Key Responsibilities

It focuses on enhancing national statistical capacities to adopt international standards and innovative data sources; supporting evidence based policymaking through improved production and use of statistics, including gender and disability data; and guiding digital transformation through policy advice on emerging technologies. Duties and Responsibilities Purpose of the Evaluation Evaluations at ESCWA strive to demonstrate the difference that is being made by the work of ESCWA, and its impact on member States and their citizens. This evaluation will aim to determine the extent to which subprogramme 4 is achieving its intended results, the pathway to these results, and the elements that contribute most significantly to the achievement of these results. In addition, it will also consider how the project brings about any unintended results that may have occurred. ABAAD advocates for gender-sensitive policies and legislation that promote the active participation of women and their equal access to justice. ABAAD works to eliminate gender-based violence through a holistic care model that provides direct services in specialized shelters and accommodation, combining gender-specific and gender-transformative approaches to bring about long-term social change. ABAAD operates primarily in Lebanon, where it has provided GBV prevention and response services through the Ministry of Social Affairs' Social Development Centers (SDCs) from 2014 to 2022. Following the economic crisis, ABAAD strategically transitioned from the SDCs and established seven independent model centers dedicated to combating violence against women, while maintaining coordination and cooperation with the Ministry. This collaboration led to the joint development of national standard operating procedures (SOPs) for GBV case management and the Positive Parenting Curriculum (ABB programme) in 2023. ABAAD currently supports the Ministry by training SDC social workers in the implementation of these SOPs and the ABB programme.</p><p><strong>About the project (IF THE DONOR REQUIRE VISIBILTY)</strong> Under the BMZ-funded project "Strong rights, holistic protection: Improved standards for GBV survivors in the MENA region", implemented in partnership with Terre des Hommes Deutschland e.V., ABAAD is seeking an external consultant/team of consultants to lead the Lebanon-specific component of the project, focused on assessing, documenting, piloting, and disseminating a multidisciplinary Holistic Care Model approach for addressing the intersection of Violence against women (VAW) and violence against children (VAC) services across 2 ABAAD model centers and 5 SDCs.</p><p><strong>Overall goal of this assignment</strong> The overall goal of this consultancy is to lead the assessment, documentation, piloting, and dissemination of a multidisciplinary Holistic Care Model approach that addresses the intersection of violence against women (VAW) and violence against children (VAC) at the household level. UNRWA Security Plan, Security Risk Management processes and UNSMS Security Risk Management (SRM) Measures:</p><p>2.1.Plans and oversees Security Risk Management process for all offices and maintains guidance such as security, contingency, emergency and evacuation plans as required;</p><p>2.2.Supports and supervises the implementation and adherence to the Area Security Plan and coordinates capacity building efforts for relevant frontline staff with the support of the available security resources on the ground;</p><p>2.3.Is responsible for developing and updating the Field specific security contingency plans in accordance with the United Nations Security Policy Manual that governs Internationally recruited staff and UNRWA risk management system for Area staff; coordinates and organizes emergency medical evacuation and convoy security procedures;</p><p>2.4.Ensures and manages that all new International and Area staff personnel receive briefings upon arrival, local security training as necessitated by changes in security environment, and are kept informed of matters affecting their security;</p><p>2.5.Ensures implementation of the frontline staff capacity-building plan, including SSAFE training programme for frontline staff, as required, and professional work-place risk trainings;</p><p>2.6.Manages the staff warden/ information systems as required;</p><p>2.7.Ensures that UNRWA Field Office procedures conform to the UNSMS and UNRWA policy and standards as appropriate, and that UNRWA personnel is included in the Security Plan comprising International staff with eligible dependents and the Area staff;</p><p>2.8.Ensures that appropriate staff tracking procedures are in place for all UNRWA staff travel; ensures compliance of International staff with Travel Request Information Process (TRIP) including the security clearance process;</p><p>2.9.Oversees staff's adherence and compliance to various (UNDSS and UNRWA specific) security plans and advisories, such as warden systems, and Residential Security Measures (RSM);</p><p>2.10.Assists the Field Director in assessing and implementing security risk management measures with a view towards SRM compliance for all aspects of UNRWA operations, including staff and supports the development and implementation of operational procedures and standards with regard to contextual, programmatic and professional work-place risk categories for frontline Area staff based on best practices in the Field; in LFO, chairs the Field Office advisory sub-committee on Security and Risk Management and make recommendations to the Field Director.</p><p>Functional</p><p>i.
