<p><strong>ROLE PURPOSE:</strong></p><br><p>As a senior leader and member of the Senior Management Team (SMT) in Lebanon, the Director of Programme Development and Quality (DPDQ) is responsible for leading the design, coordination and delivery of the Country Office Impact Model ensuring development and delivery of high quality, evidence-based, innovative programmes for children through a nexus approach, that contributes to Save the Children’s global Breakthroughs: Learn, Survive, Be Protected. </p><br><p>S/he is responsible for driving cross-functional engagement in the development and delivery of Country Strategy Plans (CSPs), developing annual plans and reporting on results. The DPDQ ensures quality sectoral and cross-sectoral emergency and humanitarian response and plays a key role in the emergency and humanitarian response and crisis management leadership. The DPDQ ensures that a robust research, monitoring, evaluation, accountability and learning (RMEAL) system is in place, that the country office engages in the collection and use of evidence and that this is shared across the global organization, and that reliable data is used for decision-making. </p><br><p>S/he is responsible for ensuring capacity strengthening, mentoring and coaching of technical advisors & specialists to support programme quality in line with global standards and key performance indicators. As a senior leader in the country office s/he plays a key representational role with the government, donors, partners, peer agencies, SC Members and others. The DPDQ supports strategic positioning with donors and partners and leads on project design to ensure that the country office strategy can be delivered in line with child rights programming principles.</p><br><p><strong>CHILD SAFEGUARDING: </strong></p><br><p>Level 3 - the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programmes; or are visiting country programmes; ore because they are responsible for implementing the police checking/vetting process staff.</p><br><p><strong>SCOPE OF ROLE:</strong></p><br><p>Reports to: Country Director </p><br><p>Staff directly reporting to this post: RMEAL Manager, Technical Advisors and specialists (education, child protection, child rights governance, shelter/WASH, FSL, climate), </p><br><p>Role Dimensions: As one of the most senior staff in the Country Office, the Director of Programme Development and Quality (PDQ) must demonstrate the qualities of agile and trustful technical leadership, have a passion for child rights, and be driven to make positive impacts on children’s lives. responses, and humanitarian responses to the protracted crisis, and ensure quality and accountability in all.</li></ul><p><i>Programme Design and Development</i></p><br><ul> <li>Based on tracking provided by the New Business Development team, review and position for opportunities that will drive the CSP.</li> <li>In consultation with the Country Director and Members, ensure technical engagement with donors to pre-position and prepare for opportunities.</li> <li>Leading strategic engagement with existing and prospective donors, aligned with New Business Development plans, together with NBD Senior Manager, CD, D-Ops and ACCM Senior Manager </li> <li>Play a leading role in designing proposals, including: <ul> <li>Engaging with technical experts as needed to ensure high quality, evidence-based designs that draw on needs assessments, learning from past programmes and child safeguarding principles;</li> <li>Ensuring partners are identified and appropriately engaged in programme design, linking with Operations and Awards teams as need be for assessments, especially to strengthen gender sensitivity at design stage;</li> <li>Ensuring proposal designs and their budgets include </ul></li></ul><p><i>Programme Quality and Programme Technical Excellence</i></p><br><ul> <li>Ensure the country programme delivers high quality, multi-sectoral programming in both development and humanitarian contexts (as appropriate). <ul> <li>Monitor and advance technical and operational quality of programmes, including conducting regular field visits to provide feedback on quality benchmarks, soliciting inputs for design of new programmes and collecting ideas for innovation.</li> <li>Monitor programme Key Performance Indicators and, in partnership with other functions, take steps to improve the quality programming platform to meet agreed upon standards.</li> <li>Work closely with the Director of Operations to ensure Quality Framework standards are met and procedures are followed throughout the project cycle and across the portfolio. </li> <li>Ensure technical experts proactively and regularly communicate planned requirements for programme design, learning and implementation to relevant CO departments/functions. </li> </ul></li> <li>Build and lead a team of programme technical experts needed to successfully deliver against the CSP. Ensure effective working relationships with SC global, Member and regional technical advisors, procuring technical support as needed to support programme and advocacy efforts, including during Emergencies. <ul> <li>Ensure that programme technical experts engage in larger communities of practice within and external to Save the Children, to link with the most relevant and evidence-based approaches and conduct timely and useful review of project reports to support quality reporting for Members and donors</li> <li>Ensure that the different technical sectors of the Country Office are coordinated, integrated and support each other to optimize programmes and projects.</li> <li>Ensure that child safeguarding and safe programming is embedded in programme design and considered throughout implementation to ensure that we do all we can to ensure children in our programmes are safe, in line with our child safeguarding policy.</li> </ul></li> <li>Represent Save the Children as part of advocacy and networking with government authorities, donors, partners, civil society actors, children and other stakeholders to build relationships to facilitate achievement of CSP strategic goals and success of our projects for children.</li></ul><p><i>Evidence and learning, Research, Monitoring, Evaluation, Accountability, Learning (MEAL) and Knowledge management </i></p><br><ul> <li>Oversee a monitoring system that provides timely and accurate project results by embedding MEAL across programme implementation. This requires ensuring effective collaboration across MEAL staff, Technical Advisors, Member technical experts, and programme implementation teams to develop logframes, indicators, implementation plans, quality benchmarks, monitoring and evaluation frameworks and related tools.</li> <li>Lead programme quality improvements by monitoring and improving Programme KPI performance, including resourcing and conducting high-quality evaluations to demonstrate outcomes and impact and ensuring that accountability mechanisms are in place for all projects so that identified actions are resolved, with critical issues escalated to senior management.</li> <li>Ensure the research, evaluation and policy work of the Country Office contributes to generation of evidence for development and improvement of Common Approaches, sound decision-making and policy influencing internally and externally. <span>Aspire Software is looking for a Software Engineer to join our team in Lebanon.<br> Here is a little window into our company: Aspire Software operates and manages wholly owned software companies, providing mission-critical solutions across multiple verticals.<br> By implementing industry best practices, Aspire delivers a time sensitive integration process, and the operation of a decentralized model has allowed it to become a hub for creating rapid growth by reinvesting in its portfolio.<br> About the Role: We are hiring a mid-level Go engineer to build and operate the microservices at the core of our payments platform.<br> You will own services end to end — from API design and database schema through testing, containerization, and production deployment — in a domain where correctness, security, and reliability are non-negotiable.<br> This is a hands-on building role with clear ownership and room to grow into deeper platform and architecture work.<br> Our services are REST/JSON APIs (Gin) deployed on AWS ECS, with observability handled through internal services today.<br> As we scale the platform, there is real room to help raise the engineering bar — introducing metrics and distributed tracing, structured observability, and stronger CI/static-analysis standards.<br> If you like owning systems and shaping how they are built, you will have that runway here.<br> You will join an engineering team that uses AI-assisted development tools as a standard part of its workflow.<br> We expect engineers to use these tools well — to move faster without sacrificing the rigor that payments demand.<br> What You'll Do Design, build, and maintain Go microservices (HTTP APIs, sidecars, and background processors) that handle payment authorization, tokenization, settlement, and reporting.<br> Write clean, well-tested Go: table-driven unit tests, mocked dependencies, and meaningful coverage on the paths that move money.<br> Profile and tune services for high throughput and low latency (pprof, benchmarking) — transaction paths are latency-sensitive.<br> Integrate with relational and NoSQL data stores (MySQL, DynamoDB, PostgreSQL); design schemas, access patterns, and migrations that hold up under load and evolve safely.<br> Build and consume internal service APIs, including service-to-service authentication and shared platform libraries.<br> Containerize services with multi-stage Docker builds and ship them through CI/CD pipelines to cloud infrastructure.<br> Integrate with third-party payment processors and AWS services, handling sensitive data in line with PCI DSS and our security standards (secure coding, data masking, TLS, secrets management).<br> Build reliability into money-movement flows: idempotency, retries, and reconciliation/settlement correctness.<br> Participate in code review, design discussions, on-call rotation, and incident response for the services you own.<br> Use AI-assisted development tools (e.<br>g., GitHub Copilot, Claude Code, Cursor) effectively and responsibly as part of day-to-day work.<br> 3+ years of professional software engineering experience, with production Go experience among them (mid-level seniority).<br> Bachelor's degree in Computer Science or a related field, or equivalent practical experience.<br> Solid command of Go fundamentals: concurrency done right (goroutine lifecycle, channel discipline, context-driven cancellation), interfaces, error handling, modules, and the standard library.<br> Experience building and consuming RESTful HTTP APIs, ideally with a Go web framework (we use Gin).<br> Working proficiency with SQL databases (schema design, queries, transactions) — we use MySQL with sqlx.<br> Comfort with Docker and CI/CD pipelines as part of a normal development workflow.<br> Demonstrated experience using AI-assisted development tools (Copilot, Claude Code, Cursor, or similar) in real project work — and good judgment about when to trust, verify, and override their output.<br> Strong testing discipline and the habit of writing maintainable, reviewable code.<br> Clear written and verbal communication, a collaborative and ownership-driven mindset, and comfort working in an Agile/iterative team onsite.<br> Preferred Qualifications Payments / fintech background — payment gateways, card processing, tokenization, PCI DSS, fraud, or financial transaction systems.<br> (Strongly preferred.<br>) Hands-on AWS experience, especially DynamoDB, S3, Secrets Manager, KMS, SSM Parameter Store, ECS, and ECR.<br> Experience with microservices and distributed-systems patterns (service-to-service auth, sidecars, idempotency, retries, observability).<br> Familiarity with NoSQL (DynamoDB) and/or PostgreSQL in addition to MySQL.<br> Experience with secure handling of sensitive data: encryption (AES, KMS), JWT, secrets management, and secure-coding practices (OWASP, data masking, TLS).<br> Payments-domain depth: settlement/reconciliation, idempotency, card-network/scheme familiarity, fraud, or financial transaction systems.<br> Experience introducing observability (metrics, distributed tracing, structured logging) and/or CI quality tooling (static analysis, linting) to a growing platform.<br> Database schema migration and API versioning experience.<br> JavaScript / TypeScript / React — a plus.<br> Our admin and merchant UIs are React 19 + TypeScript + Vite;
