<span>Place: Beirut, Lebanon Starting date: 1st, September 2026 Duration of contract: 12 months Closing date for applications: 12th August 2026 Humanity & Inclusion is an independent and impartial aid organisation working in situations of poverty and exclusion, conflict and disaster.<br> The organisation works alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.<br> Since its creation in 1982, HI has run development & humanitarian projects in more than 55 countries and responded to numerous emergencies.<br> Today, we have a budget of approximately 200 million euros, with 4,000 employees worldwide At Handicap International-Humanity & Inclusion, we truly believe in the importance of inclusion and diversity within our organisation.<br> This is why we are engaged to a disability policy to encourage the inclusion and integration of people with disabilities.<br> Please indicate if you require any special accommodation, even at the first interview.<br> For more information about the organisation.<br> JOB CONTEXT: Despite the announcement of a ceasefire, the situation in Lebanon remains unstable, with localized incidents, including strikes reported in southern Lebanon.<br> The June 2026 ceasefire has allowed for partial and phased returns of displaced populations, particularly in areas where active hostilities have subsided.<br> The situation is compounded by Lebanon ongoing macroeconomic and institutional crisis which continues to limit recover capacity.<br> High poverty levels, currency instability, and weakened public service delivery systems have left both host communities and displaced populations with reduced coping capacity and limited access to services.<br> In this constraint environment, HI, who has been present in Lebanon 1992, has been able to adapt its programming to the specific emergencies onset as well as keeping some of its long-standing development focus.<br> HI is managing activities covering the following thematics: Health and prevention for the provision of multi-disciplinary rehabilitation services (post operative care, physiotherapy, assistive devices, prosthetics and orthotics and psycho-social support).<br> Inclusive education Inclusive humanitarian action Humanitarian Mine Action, including clearance, advocacy, NTS (non-technical survey) and TS (technical survey), and Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons).<br> Emergency preparedness & basic needs (integrated response through non-food items / hygiene kits etc.<br>; including the support to humanitarian actors via the ALTAS platform when required).<br> The actual intervention was so far managed based on a mix partnership with local structures and organizations, and direct implementation projects.<br> YOUR MISSION: Reporting to the Regional Director, the Country Manager contributes to the implementation of Humanity & Inclusion's mandate and strategy within his/her program.<br> He/she ensures that the quality and impact of the program's activities are optimized through a system of delegation with appropriate control mechanisms.<br> He/she shares responsibility with all other HI managers for the sound management and smooth running of the overall organization, through paradigm shifts.<br> Responsibility 1: In the country where he/she is based, the Country Manager is the legal representative of the entire HI organization internally and externally and promotes a high-level reputation and a positive image of HI.<br> Responsibility 2: The Country Manager deploys the whole of HI's mandate and strategy in his/her country, alongside the operational partners, institutions and/or donors, and contributes to steering the organizational transformation in line with the "Simplification", "Shared Services" and "ROOTS" projects.<br> This involves implementing the program's operational strategy.<br> In the event of an emergency, he/she will assume responsibilities in line with the defined intervention framework.<br> Responsibility 3: He/she ensures compliance with its budgetary framework (including pooled funds) and the application of HI's policies and frameworks (safeguarding, commitment thresholds, security, human resources, risk management, etc.<br>). <br>## Purpose of the Role
<br>
<br>This role keeps the company running day to day. It covers the office itself, but the larger part of the job is making sure the different parts of the business move together: warehouse, fleet, sales support, administration and the outside providers the company depends on. The person in this seat is the one management turns to when something needs to be organised, chased, fixed or coordinated across departments, and the one department heads coordinate through when a request touches more than one team.

<br>### Office and Administration
<br>- Run the daily operation of the office and make sure it is properly staffed, supplied and functioning.
<br>- Supervise administrative staff, receptionists, drivers, messengers and cleaning staff, including scheduling, attendance and daily task assignment.
<br>- Manage office supplies, equipment, furniture and stationery, from requisition through purchase, receipt and distribution.
<br>- Maintain company files, records and archives, both physical and digital, with a structure people can actually find things in.
<br>- Organise meetings, visits and travel arrangements for management and visiting principals, including hotels, transport and itineraries.
<br>- Handle incoming correspondence, courier, calls and visitor flow.

<br>### Day to Day Coordination Across Departments
<br>- Act as the coordination point between Sales, Warehouse, Procurement, Finance and Administration so that requests do not sit unanswered.
<br>- Follow up daily on open items across the business and escalate anything that is stuck to the General Manager with a proposed solution, not just a problem.
<br>- Prepare and circulate daily and weekly status reports on the areas under this role.
<br>- Support management in preparing information for meetings, reviews and decisions.
<br>- Take on assignments and projects delegated by the General Manager and carry them to completion.

<br>### Warehouse, Delivery and Fleet Support
<br>- Coordinate with the warehouse on receiving schedules, delivery planning and dispatch, so that shipments and orders move on time.
<br>- Monitor delivery performance, route coverage and customer delivery complaints, and follow up until each case is closed.
<br>- Manage the company vehicle fleet: registration, insurance, mechanic, licences, fuel, maintenance schedules, repairs and vehicle records.
<br>- Track driver assignments, licences and vehicle handovers.
<br>- Coordinate with third party transporters and service providers where used.

<br>### Facilities, Utilities and Assets
<br>- Manage premises: office, warehouse and any branch location. Maintenance, cleaning, security, generator, electricity, water, internet and telephone.
<br>- Handle contracts and relationships with landlords, maintenance contractors, security companies, insurance providers, telecom and utility providers.
<br>- Maintain the company asset register and follow the condition, location and custody of each asset.

<br>### Purchasing of Non Trade Items and Cost Control
<br>- Handle purchasing of general services and non trade items: office needs, maintenance, printing, promotional and marketing material, and similar.
<br>- Collect quotations, compare, and recommend the supplier before committing.
<br>- Monitor spending against budget for office, facilities, fleet and general administration, and report variances.
<br>- Review supplier invoices for accuracy before submitting them to Finance for payment.
<br>- Identify and act on savings without letting service quality drop.

<br>### Process, Policy and Systems
<br>- Document and improve internal administrative procedures, forms and workflows so the same task is done the same way each time.

The group is headquartered across the UAE (Dubai), with its largest and most technical team based in Lebanon, operations established in London over the past two years, and early-stage market entry underway in the US.</p><br>
<p><strong>Job Summary:</strong> </p><br>
<p>Our client is seeking a skilled Data Security & Compliance Specialist to lead the implementation of data security, classification, retention, and governance policies using Microsoft Purview for customers across the MEA region. The ideal candidate will have at least 4 years of focused experience in the data security field, including a minimum of 2 years of hands-on experience with Microsoft Purview, specifically in Data Loss Prevention, Data Classification, Cloud Access Security Broker, and governance capabilities such as retention policies, Insider Risk Management, and Records Management. </p><br>
<p>This role involves overseeing at least one team member, with potential for expanded leadership responsibilities. These pressures have disproportionately affected persons with disabilities, who often experience multiple and intersecting forms of exclusion linked to income poverty, inaccessible services, discrimination, mobility constraints, unemployment, and difficult coping mechanisms. Recent evidence indicates that Palestine has made important strides toward strengthening a more inclusive social protection system, including through reforms of the National Cash Transfer Programme (NCTP) , the introduction in 2024 of rights-based social allowances for persons with severe disabilities and other vulnerable groups, strengthening of the Social Registry, and greater attention to disability-responsive policy frameworks . At the global level, the 2025 Amman-Berlin Declaration on Global Disability Inclusion reaffirmed that all development programmes should be inclusive of and accessible to persons with disabilities, while setting a target that at least 15 percent of country-level development programmes pursue disability inclusion as an explicit objective (“15 percent for the 15 percent”). It also reaffirmed meaningful participation of Organizations of Persons with Disabilities (OPDs) and alignment with the Convention on the Rights of Persons with Disabilities (CRPD) . Within this context, there is a strong need to generate robust evidence on the impact of social assistance on the lives of persons with disabilities in Palestine, including whether current forms of assistance are adequate, equitable, disability-responsive, gender-sensitive, and impactful in improving wellbeing, autonomy, inclusion, and resilience. To this end, the Palestinian Ministry of Social Development (MoSD) submitted a technical cooperation request to the United Nations Economic and Social Commission for Western Asia (ESCWA) to support the conduct of a study assessing, both quantitatively and qualitatively, the impact on approximately 15,000 persons with severe disabilities’ who were in 2024 enrolled into the social allowance component for this specific group, aiming to improve the following markers of social and economic wellbeing: - maintain an adequate standard of living by guaranteeing a minimum level of income, thereby - ensuring that their essential needs are met and that - inequality vis-à-vis other social groups is reduced This exercise will be contextualized with earlier assessments carried out by ESCWA’s Social Protection Team in 2023 during a technical advisory mission to the Ministry in Ramallah. During that mission, ESCWA experts applied the Social Protection Programme Rapid Assessment Framework (SPP RAF) developed by ESCWA to the database of National Cash Transfer Programme (NCTP) beneficiaries and applicants. In addition, the team reviewed the revised Proxy Means Test (PMT) formula to identify inclusion and exclusion errors, conducted a clustering analysis of beneficiaries, identified key gaps and needs, and proposed recommendations to enhance the efficiency and effectiveness of the programme. The study on the impact of Social Services on Persons with Disability on income and economic wellbeing will support national stakeholders, development partners, and disability rights advocates in identifying policy options to strengthen the rights of persons with disabilities including inclusive social protection and to ensure that no person with disability is left behind. Tasks - Duties and responsibilities The purpose of the assignment is to study, assess and analyze the impact of social allowance component and the procurement of social protection services from qualified service providers on persons with severe disabilities in Palestine, with particular attention to income security and maintaining a standard of living, guaranteeing that essential needs are met. As such a key outcome of the study will not only be to what extent the poverty gap of this group has been narrowed, but also how the income support provided ensured that the essential consumption and disability related needs of this group have been met by receiving the allowance. As such, the targeting accuracy and the adequacy of the benefit levels will be additional key outcome parameters of the impact study. Complementarily, the study will also aim to address related aspects like accessibility, gender equality, dignity, and thereby will identify recommendations for potential reforms of the allowance component. The study will provide the Government of Palestine and partners with a practical roadmap to transform existing social assistance into a more inclusive, adequate, rights-based and disability-responsive social protection system, aligned with national priorities and international commitments. The overall objective is to assess how social assistance (and cash assistance) contributes to improving the socio-economic well-being, inclusion, and realization of the rights of persons with disabilities in Palestine. The study shall also provide a comparative analysis between persons with disabilities who receive social assistance and those who are not covered by these programmes. It is also expected to focus on policy level reforms related to persons with disabilities. The study is expected to determine whether the programme has achieved stated objective(s), and if any adjustments are needed going forward, (especially given changing social/political/economic circumstances etc.). Thereby using the original policy objective of the programme as the study's guiding question. Specifically, the study will: • Analyse existing social assistance programmes available to Persons with Disabilities in Palestine, including cash transfers, disability allowances, in-kind support, emergency assistance, subsidies, case management, and referral systems as well as the procurement of social protection services from qualified service providers. An evidence based assessment will be conducted using the advance version of the SPP RAF, subject to the availability of up to date data on PWD beneficiaries and non beneficiaries. • Assess impact on beneficiaries of social assistance and their households, including poverty reduction; improved access to health care, assistive devices, rehabilitation, and medicines; improved access to education, mobility, and transport, employment, social participation, and community inclusion, among others. • Examine adequacy, regularity, and predictability of benefits relative to disability-related extra costs (transport, care, assistive devices, rehabilitation, medication, lost earnings, etc.). • Assess inclusion and exclusion patterns, including barriers faced by vulnerable groups such as women and girls with disabilities; children with disabilities; older persons with disabilities; conflict-affected and displaced households • Review institutional set-ups and service delivery mechanisms, including registration, targeting, disability assessment, grievance redress, outreach, accessibility, payment systems, case management, and data systems. • Document lessons learned and promising practices, including experiences emerging from the Social Change Initiative and other rights-based disability inclusion efforts. • Generate evidence-based recommendations for a more disability-inclusive, shock-responsive, rights-based social protection system in Palestine.<br> Qualifications/special skills<br>A Master's degree or equivalent in social policy, economics, public policy, development studies, disability studies, sociology, or a related field is required.
