The level of regional connectivity depends not only on infrastructure and cross-border flows, but also on the region's strategic assets, investment and financing ecosystems, and institutional readiness. The Arab region possesses substantial strategic assets , including natural (i.e., oil and gas reserves), physical (i.e., ports and maritime infrastructure), human (i.e., population and skill), financial (i.e., SWFs and capital markets), technological (i.e., AI and digital) and cultural (i.e., shared language, heritage sites). Yet these assets have not always translated into stronger regional connectivity. Understanding the factors that enable or constrain this transformation is therefore essential for designing effective regional policies and investment strategies. Although several international indices measure specific dimensions of connectivity—such as logistics, maritime transport, innovation or digital readiness—none provides an integrated assessment of regional connectivity by linking connectivity outcomes with the strategic assets, investment ecosystems and institutional conditions that underpin them. Nor do they examine how these factors collectively contribute to long-term regional prosperity. To address this gap, ESCWA proposes the Arab Regional Connectivity and Prosperity Framework (ARCPF). The Framework provides an integrated analytical approach for assessing regional connectivity and its key enablers and constraints to unlock the Arab region's prosperity potential. It examines how strategic regional assets, investment and financing ecosystems, and institutional readiness collectively shape regional connectivity, and how stronger connectivity contributes to greater resilience, deeper regional integration, and higher shared prosperity. Duties and Responsibilities The consultancy is related to producing a comprehensive technical paper on the theme of regional connectivity and prosperity with two parts: (a) a conceptual framework with theoretical foundations, methodological validation of the index, its components, and indicators framework; (b) the empirical analysis for the region with reference to other global regions, based on the results of the index and the component indices, policy implications and recommendations. Under the overall guidance of ESCWA, the consultant will undertake the following tasks: • Develop and refine the conceptual framework for the Regional Connectivity and Prosperity Index, building on ESCWA's initial proposal and strengthening it through international literature, economic theory, empirical evidence and international best practice. The framework should clearly define the terminologies, the component indices and their linkages, and realistic data availability for a robust basis for the index. • Design an internationally credible methodological framework including indicator selection, normalization, weighting, aggregation, sensitivity analysis and validation approaches. Provide the documentation to ensure transparency, reproducibility and future updating of the framework. • Develop and empirically validate an analytical model that examines the relationships between regional connectivity, strategic assets (including culture), investments, institutional readiness, and prosperity. Assess the relative contribution of each component within and across the components, identify major connectivity gaps, and analyse trends over time to support evidence-based policy recommendations. • Analyze and interpret the regional results by referencing them against other global regions, derive findings and policy implications for strengthening connectivity and prosperity in the Arab region context. • Assess the availability, quality, comparability and limitations of the underlying datasets, identify data gaps and propose practical approaches for addressing missing or inconsistent data. • Provide continuous technical guidance to the ESCWA team throughout the development process, including methodological choices, data compilation, validation, analytical interpretation and presentation of findings. • Participate in expert consultations and focus group discussions, respond to technical comments, incorporate relevant feedback from ESCWA and external experts, and document major methodological decisions made throughout the review process.<br> Qualifications/special skills<br>A PhD in economics or related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 15 years of professional work experience in the field of research on regional development issues is required. Publication in reputed peer reviewed journals in this field is required. Undertaking high-level initiatives from international organizations is desirable. Since the conclusion of the Uruguay round and the creation of the WTO, global trade had grown by higher rates than GDP. Most of developing countries had benefited from this trend; however, the effect in terms of employment generation and poverty reduction has been disappointing, particularly in the Arab region. One of the reasons behind this result is the nature of integration of Arab countries in the global economy. The economies of most Arab countries are typically dependent on a few commodities, with limited linkages to the rest of the economy and value addition. While commodity trade growth may increase productivity and output in the formal sector of the economy, the employment and poverty impacts are likely to be weak, given limited linkages with the local economy and the narrow range of opportunities for innovation and value addition upgrading. Economic integration widens the range of traded goods, enhances the local impact of trade and has a positive impact on employment, particularly among young people, who are the most likely to take up the challenges if equipped with adequate skills. In the context of a new global crisis marked by confrontation and disruption, most of Arab countries are either re-assessing the importance of regional markets for outward looking growth strategies while others are looking for optimal trade policies in terms of geographical focus on product coverage. Since many years, ESCWA was requested by most of its member states to assist them in better negotiating trade agreements, either within the region or with external partners. The objective is to help them benefit from regional integration schemes, both in the form of south-south and south-north trade integration. Assistance will be based on assessments of how strengthened regional economic strategies can contribute to economic and social development, and of ways to mainstream regional integration and trade reforms in national development strategies. ESCWA is thus seeking the support of a senior economist to perform the above-mentioned assessments linked with developing a new version of ATSI (Arab Trade Simulation Interface). Duties and responsibilities The specific tasks and responsibilities of the senior economist will include: 1. Aggregating the latest GTAP’s database for the base year 2023 to the list of sectors and countries provided by ESCWA’s project coordinator. 2. Calibrate the global dynamic CGE model using the new global database developed in task 1 and the latest trends in exogeneous variables for all countries and regions included in the model. The database for the baseline scenario will be prepared and provided by ESCWA. 3. At the same time, the United Nations system recognizes that AI has profound and far reaching impacts on human lives, economies, and ecosystems, influencing decision making, social interactions, and access to opportunities. While AI can serve as a powerful enabler for advancing the Sustainable Development Goals (SDGs), it also presents significant risks, including bias and discrimination, threats to human rights and privacy, environmental costs, and the potential to exacerbate existing digital and socioeconomic inequalities if not properly governed. In response to these challenges, UNESCO adopted in 2021 the first global normative instrument on AI ethics, which underscores that the protection of human rights and human dignity must remain at the core of AI systems throughout their lifecycle . The Recommendation highlights the importance of principles such as transparency, accountability, fairness, inclusiveness, and human oversight to ensure that AI technologies are trustworthy and aligned with human centered values. At the global level, the establishment of robust AI ethics frameworks is increasingly seen as a prerequisite for building trust in emerging technologies, enabling international cooperation, and ensuring that innovation contributes to inclusive and sustainable development. International organizations, including the International Telecommunication Union (ITU), emphasize that ethical governance, standards, and multistakeholder collaboration are essential to harness AI’s transformative potential across sectors such as health, agriculture, and disaster management, while mitigating associated risks and ensuring equitable access. In this context, ethical AI frameworks are not only regulatory tools but also strategic enablers for innovation, competitiveness, and social cohesion at the global level . In the Arab region, AI is recognized by UN-ESCWA as a defining megatrend with the potential to drive economic diversification, enhance public service delivery, and create new employment and skills opportunities across key sectors. The development of context specific, inclusive, and responsible AI governance frameworks is critical to ensure that AI adoption aligns with regional values, strengthens social inclusion, and supports progress towards national development priorities and the SDGs. For Mauritania, developing a national AI ethics framework is a strategic priority to guide the responsible adoption and use of AI technologies in line with international standards and best practices. Such a framework will play a critical role in safeguarding fundamental rights, strengthening public trust in digital transformation, and enhancing institutional capacity for AI governance. It will also provide a foundation for fostering innovation, attracting investment, and ensuring that AI applications contribute to inclusive economic growth, improved public service delivery, and sustainable socio economic development. The provision of this advisory service is the subject of these terms of reference. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the national framework for the AI code of ethics in Mauritania. The expert will be responsible for the following tasks, organized into four phases: Phase 1: Review and Diagnostic • Review existing national digital documents and the existing frameworks in Mauritania, related to digital transformation, innovation, and AI; • Map relevant international best practices in AI ethics (at least 2 selected international and 2 regional cases); • Identify and conduct stakeholder consultations with MTNMA staff and key national actors, and with the national committee related to this topic, and summarize for each meeting/interview the points discussed, their remarks, observations and proposals; • Contribute to sectoral workshops to discuss needs and priorities, if needed; Phase 2: Development and Drafting • Prepare an outline and annotated structure for the framework for AI code of ethics. • Draft the framework incorporating international standards and national priorities and include practical and scalable compliance mechanisms for monitoring adherence to the Code, and roles and responsibilities for across government and industry; • Ensure alignment with Mauritania’s AI strategy and relevant AI Ethics global and regional Ethics frameworks.
