JOB CONTEXT: Despite the announcement of a ceasefire, the situation in Lebanon remains unstable, with localized incidents, including strikes reported in southern Lebanon. The June 2026 ceasefire has allowed for partial and phased returns of displaced populations, particularly in areas where active hostilities have subsided. The situation is compounded by Lebanon ongoing macroeconomic and institutional crisis which continues to limit recover capacity. High poverty levels, currency instability, and weakened public service delivery systems have left both host communities and displaced populations with reduced coping capacity and limited access to services. In this constraint environment, HI, who has been present in Lebanon 1992, has been able to adapt its programming to the specific emergencies onset as well as keeping some of its long-standing development focus. HI is managing activities covering the following thematics: Health and prevention for the provision of multi-disciplinary rehabilitation services (post operative care, physiotherapy, assistive devices, prosthetics and orthotics and psycho-social support). Inclusive education Inclusive humanitarian action Humanitarian Mine Action, including clearance, advocacy, NTS (non-technical survey) and TS (technical survey), and Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons). Emergency preparedness & basic needs (integrated response through non-food items / hygiene kits etc. ; including the support to humanitarian actors via the ALTAS platform when required). The actual intervention was so far managed based on a mix partnership with local structures and organizations, and direct implementation projects. YOUR MISSION: Reporting to the Regional Director, the Country Manager contributes to the implementation of Humanity & Inclusion's mandate and strategy within his/her program. He/she ensures that the quality and impact of the program's activities are optimized through a system of delegation with appropriate control mechanisms. He/she shares responsibility with all other HI managers for the sound management and smooth running of the overall organization, through paradigm shifts. Responsibility 1: In the country where he/she is based, the Country Manager is the legal representative of the entire HI organization internally and externally and promotes a high-level reputation and a positive image of HI. Responsibility 2: The Country Manager deploys the whole of HI's mandate and strategy in his/her country, alongside the operational partners, institutions and/or donors, and contributes to steering the organizational transformation in line with the "Simplification", "Shared Services" and "ROOTS" projects. This involves implementing the program's operational strategy. In the event of an emergency, he/she will assume responsibilities in line with the defined intervention framework. Responsibility 3: He/she ensures compliance with its budgetary framework (including pooled funds) and the application of HI's policies and frameworks (safeguarding, commitment thresholds, security, human resources, risk management, etc. ). Responsibility 4: In his/her country, he/she actively monitors and analyses changes in the environment to identify risks and opportunities. CHARACTERISTICS OF THE POSITION: The country Manager position is based in Beirut, the capital, but is expected to travel across the country where HI has several bases (notably, Aley (Mount Lebanon) or Nabatieh (South Lebanon) for instance). The security context is very volatile with daily air strikes in the south, regular drones fly-over and evacuation orders on regular basis. While the location of HI office and guesthouse are located in a relative safe area of Beirut, one has to be prepared to have to move out rapidly if needed. A comprehensive security system is in place, under the direct management of the country director to ensure the safety of the team. The life is Beirut could be seen as “easy” in a way with access to restaurants, sports facilities or cultural events but as precise above, it’s a stressful environment where one has to take some time off. This is a senior site-based role for a practical, commercially aware electrical professional with a strong record of delivering complex building, infrastructure, industrial, or MEP projects in African markets. Proven experience working with multicultural project teams, local subcontractors, consultants, suppliers, and authorities is essential. Position Detail Requirement Job Title Electrical Project Manager Employment Type Full-time, project-based assignment Location Africa-based project assignment Reporting To Project Director / Construction Manager Discipline Electrical / MEP Construction Key Responsibilities The Electrical Project Manager will take full responsibility for the delivery of electrical works in accordance with the approved scope, technical specifications, drawings, programme, and budget. The role will lead site electrical teams and coordinate closely with the main project team, MEP disciplines, consultants, subcontractors, suppliers, and client representatives. Key responsibilities include: • Plan, organize, and manage all electrical construction activities, including mobilization, work sequencing, resource allocation, installation, testing, commissioning, and handover. • Review electrical drawings, specifications, BOQs, and project requirements; identify technical discrepancies, coordination issues, and constructability risks before they affect progress. • Coordinate electrical installations with civil, architectural, mechanical, plumbing, fire and life-safety, ELV, ICT, and specialist systems. • Develop and monitor detailed electrical work programmes, manpower plans, equipment needs, material schedules, and procurement priorities. • Lead and supervise engineers, supervisors, foremen, technicians, and electrical subcontractors to achieve planned production and quality targets. • Manage subcontractor performance, site productivity, work-front availability, and compliance with approved method statements and inspection procedures. • Review and control electrical material submittals, shop drawings, samples, technical data, testing plans, and commissioning documentation. • Ensure timely resolution of RFIs, site instructions, design coordination matters, variations, and technical issues. • Monitor project costs, electrical budgets, quantities, material consumption, productivity, change orders, and potential commercial claims; provide accurate forecasts to project management. • Enforce health, safety, environmental, and quality requirements throughout the electrical scope of work. • Coordinate inspections, testing, energization, commissioning, snagging, and final handover with relevant stakeholders. • Prepare and submit regular progress reports covering completed works, programme status, manpower, procurement, technical issues, risks, and corrective actions. • Build effective working relationships with consultants, clients, local teams, authorities, vendors, and subcontractors in the project country. Required Qualifications and Experience Area Minimum Requirement Education Bachelor’s degree in Electrical Engineering or a closely related discipline. Professional registration is an advantage. Overall Experience At least 10 years of electrical construction or MEP delivery experience, including a minimum of 5 years in an Electrical Project Manager or senior electrical management role. Africa Experience Demonstrated experience delivering electrical works on construction projects in one or more African countries is required. Project Background Experience on large-scale building, infrastructure, industrial, energy, hospitality, healthcare, commercial, or mixed-use developments is preferred. Technical Expertise Strong knowledge of LV and MV electrical distribution, lighting, power, earthing, lightning protection, generators, UPS, ATS, ELV systems, testing, commissioning, and handover requirements. Commercial Capability Ability to manage budgets, cost reports, variations, subcontract packages, procurement planning, and productivity. Software Proficiency in AutoCAD, MS Office, and project-planning or reporting tools. Knowledge of BIM/Revit is an advantage. Languages Professional English is essential.
