals' of impact – such as specific policy adoption, changes to statistical regulations, or behavioral shifts – can be directly traced to the subprogramme's interventions? Sustainability • Have capacities, systems, and institutional arrangements been strengthened sufficiently to maintain benefits? • To what extent have knowledge products, tools, methodologies, and networks continued to be used after their initial delivery? • What risks could affect the sustainability of the results, and how have they been addressed? • Did the subprogramme successfully establish formal 'institutional homes' (e.g., permanent national observatories, explicit operational manuals, or formal focal points) within Member State governments to ensure tools and data platforms survive beyond ESCWA's direct involvement? • To what extent has the subprogramme fostered partnerships and mechanisms that can support continued implementation and scaling up? • What evidence is available to indicate that the results of the programme can be maintained by stakeholders? Gender, Human Rights, Disability Inclusion, and Environmental Issues • To what extent were issues of gender, human rights, disability inclusion, and the environment incorporated into the design, planning, implementation, and monitoring and evaluation practices of the programme, as well as the results achieved? • To what extent did the programme respond to and affect the rights, needs and interests of different stakeholders, including women, men, youth, people with disabilities and other marginalized groups? Evaluation Methodology Management and Governance Arrangements All evaluation methodologies are to be reviewed by ESCWA’s SPARK Section and approved by ESCWA’s Senior Management. • The evaluation will be conducted by an external consultant/s. • The evaluator is expected to identify the main objectives achieved through the implementation of the programme, intended and unintended, as established by key stakeholders and relevant documentation, and the pathways that led to achieving them, with particular focus on innovative practices and initiatives that can be leveraged to further enhance ESCWA’s work. • The evaluator is expected to ensure a mixed method (qualitative and quantitative), inclusive, and participatory approach, with adequate triangulation across methods, to arrive at credible, reliable, and unbiased findings. • The evaluator will also ensure that all aspects of the evaluation are gender and human rights sensitive (including a special focus on the rights with person with disabilities). In addition, the evaluator must ensure that he/she always complies with the UNEG Ethical Guidelines for Evaluation during the conduct of the evaluation. The above methodology is indicative. The evaluator is expected to build upon it and present a robust evaluation methodology within the inception report, including addressing and refining the evaluation questions. Quality Assurance Mechanism The evaluator will employ a quality assurance mechanism of her/his preference (either an internal or an external system can be used), which will provide quality checks throughout the evaluation process. This quality assurance mechanism will be indicated in the Inception Report and in the Final Evaluation Report. In addition, ESCWA will review the evaluation report prior to finalization to ensure that it aligns with the UNEG Quality Checklist for Evaluation Reports , particularly with reference to the quality of recommendations. Evaluation Ethics The evaluation will be conducted in accordance with the principles outlined in the UNEG Ethical Guidelines for Evaluation; and all rights and confidentiality of information providers will be prioritized and safeguarded as per UNEG Ethical Guidelines for Evaluation.<br> Qualifications/special skills<br>A Master's degree in management, evaluation, or related area is required. <h4>About the position</h4>
<p>The Information Technology and Operations Management (ITOM) Department at the Lebanese American University (LAU) invites applications for a visiting assistant professor position with a strong research focus in sustainability, ESG, green finance, climate finance, responsible business, and related areas.</p>
<p>The department is seeking a promising early-career scholar who can contribute to the research mission of the Adnan Kassar School of Business (AKSOB), particularly in areas that connect sustainability and responsible business with empirical research, analytics, digital transformation, and evidence-based decision-making.</p>
<p>Candidates with a strong publication record or active research pipeline in green banking, green finance, ESG, environmental performance, sustainable development, climate finance, corporate social responsibility, or responsible innovation are particularly encouraged to apply.</p>
<h4>Key responsibilities</h4>
<p>The successful candidate will be expected to:</p>
<ul>
<li>Develop and publish high-quality research in internationally recognized peer-reviewed journals.</li>
<li>Contribute to AKSOB’s research agenda in sustainability, ESG, green finance, responsible business, and related interdisciplinary areas.</li>
<li>Collaborate with faculty members on research papers, grant proposals, research projects, and scholarly initiatives.</li>
<li>Support the development of manuscripts, working papers, and research outputs that strengthen the School’s academic visibility.</li>
<li>Participate in research seminars, workshops, conferences, and academic events organized by the department and the School.</li>
<li>Engage with graduate students and faculty members in research-related activities.</li>
<li>Teach a limited number of courses, if needed, in areas related to the candidate’s expertise and departmental needs.</li>
</ul>
<h4>Qualifications</h4>
<p>Applicants should have:</p>
<ul>
<li>A PhD in Management, Business Administration, Finance, Sustainability, Information Systems, Operations Management, Business Analytics, or a closely related field from an accredited institution.</li>
<li>A demonstrated record of research activity, including publications, accepted papers, or manuscripts under review in peer-reviewed journals.</li>
<li>Strong empirical research skills, preferably including quantitative methods and tools such as SEM, SmartPLS, SPSS, or related analytical approaches.</li>
<li>A clear research agenda aligned with sustainability, ESG, green finance, responsible business, or digital transformation.</li>
<li>Strong written and oral communication skills in English.</li>
<li>The ability to work collaboratively in a diverse academic environment.</li>
</ul>

<h4>About LAU</h4>
<p>LAU was founded as a college for women in 1924, tracing its origins back to the first school for girls in the Ottoman Empire started by Presbyterian missionaries in the 1830s. The institution has grown and changed tremendously through the decades, but the enterprising and progressive spirit of those who started it endures.</p>
<p>The university now boasts two campuses overlooking the Mediterranean Sea, one in the cosmopolitan city of Beirut and the other in the historic city of Byblos. LAU operates with American higher education standards. It is incorporated in the United States as a non-profit higher education institution through the New York State Education Department. All of LAU’s academic programs are reviewed and approved by this body. In addition, LAU is accredited by the New England Commission of Higher Education, Inc. (NECHE). Several programs are also accredited by authoritative agencies in the United States, Canada, and Europe.</p>

<h4>About the ITOM Department</h4>
<p>The mission of the Department of Information Technology and Operations Management (ITOM) is to help students at the Adnan Kassar School of Business become proficient in the fields of information systems, information technology management, business analytics, supply chain management, operations management, and related decision sciences.</p>
<p>The department strives to generate knowledgeable graduates who are adept at managing technology and operations and who can effectively contribute to their businesses and communities in a constantly changing environment. It also strives to actively collaborate with the corporate sector, consistently innovate, and raise the bar on its research so as to improve the efficacy of education and its reach around the globe.</p>
