As one of the core public service providers, the Directorate General of Personal Status (DGPS) plays a critical role in ensuring citizens access to civil registration and identity-related services, which are fundamental to legal identity, protection, and access to public services. In light of the multiple crises affecting Lebanon, including the impact of the recent conflict, the demand for timely and accessible civil registration services has significantly increased. At the same time, several Personal Status Departments have faced operational challenges, including increased workloads, damaged infrastructure, and limited administrative capacity. Strengthening the Directorate s operational capacity is therefore essential to ensure the continuity and quality of service delivery. As part of its support to the MoIM, UNDP is assisting the Directorate General of Personal Status in enhancing its operational efficiency and improving service delivery through targeted technical assistance. To support these efforts, UNDP is seeking a National Technical Consultant to provide technical and administrative support to the Directorate in processing, organizing, verifying, and managing civil registration data and related records, thereby contributing to more efficient, accurate, and citizen-centred service delivery across the Personal Status Departments.</p><p>SCOPE OF WORK, RESPONSIBILITIES, AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK Under the supervision of the Senior Project Officer and the Director General of Personal Status, the consultant will be responsible for:</p><ul><li>Organizing and reviewing civil registration files and supporting documentation to ensure completeness and compliance with the Directorate s requirements.</li><li>Coordinating with relevant departments within the Directorate General of Personal Status and other concerned government entities to follow up on missing documentation and verify records, as required.</li><li>Entering, updating, and validating civil registration data in the Directorate s electronic database while ensuring data accuracy and consistency.</li><li>Supporting the processing, tracking, and archiving of civil registration records and related administrative documentation.</li><li>Identifying, reporting, and following up on data inconsistencies and technical issues affecting the electronic database, and coordinating with the relevant technical teams to facilitate their resolution.</li><li>Preparing periodic progress updates on data-entry activities, file processing, and operational challenges to support informed decision-making and efficient workflow management.</li></ul><p>EXPECTED OUTPUTS AND DELIVERABLES The consultant is expected to complete the above tasks and activities, noting that the total duration should not exceed six months, with no more than 15 working days per month.</p><p>INSTITUTIONAL ARRANGEMENTS • The consultant will work under the overall guidance of the Governance and Rule of Law Chief Technical Advisor/Project Officer. • The title rights, copyrights, and all other rights of whatsoever nature in any material produced under the provisions of this Terms of Reference will be vested exclusively in UNDP. UNDP has full ownership of the activity and its final product. Accordingly, any public mention of the activity, including through social media, should clearly state such ownership. In addition, any public appearance related to the activity should be coordinated with and approved by UNDP. UNDP will be responsible for providing the contractor with all necessary materials related to the project in a timely, thorough, and transparent manner. UNDP will also be responsible for providing the necessary clarifications and facilitating the work. The consultant shall rely on his/her own means of communication and shall commute between the place of residence and the duty station at his/her own expense.</p><p>DURATION OF WORK The assigned duration of this consultancy is six months, with 15 working days per month. The assignment is expected to commence immediately and must be completed no later than 30 March 2027. <br>• Apply for trademark’s registration at the Ministry of Economy & Trade.
<br>• Ensure that all regulatory aspects of the applications at the Ministries level and other Governmental institutions are met within the requested time frame.

<br>• Ensure timely Marketing Authorization Approval of the products submitted for registration.
<br>• Submit variations and pricing applications to the Ministry of Public Health and make the necessary follow-up till final approval.
<br>• Apply for the introduction of products in Hospitals and other institutions and make the necessary follow up till approval.
<br>• Apply for the expansion of the manufacturing site and any related division and follow up till approval and permit issuance
<br>• Apply for the certification and renewal of certification of the manufacturing site and follow up till approval and certificate issuance
<br>• Ensure compliance of the New Submission dossiers towards Export registration guidelines, and ensure proper dispatch to the concerned distributors in all countries, including communication to receiver and preparation of samples.
<br>• Actively follow up on registration development / applications status (through distributors and directly) till review of the applications and their final approval.
<br> 3. Inter-departmental tasks:
<br>• Procurement: Assist in the clearance of goods through the control of shipping documents prior to their submission to Ministry of Public Health (MOPH) and through due follow up with the MOH when needed.

You'll produce the video and animation that carries our social and product storytelling, and you'll design static assets across social, paid, and brand work as a core part of the job. <br>Qualifications
<br>Bachelor's degree in Civil Engineering, Construction Management, or a related field.
<br>Master's degree is an advantage.
<br>Minimum 15 years of experience managing construction projects, preferably luxury residential developments in Lebanon.
<br>Proven track record of successfully delivering high-value residential projects.
<br>Strong knowledge of project planning, budgeting, cost control, procurement, contract administration, and risk management.
<br>Good understanding of Lebanese construction practices, building regulations, and local authority requirements.
<br>Proficiency in Primavera P6, Microsoft Project, AutoCAD, and Microsoft Office.
<br>PMP certification is an advantage.
<br>Excellent leadership, communication, negotiation, and problem-solving skills.
<br>Fluent in English and Arabic (written and spoken).
<br>Ability to work under pressure while managing multiple priorities and meeting project deadlines.
