Background The United Nations Economic and Social Commission for Western Asia (ESCWA), through its Governance and Conflict Prevention Cluster, supports member States in advancing public sector governance, institutional modernization, and strategic human resources management in line with administrative reform priorities and emerging governance challenges. In the context of accelerating digital transformation, evolving public sector functions, and growing demand for efficient and future-ready administrations, Arab governments are increasingly pursuing modern approaches to public administration based on strategic, competency-based, and anticipatory human resources management systems. Within this framework, ESCWA is collaborating with the Ministry of Digital Transition and Administration Reform of the Kingdom of Morocco on the development of a modern and integrated framework for strategic human resources management and competency-based workforce planning. The initiative aims to support workforce modernization, competency management, and anticipatory human resources planning within the Ministry, including approaches related to anticipatory management of jobs and competencies (Gestion Prévisionnelle des Emplois et des Compétences – GPEC). The initiative builds on ESCWA’s ongoing work on competency-based public administration reform, strategic workforce planning, and institutional modernization in the Arab region, while contributing to the Ministry’s efforts to strengthen strategic competency management and forward-looking workforce planning approaches. Given the technical scope of the assignment, ESCWA seeks to recruit a national consultant based in Morocco to provide specialized technical expertise for the assessment, development, implementation, and sustainability of strategic competency management and workforce planning systems within the Ministry. The consultancy will support: • the review and updating of job and competency reference frameworks; • the development of strategic workforce planning and competency management approaches; • competency mapping and gap analysis processes; • the identification of critical and future competencies; • the preparation of practical implementation tools and procedures; • the strengthening of monitoring and evaluation mechanisms; and • the development of practical guidance supporting implementation and sustainability. The assignment will contribute to aligning human resources management approaches with evolving institutional functions, digital transformation priorities, administrative reform objectives, and future workforce requirements. The methodology will include: 1. Assessing the current institutional situation and existing human resources management approaches. 2. Reviewing and updating job and competency reference frameworks. 3. Identifying current, critical, and future competencies required by the Ministry. 4. Supporting the development of practical tools and approaches for strategic workforce planning and GPEC implementation. 5. Linking competency frameworks to recruitment, training, mobility, career development, and evaluation processes. 6. Supporting the preparation of implementation, monitoring, and follow-up mechanisms. 7. Supporting institutional capacity-building and implementation processes. The assignment will build on ESCWA’s previous regional work on competency-based public administration reform, strategic human resources management, and institutional modernization methodologies. 3. Tasks - duties and responsibilities • Under the supervision of ESCWA’s Governance and Conflict Prevention Cluster, the consultant will undertake the following tasks: • Contribute to the identification of current, critical, and future competencies, including competency gaps and institutional workforce needs. • Support the development of practical tools and operational procedures related to competency-based workforce planning, recruitment, training, mobility, performance evaluation, and knowledge transfer. • Contribute to the preparation of a practical implementation guide and institutional procedures supporting implementation and sustainability of the framework. • Support the development of monitoring and evaluation mechanisms to assess implementation progress and sustainability. • Contribute to the organization and facilitation of technical workshops and consultation meetings with relevant stakeholders. • Prepare technical reports, analytical notes, and final deliverables related to the assignment. 4. Outputs The consultant will deliver the following outputs: • Diagnostic and analytical assessment report on the current human resources management situation, institutional practices, and competency management approaches within the Ministry. • Updated job and competency reference frameworks aligned with institutional functions, digital transformation priorities, administrative reform objectives, and GPEC approaches. • Practical framework and methodology for strategic competency management and workforce planning within the Ministry. • Practical tools and operational procedures supporting competency mapping, workforce planning, recruitment, training, mobility, performance evaluation, and knowledge transfer processes. • Framework for identifying critical and future competencies, including mechanisms supporting continuity of critical competencies and knowledge transfer. • Practical implementation guide supporting implementation and sustainability of the competency management framework. • Monitoring and evaluation framework supporting implementation follow-up and sustainability. • Technical support for the organization and facilitation of workshops and consultation meetings related to the assignment. • Final technical report summarizing methodologies, tools, implementation approaches, recommendations, and proposed next steps. The consultant will work under the supervision of ESCWA’s Governance and Conflict Prevention Cluster. The consultant will work in close coordination with the Ministry of Digital Transition and Administration Reform of the Kingdom of Morocco and relevant institutional stakeholders supporting the implementation of the project.<br> Qualifications/special skills<br>Master’s degree or equivalent in Public Administration, Human Resources Management, Organizational Development, Public Policy, Management, Governance, or a related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 5 years of professional experience in public sector human resources management, competency-based management systems, workforce planning, or institutional reform is required. Demonstrated experience in developing competency frameworks, job reference systems, or strategic workforce planning methodologies is required. Strong knowledge of public administration reform, institutional modernization, and competency-based human resources management approaches is required. Experience in preparing operational tools, implementation guides, and institutional methodologies related to human resources management is required. Experience working with government institutions, public sector reform programmes, or international organizations is highly desirable. Strong analytical, drafting, facilitation, and organizational skills is required.<br> Languages<br>English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. Through an integrated approach that combines policy dialogue, analytical research, capacity-building, and digital innovation, ESCWA assists member States in mobilizing and managing financing across key sources, including domestic public resources, private investment, international development cooperation, trade and investment flows, and sustainable debt management. This work is aligned with global commitments, including the Seville Commitment, which underscores the importance of strengthening accountability and governance in financing development, as well as the mandates to address financing leakages as a key enabler of financing sustainable development. (paragraphs 29 (a) & (c), 28 (e), and 33 (a)). Central to this work is the conduct of detailed diagnostics of the financing for development landscape, analysing the various sources of financing available to address five major financing rifts that continue to impede sustainable development in the Arab region: financing insolvencies, financing inequalities, fiscal space constraints, funding shortfalls, and debt-financing overhangs. In response, ESCWA advances regional cooperation on domestic resource mobilization, integrated financing solutions, diversifying sources of revenues and addressing leakages related to illicit financial flows and investment distortions. These efforts are complemented by policy recommendations and practical tools to support governments in improving revenue mobilization and financing strategies. In parallel, ESCWA has developed a forward-looking digital financing ecosystem composed of analytical and AI-powered tools that enable governments assess financing gaps, improve spending efficiency, optimize public spending, address illicit financial flows, strengthen multiple aspects of their financing strategies, enhance policy targeting, accelerate progress towards the SDGs, and design integrated financing strategies aligned with national development priorities. This ecosystem has received recognition at multiple institutional levels and has been endorsed under the Seville Platform of Action and recognized by DESA as a scalable, real-life application that can be adapted and replicated across countries and regions. Within this context, ESCWA seeks a consultant to provide support in the implementation of various FfD activities as detailed below. Duties and Responsibilities 1- Map productive linkages across pilot country/countries’ production base and financing structure to identify sectoral interdependencies, financing bottlenecks, and opportunities for higher-value economic transformation. 2- Estimate latent financing-space linkages by combining prospective structural configurations, visualization tools, and empirical signals of capability-space adjacency to identify feasible pathways for economic diversification and financing mobilization for blended finance while addressing resource leakages. 3- Construct and align a high-dimensional proximity matrix across the production universe, integrating relevant product, sectoral, industrial, and financing classification systems to enable comparable mapping of productive and financing linkages, identify tax- and trade-based leakage channels, and detect unrealized or suboptimally realized productive potential. 4- Normalize and validate the matrix to ensure connectivity, consistency, and suitability for modelling and network diagnostics. 5- Develop a structural scoring framework to assess relative feasibility, productive accessibility, and strategic positioning of diversified commodity-linked financing opportunities, while identifying products and sectors exposed to illicit financial flow risks. 6- Design and implement a Python-based analytical framework to query, harmonize, and transform relevant investment datasets into a standardized panel, supporting downstream empirical analysis and the identification of potential anomalies in investment patterns. 7- Apply data-driven analytical methods to identify patterns, groupings and relationships across sectors and products based on selected structural and operational characteristics. 8- Integrate Product-level production indicators to assess economic trends, identify priority areas, and highlight sector-focused policy support. 9- Develop and apply econometric models to assess structural feasibility, between proximate products across inter-connected products and sectors. Recent initiatives include restrictions on non-biodegradable plastic bags, limitations on small plastic beverage containers, and broader efforts to promote sustainable waste management and environmental protection. Nevertheless, SUPs continue to constitute a significant source of plastic pollution, particularly in terrestrial and marine environments. Recognizing the need to strengthen existing policy measures, the Supreme Council for Environment (SCE), in collaboration with UNEP ROWA, is undertaking a comprehensive assessment of Bahrain's policy and regulatory framework governing single-use plastics. The assessment will identify strengths, gaps, implementation challenges, and opportunities for improvement while drawing upon international good practices and lessons learned from the Gulf Cooperation Council (GCC), Arab region, and other jurisdictions. The assignment will culminate in the development of evidence-based policy recommendations and an implementation roadmap to reinforce Bahrain's transition towards a circular economy for plastics. UNEP seeks to recruit an International Expert on Plastic Pollution and Circular Economy to provide technical, analytical, drafting, and advisory provision for the assessment of Bahrain's policy and regulatory framework on single-use plastics, the review of international best practices, stakeholder consultations, and the development of evidence-based policy recommendations and an implementation roadmap, in close coordination with the SCE and under UNEP ROWA supervision. <p><strong>ROLE PURPOSE:</strong></p><br><p>As a senior leader and member of the Senior Management Team (SMT) in Lebanon, the Director of Programme Development and Quality (DPDQ) is responsible for leading the design, coordination and delivery of the Country Office Impact Model ensuring development and delivery of high quality, evidence-based, innovative programmes for children through a nexus approach, that contributes to Save the Children’s global Breakthroughs: Learn, Survive, Be Protected. </p><br><p>S/he is responsible for driving cross-functional engagement in the development and delivery of Country Strategy Plans (CSPs), developing annual plans and reporting on results. The DPDQ ensures quality sectoral and cross-sectoral emergency and humanitarian response and plays a key role in the emergency and humanitarian response and crisis management leadership.
