The Regional Office for West Asia (ROWA), Based in Beirut, Lebanon, supports countries in the region through advisory services, capacity-building, and technical assistance to achieve their national environmental and sustainable development goals. In line with its mandate, UNEP ROWA is collaborating with the Environment Public Authority (EPA) of the State of Kuwait to support the development of a National Environmental Data Management Plan. This initiative aims to strengthen Kuwait’s environmental data infrastructure by establishing a strategic and operational framework for the collection, integration, sharing, and use of environmental data, in line with international best practices. More specifically, the project will support the systematic and periodic exchange of data across government entities, enhance transparency, and promote evidence-based environmental decision-making through the availability of accurate, reliable, and timely data. To support the successful implementation of this initiative, UNEP ROWA seeks to engage a well-qualified international consultant to manage and deliver the responsibilities outlined in this Terms of Reference (TOR). The consultant will work under the supervision of the Regional Coordinator managing the project. 2.Duties and Responsibilities: Under the direct supervision of the designated Programme Management Officer at UNEP ROWA, the selected consultant will carry-out, inter alia, the following duties and responsibilities: (A) Development of the Draft Table of Contents for the Final National Environmental Data Management Plan As the first key task under this consultancy, the consultant shall develop and submit a proposed Table of Contents (ToC) for the final National Environmental Data Management Plan. This ToC will outline the anticipated structure, content, and logical flow of the final deliverable, including all core chapters, annexes, and any proposed supporting documentation (e.g., legal frameworks, SOPs, institutional charts). The Table of Contents should reflect: • A clear understanding of the project's scope, objectives, and strategic relevance through the clarity, structure, and sequencing of chapter titles. Chapter names should reflect the key thematic and functional areas of the plan, such as legal frameworks, institutional arrangements, data governance mechanisms, and implementation strategies. • Logical structuring of technical, legal, institutional, and operational elements; • Integration of stakeholder engagement, international best practices, and implementation considerations; • Alignment with Kuwait’s environmental law and national development priorities (e.g., Vision 2040); • Key enablers such as digital infrastructure, capacity building, and data transparency. This draft ToC will serve as the first milestone deliverable and must be approved by UNEP and the Environment Public Authority (EPA) before proceeding to subsequent activities. It will guide the format and content of the final strategy and implementation plan and may be revised as needed based on findings from the baseline assessment and consultations. (B) Research, Data Collection, Case Study, and Gap Identification • Conduct a comprehensive review of the current environmental data landscape in Kuwait, including: o Institutional roles and responsibilities; o Existing data collection systems and platforms; o Data flow pathways and inter-agency coordination mechanisms. • Collect and catalogue existing datasets, assess data quality, availability, frequency of collection, and level of accessibility. • Identify and document case studies of relevant international or regional best practices in environmental data management. • Map existing data sources, flows, formats, and classifications across government entities • Analyze the legal and institutional context to determine the alignment of national laws with global standards. • Conduct a gap analysis to identify: o Challenges related to data ownership, reliability, consistency, privacy and accessibility; o Duplications, fragmentation, or missing data; o Inconsistencies in data formats or standards; o Barriers to data sharing or integration across agencies. • Evaluate current capacity and infrastructure for electronic data integration and identify areas for improvement. • Provide guidance on the digital processes for data collection, validation, and reporting. • Define digital and manual data workflows that allow phased automation and integration with platforms like eMISK. (C) Stakeholder Engagement and Consultation • Lead consultations with national stakeholders to assess current environmental data sharing practices and gaps. • Design and facilitate a participatory consultation process with stakeholders • Identify sector-specific data needs, sensitivities, and existing data-sharing practices. • Document stakeholder feedback to inform the vision, objectives, and structure of the plan. The country has experienced multiple shocks, including an economic and financial collapse, the COVID-19 pandemic, the Beirut Port explosion, and, most recently, an armed conflict lasting more than a year that caused extensive damage and losses. These developments led to a severe economic contraction, depreciation of the Lebanese pound, soaring inflation, fiscal imbalances, and a sharp decline in the real value of income, particularly affecting public-sector employees. As a result, state institutions have struggled to fulfil their mandates due to a lack of financial resources and a significant loss of skilled public-sector professionals. Against this backdrop, the country s capacity for evidence-based policymaking, regulation, and the delivery of national priorities has been severely constrained. The State continues to face major resource and capacity constraints in responding to the crisis, supporting post-conflict recovery, and addressing structural challenges. At the same time, there is limited visibility regarding development aid directed to Lebanon. Since the economic collapse in 2019, most donors have made funding conditional upon the implementation of broad reforms and progress towards an agreement with the International Monetary Fund. Consequently, only a small proportion of aid has been channelled through government systems. Most grants and loans remain off-budget, creating a disconnect between aid inflows and national public financial management systems. To address the implications of these crises, UNDP has been supporting the Government of Lebanon in restoring its core functions, resuming its role in service delivery, and implementing priority reforms. This support links traditional public administration, civil service, and policy reforms with a digital transformation process, with the ultimate objective of reactivating the social contract. In response, the Office of the Minister of State for Administrative Reform (OMSAR) launched Reinventing Government 2030 , one of Lebanon s most ambitious initiatives to modernize the State and rebuild citizens trust in public institutions. The reform vision is structured around the following three phases: Phase 1: Stakeholder Aspirations Listen, Analyse and Prepare OMSAR engaged thousands of stakeholders, including citizens, young people, members of the diaspora, civil servants, municipalities, civil society organizations, unions, media representatives, and political and religious leaders. Engagement took place through surveys, workshops, town hall meetings, and interviews. This participatory phase produced a unified vision and validated national reform aspirations. Phase 2: Blueprint Design for Government Restructuring This phase aims to reorganize ministries and public agencies by: • Redefining institutional mandates; • Eliminating fragmentation and duplicated functions; • Designing a Target Operating Model tailored to Lebanon; • Benchmarking against international governance models; and • Ensuring alignment with stakeholder aspirations and the future needs of the State. Phase 3: Full Implementation 2030 This phase will involve implementing the restructuring plan, introducing digital and process reforms, reskilling human capital, and establishing performance-based management across government institutions. Following the completion of Phase 1, OMSAR launched Phase 2 of the reform programme. Central to this phase is a baseline assessment of the current state of affairs within the Government of Lebanon. The reform design is set out in the Conceptual Framework, which provides the basic outline for the baseline assessment. It envisages a functional analysis of the Government of Lebanon across horizontal and vertical axes. The horizontal axis establishes four universal government functions: • National direction and policy setting; • Licensing and regulation; • Service delivery; and • Delivery oversight and surveillance. The vertical axis provides a thematic and sectoral classification of the governance model. In particular, it identifies seven clusters, 28 sectors, and approximately 120 subsectors in which the Government of Lebanon has competencies under existing legislation. This classification represents a consolidated list of sectors derived from six international classification systems, including those of the United Nations Classification of the Functions of Government, the Organisation for Economic Co-operation and Development, the World Bank, and S&P Global, as well as governance benchmarks from Rwanda and Singapore. Following several rounds of consultations with OMSAR, UNDP Lebanon developed and validated a methodology for conducting the baseline assessment in line with the priorities established in the Conceptual Framework. The methodology is based on a rigorous research design to ensure that data is collected from multiple sources.
