They encompass the actors and activities involved in producing, processing, distributing and consuming food, and are shaped by their interactions with health, nutrition, livelihoods, natural resources and climate. The 2021 United Nations Food Systems Summit underscored the need for integrated approaches to food systems transformation, recognizing these interlinkages and the importance of coherent action across sectors. Food systems in the Arab region are exposed to multiple, interconnected pressures. Water scarcity, land degradation and climate change constrain productive capacity and increase exposure to drought, heat stress, floods and other climate-related shocks, with implications for food production and rural livelihoods. At the same time, high dependence on food imports in many countries increases the exposure of food availability and affordability to international market volatility, trade disruptions and supply-chain shocks. Conflict, economic instability and other crises can compound these pressures, disrupting production, markets and infrastructure and exacerbating existing vulnerabilities across food systems. These pressures have important implications not only for food security and nutrition, but also for rural livelihoods, employment, and natural resource management. Understanding the structural characteristics and vulnerabilities of food systems across the region is therefore important for strengthening resilience, sustainability, and inclusivity. Objective To prepare an analytical paper on food systems across Arab States that elaborates on current conditions and offers insights on potential future developments. The consultant will compile and analyze relevant data, identify regional examples, and prepare a paper in accordance with the agreed outline. Duties and Responsibilities Under the overall guidance of the Climate Change and Natural Resource Sustainability Cluster Lead and the direct supervision of the Chief of Environmental and Food Policies Team, the consultant will undertake the following tasks: • Provide a framing for food systems transformation in the Arab region, drawing on national processes and priorities, as well as regional and global approaches to food systems. • Review the present landscape characterizing food systems in Arab countries, providing examples of fruitful cooperation between multiple Arab countries. • Examine key drivers of food-system vulnerability and resilience in the region, including climate change, water scarcity, natural resource constraints, conflict, and economic and market shocks. • Assess the role of cross-national linkages in shaping food-system outcomes, including flows of food, agricultural inputs, finance, technology and knowledge, and identify opportunities for regional cooperation. • Offer insights and recommendations on priority areas for investment and cooperation to strengthen food security, nutrition, livelihoods, and the resilience and sustainability of food systems across the region.
Qualifications/special skills
A master's degree or higher in food security/food systems, economics, public policy, agriculture, climate change, sustainable development or a related field is required. The freshwater scarcity situation is aggravated by several factors, such as dependency on shared water resources, pollution, climate change impacts and extreme events, non-revenue water losses, inefficient use and high population growth. Water scarcity is a significant challenge for sustainable development, as it directly affects the ability to ensure access to water and sanitation for all, while also having important implications for energy and food security, economic development, as well as urban and rural livelihoods. Water security challenges caused by water scarcity also require national and regional security considerations. Overcoming these challenges calls for a holistic approach that creates an effective enabling environment made possible through stronger governance, more effective financial strategies, innovation, data for decision-making and capacity development. The water security challenges must be addressed in coordinated regional, national and central approaches that enable the attainment of sustainable development and prosperity for all. While the region possesses significant productive assets, many economies remain concentrated in a limited number of sectors, with diversification often occurring in relatively low-value-added activities. Greater access to markets and inputs, coupled with supportive macroeconomic policies, can broaden productive capabilities, enable the emergence of new and higher-value-added activities, accelerate economic diversification and build resilience to economic shocks. Realizing these opportunities requires dynamic private sectors, stronger technological and productive capabilities, and supportive industrial policies. Against this background, ESCWA proposes an analytical paper on Economic Diversification and Resilience in the Arab Region to assess diversification patterns, opportunities and constraints, and identify policy priorities. Duties and Responsibilities The objective of the consultancy is to prepare an analytical paper on Economic Diversification and Resilience in the Arab Region. The paper will assess patterns and drivers of diversification across Arab economies, examine how access to markets and productive capabilities can enable new economic activities, and identify policies for accelerating diversification and building resilience. Under the overall guidance of ESCWA, the consultant will undertake the following tasks: • Assess the structure and evolution of diversification across Arab economies, including products, sectors, exports, markets and sources of income, and review existing industrial and diversification strategies. Examine data and assess trends over time at country and regional level. • Identify key constraints to diversification, including market fragmentation, commodity dependence, weak productive and technological capabilities, limited private-sector dynamism, financing constraints, skills gaps and institutional and regulatory barriers. • Discuss a framework of accelerating industrial development toward structural transformation, taking into account the assets and changing nature of economic activities across the region. • Develop policy recommendations for accelerating economic diversification and building resilience across the Arab region.
Qualifications/special skills
A PhD in economics or related field is required. Greater access to these resources and markets can expand productive capacity, improve resource allocation, facilitate investment and technology diffusion, and support diversification, productivity and economic resilience. However, macroeconomic instability, fragmented markets, weak productive capabilities, conflict and geopolitical uncertainty can limit these opportunities. Appropriate macroeconomic, trade, investment, industrial, financial and institutional policies are therefore critical for translating regional economic integration into sustainable economic transformation and shared prosperity. To address this gap, ESCWA proposes an analytical paper on Macroeconomic Performance and Policy Frameworks in the Arab Region. Duties and Responsibilities The objective of the consultancy is to prepare an analytical paper on Macroeconomic Performance and Policy Frameworks in the Arab Region. The paper will assess the relationships between access to markets and productive resources and key macroeconomic and structural outcomes, identify factors that constrain these relationships, and develop a policy framework for strengthening economic performance across the Arab region. Under the overall guidance of ESCWA, the consultant will undertake the following tasks: • Develop a conceptual and methodological framework examining how access to markets, capital, labour, energy, technology and knowledge can influence macroeconomic and structural performance across Arab countries. • Examine datasets, identify trends, and undertake an empirical assessment of their relationship with productivity, investment, diversification, private-sector development, employment, incomes, resilience and economic convergence in the Arab region. • Assess principal macroecnomic and structural constraints, including macroeconomic instability, debt and fiscal vulnerabilities, fragmented markets, weak productive capabilities, institutional differences, conflict and geopolitical uncertainty. • Develop a policy framework covering relevant macroeconomic, trade, investment, industrial, financial, labour, technological and institutional policies to support productivity, economic transformation and resilience. • Prepare and finalize the analytical paper, incorporating quantitative evidence, regional and international experiences, policy recommendations and comments received from ESCWA..
Qualifications/special skills
A PhD in economics or related field is required. Most design roles bury you in brand guidelines, logo revisions, and "can you make it pop" feedback loops.
This one strips all of that away.
You produce two things: paid ad creative that has to perform, and product images that have to sell.
In Arabic and English, natively, at speed.
Nothing else.
Our client is a growing online retail brand that runs on Meta campaigns and product pages that convert.
They're not looking for a portfolio artist.
They're looking for a commercial operator who can turn a written brief into a set of assets that move numbers, then do it again 24 hours later.
Why this role exists Creative is the bottleneck in e-commerce growth.
Every test needs fresh concepts, every product page needs images that make someone stop scrolling and buy.
When creative arrives late or off-brief, the test window closes, and the spend is wasted.
This role exists to keep that engine fed: multiple concepts per brief, variations for testing, delivered fast enough to matter.
Your work doesn't sit in a deck.
It goes live and gets measured.
What you'll own You'll produce static ad creative for Meta campaigns, not one execution per brief but multiple concepts, then variations of the winners: alternate visuals, headlines, layouts.
You'll build product image sets for e-commerce pages, retouched to production standard, using AI-generated scenes where photography doesn't exist.
And you'll deliver every asset in both Arabic and English, each version designed natively rather than translated, with editable source files every time.
This is volume work with a clear scoreboard.
When an ad wins, you'll know, and you'll get paid a bonus for it.
What's in it for you This is a real ladder, not a trial with an expiry date.
You start freelance and per-image.
Strong performers move to a retained part-time arrangement, and full-time is on the table for the right person.
It scales with the quality of your output, not with how long you stick around.
The terms are transparent from day one: $5–$8 USD per base image +$2 USD per variation $30 USD bonus per winning ad Paid biweekly You work fully remote from any Arabic-speaking country, with no fixed hours.
Work is measured in delivered assets against brief deadlines, not time logged.
Briefs come in writing, turnaround is 24–48 hours on weekdays, and finals plus source files go to a shared drive.
You raise questions before you start, not after you deliver.
Ready? If you're a designer who's tired of endless revision loops and wants your work judged on whether it performs, this is built for you.
Send your portfolio, your rate, and your capacity.
The best proof isn't a cover letter; it's the ads you've already made win.
You'll thrive here if You've produced real commercial output, not concept pieces.
Specifically, you've made product images for live e-commerce listings, static ads that actually ran in a paid Meta account (ideally ones that performed), and photorealistic AI imagery where you can name the model you used.
These three aren't nice-to-haves, they're the bar.
You'll be especially successful if you're fluent in both Arabic and English, spoken and written, and can typeset Arabic that reads natively, right-to-left, with type that was chosen not defaulted.
You read a brief and produce to it without a round of clarifying questions.
You're fast, because turnaround here beats polish.
You pick up brand rules after being shown once.
And you take feedback and apply it on the next round instead of defending the last one.
If your background is logos, packaging, print, or brand identity, this isn't your role, and that's fine.
It's just a different job.
How we'll evaluate you Shortlisted candidates complete a short trial task on a real brief, assessed on brief adherence, quality of the finished asset, turnaround, and how you handle the feedback round.
To get shortlisted, your portfolio needs to show the actual work: ads you produced that performed (with the brand named), product images from real e-commerce pages, AI samples with the model named, and confirmation of Arabic and English fluency.
Include your per-image rate expectation and weekly capacity.
A link with two pieces won't cut it, and general design work doesn't count.
We need enough relevant examples to judge the real thing.

The paper will provide a structured and analytically rigorous assessment of fiscal federalism and inter-governmental transfers, drawing on international standards, global best practices, and comparative revenue sharing models. It will clearly explain key concepts, review the design, rationale, and performance of revenue-sharing and fiscal transfer systems with examples of countries, and examine their impact on regional development, equity, and service delivery. The workshop provided a platform to identify systemic challenges and capacity needs, with a focus on data systems, institutional practices, digital infrastructure, and institutional frameworks that are essential for effective oversight.
