Greater access to markets and inputs, coupled with supportive macroeconomic policies, can broaden productive capabilities, enable the emergence of new and higher-value-added activities, accelerate economic diversification and build resilience to economic shocks. Realizing these opportunities requires dynamic private sectors, stronger technological and productive capabilities, and supportive industrial policies. Against this background, ESCWA proposes an analytical paper on Economic Diversification and Resilience in the Arab Region to assess diversification patterns, opportunities and constraints, and identify policy priorities. Duties and Responsibilities The objective of the consultancy is to prepare an analytical paper on Economic Diversification and Resilience in the Arab Region. The paper will assess patterns and drivers of diversification across Arab economies, examine how access to markets and productive capabilities can enable new economic activities, and identify policies for accelerating diversification and building resilience. Overcoming these challenges calls for a holistic approach that creates an effective enabling environment made possible through stronger governance, more effective financial strategies, innovation, data for decision-making and capacity development. They encompass the actors and activities involved in producing, processing, distributing and consuming food, and are shaped by their interactions with health, nutrition, livelihoods, natural resources and climate. The 2021 United Nations Food Systems Summit underscored the need for integrated approaches to food systems transformation, recognizing these interlinkages and the importance of coherent action across sectors. Food systems in the Arab region are exposed to multiple, interconnected pressures. Water scarcity, land degradation and climate change constrain productive capacity and increase exposure to drought, heat stress, floods and other climate-related shocks, with implications for food production and rural livelihoods. At the same time, high dependence on food imports in many countries increases the exposure of food availability and affordability to international market volatility, trade disruptions and supply-chain shocks. Conflict, economic instability and other crises can compound these pressures, disrupting production, markets and infrastructure and exacerbating existing vulnerabilities across food systems. These pressures have important implications not only for food security and nutrition, but also for rural livelihoods, employment, and natural resource management. Understanding the structural characteristics and vulnerabilities of food systems across the region is therefore important for strengthening resilience, sustainability, and inclusivity. The workshop provided a platform to identify systemic challenges and capacity needs, with a focus on data systems, institutional practices, digital infrastructure, and institutional frameworks that are essential for effective oversight. Discussions examined the availability and quality of fiscal and socio-economic data required for informed decision-making and equitable revenue-sharing arrangements, and initiated a technical dialogue on transparent, evidence-based revenue-sharing framework informed by international experience, while respecting Iraq’s context. The workshop also explored potential benchmarks and indicators that may guide the evaluation of fiscal performance, efficiency, and equity across governorates.
